ARTICLE I ESTABLISHMENT
1. The Monarchist Solidarity League (hereafter the League) is hereby constituted as a permanent, sovereign, and cooperative inter-regional organisation.
2. The League shall be founded upon the principles of:
Equality of members
Mutual defence
Shared responsibility
Respect for sovereignty
3. The League shall be host a region of the same name at Monarchist Solidarity League.
ARTICLE II FOUNDING MEMBERS
1. The Founding Members of the League shall be:
2. Each Member shall possess:
Equal standing
Equal authority
Equal vote
Equal obligation
3. No Member shall exercise dominance or supremacy over another.
ARTICLE III PRINCIPLE OF SOVEREIGN EQUALITY
1. All Members of the League are sovereign and equal.
2. No provision of this Charter shall be interpreted as diminishing the internal authority, governance, or traditions of any Member.
3. Decisions of the League shall be made on the basis of equality and mutual consent.
ARTICLE IV MUTUAL DEFENCE
1. An attack upon one Member shall be considered an attack upon all Members.
2. In such an event, all Members agree to:
Provide immediate assistance
Coordinate defensive and, where necessary, retaliatory measures
Act in unity until the threat is neutralised
The form of assistance shall be determined collectively, but shall reflect equal commitment and burden-sharing.
ARTICLE V SHARED RESPONSIBILITY
1. All Members shall share equally in:
The defence of the League
The maintenance of its institutions
The enforcement of its resolutions
2. No Member may evade its obligations without the unanimous consent of the other Members.
ARTICLE VI LEAGUE COUNCIL
1. There shall be established a League Council, composed of representatives of each Member.
2. Each Member shall appoint one principal representative with equal authority.
3. The Council shall:
Deliberate on matters of defence and cooperation
Issue binding resolutionsCoordinate joint actions
All decisions of the Council shall require unanimous agreement unless otherwise agreed by all Members.
ARTICLE VII NON-AGGRESSION AND INTERNAL RESPECT
1. Members shall not engage in hostile actions against one another.
2. Disputes between Members shall be resolved through:
Diplomacy
Arbitration within the League Council
The internal governance of each Member shall remain inviolable.
ARTICLE VIII EXPANSION AND ACCESSION
1. Additional regions may be admitted to the League only with the unanimous consent of all existing Members.
2. New Members shall accept all obligations of this Charter and shall be granted equal standing upon admission.
ARTICLE IX AMENDMENT
1. This Charter may be amended only by unanimous agreement of all Members.
2. Amendments shall carry equal force with this Charter upon ratification.
ARTICLE X WITHDRAWAL
1. Any Member may withdraw from the League by formal declaration.
2. Obligations incurred prior to withdrawal must be honoured, and the withdrawal must be orderly.
3. Withdrawal shall not undermine ongoing mutual defence commitments unless otherwise agreed unanimously.
4. Withdrawal shall activate a "casus belli" upon the departing Member if they breach X2 and/or X3 of this Charter.
ARTICLE XI FINAL PROVISIONS
1. This Charter shall enter into force upon ratification by all Founding Members.
2. The League shall endure as a perpetual instrument of unity, defence, and sovereign cooperation.
CLOSING DECLARATION
In witness whereof, the undersigned, acting in full authority on behalf of their respective sovereign regions, do affix their assent to this Charter, establishing a bond of Regions and League that shall stand in unity, equality, and strength.
