By the will of the Crown and the loyalty of its people, the Duchy of Kebetia stands as a sovereign realm of dignity, stability, and honor. This Basic Law establishes the authority of the Duke, the unity of the realm, and the enduring institutions through which Kebetia shall prosper for generations to come.

✦ ARTICLE I — THE CROWN ✦

The Crown of Kebetia is perpetual, indivisible, and sovereign.

The Duke serves as Head of State and guardian of the realm.

The authority of the state derives from the Crown and is exercised according to this Basic Law.

✦ ARTICLE II — THE REALM ✦

Kebetia is a united and sovereign Duchy.

The capital of the realm shall be Kebetsk.

The counties, cities, and institutions of Kebetia shall remain loyal to the Crown and the laws of the realm.

Loyal service to Kebetia is the duty of every citizen.

✦ ARTICLE III — ADMINISTRATIVE DIVISIONS ✦

The Duchy is divided into sixteen counties (Grofije).

These counties shall exercise local administration under the authority of the Crown.

Kebetska County shall serve as the seat of the national government.

The Crown may establish alliances and agreements with friendly realms.

The Duke may issue decrees, appoint ministers, and direct the affairs of state.

Royal decrees shall possess the force of law unless superseded by constitutional amendment.

All public officials serve in the name of the Crown and the people of Kebetia.

✦ ARTICLE VI — ORDER, RIGHTS, AND DUTIES ✦

The state shall preserve peace, prosperity, and public order.

Citizens are entitled to the protection of the laws of Kebetia.

All citizens owe loyalty to the Duchy and respect for its institutions.
