BASICS OF THE REGION

Rundown and History

The Great Chili is one of the largest sectors on the planet of Immensus. As a whole, surface area of The Great Chili is roughly 4.7 times larger than the surface area of Earth. It has a total land surface area of 600 million sq miles, while the waters cover about 325 million sq miles, making for a grand total of 925 million sq miles. This means 64% of the Sector's surface area is land, while 36% is water. The Great Chili's native inhabitants are humans and other closely related humanoids who for the most part remain largely unaware of the other worlds. Things such as Divinity, vampires, werewolves, witches, magic, and other supernatural things are for the most part foreign to them. While some exist who know of these otherworldly facts of existence on Immensus, such things are borderline privy knowledge. As far as terrain and civilization is concerned The Great Chili has just about everything somewhere: Forests, mountains, large cities, urban towns, lakes, rivers, medieval based towns, deserts, castles, futuristic cities, you name it. The Great Chili as a whole is an alternate Earth so it has all natural wildlife Earth as well as each of the seven continents. However in addition to this The Great Chili also has its fair share of wildlife unique to itself, things that don't exist in real life, alongside various of other lands not actually found on Earth. The various Sectors of Immensus all have different levels of tech and have calender's independent from one another. Meaning that each Sector has its own calendar, often in relation to when it was founded, and some even measure years by different terms or units such as Age, YE, AD and BC, E, so on and so forth. One Sector may be in 800 BC while another is in Age 789, yet their neighboring Sector is in 9746 YE. It varies a lot. In The Great Chili we have all kinds of tech levels and, relative to our calendar (which is measured the same as IRL Earth, but it's BR and AR instead of BC and AD) we are in the year 4998 AR.

Chilean Earth, TGC's counterpart to real life's Earth, is just like real life Earth in terms of geography and for the most part history as well. While there are differences in history none of them are really noteworthy enough to state them here. Chilean Earth is located to the East of Purira, also known as the mainland of TGC due to it's massive size. Purira itself has a very long and very rich history. It is also one of the oldest land masses on the planet, having been around for billions of years, long before Sectors were even an official thing. It was actually once multiple separate land masses until an undocumented event caused them to come together and combine into a singular mass of land. Three thousand years ago Purira was once a Sector that was a coalition of various nations, each with their own ruler. These rules ultimately formed a type of Peace Council, intent on making sure that peace was maintained between the Great Nations. During these times the capital city of all of TGC was known as Haven, and the Peace Council as well as their personal attendants regularly met in the Capital Building known as Unity. For a long time this coalition was unbreakable but as time went on it became gradually weaker and weaker, individual issues the likes of which TGC had never seen sprouting like wildfire within each nation. Due to dealing with issues in their own borders the leaders of each nation could no longer meet or speak to each other, with some of the former Great Nations dealing with cataclysmic level issues that ultimately wiped out their nation. During this time of vulnerability a new superpower, now known as the Senate, stepped in and began to take gradual control over the Puriran Government. With the Great Nations occupied dealing with their own internal issues the take over was slow but fluid, with no one noticing until it was too late to stop it. Most nations that existed back then have since been consumed by the Senate's influence, including even some of the Great Nations from the past. Today the only remaining independent nations of the Coalition are Wabacha, Synnadine, Marabec and Czargonia. It is the general consensus among the Great Nations that the issues which began plaguing them all where actually set in motion by the Senate so that they could take over the Sector. Now the Totalitarian rulers of Purira, which makes up nearly two thirds of the entire Sector, while also having strong footholds in many of the nearby Sectors the Senate is one of the most powerful known governments on Immensus. On a small side note, the Senate's capital colors are red and white.

Government

The government over Purira is a complex one to say the least. Long ago a new government, known as the Senate, began to gradually take over leadership of the Sector. It was not until about 4980 AR however that their take over was finally completed. Upon completion the newly founded Senate got together in the former Capital City, Haven, and divided up Purira into 576 geographically defined large territories known as Regions. Each Senator got a single Region to independently govern, acting not unlike a King to the area. Each Region is issued a three digit designation number based on population ranking, so Regions with a larger population have a lower ID number while those with smaller populations have higher ID numbers. This simply means that Region 001 has the highest population of all Regions in Purira, while Region 576 has the lowest. Regions are then further divided into Districts which are also given designation numbers correlating to their total population, however these designation numbers do not reset between Regions. This means that if the District with the lowest population in Region 001 was District 23 then Region 002 would start with District 24. Leading each District is a person who is directly appointed their seat of power by that given Regions Senator. These District rulers are known as Chancellors, who serve directly underneath the Senator of their Region. They are given free reign to rule their appointed District however they see fit, as long as a Senator does not intervene that is though direct intervention of a Senator is rather rare. As far as actual settlements such as cities and towns are concerned, the Chancellor of a given District more often than not hand picks the leaders for more major settlements such as a City Mayor while more minor settlements such as small towns are more or less ignored.

Leaders of individual settlements ultimately hold no power in the Senate, let alone the Sector, and only hold power within the confines of the settlement they lead. While all Senators officially have the same amount of power as the next, actual influence varies a lot. Typically the words and influence of a Senator who rules over a region with a larger population carries more weight than the words and influence of a Senator who rules over one with a smaller population. This has resulted in Senators having varying degrees of perceived power, even amongst themselves, so while their own law states that they are all equals in power they simply aren't treated as such. Not even by each other. That aside, a Senators influence and power is so great that their status now carries weight in just about all nearby Sectors (nearby being a rather relative term, given the size of Immensus). Due to the independent rule that each Region has enforced upon them laws from Region to Region often vary, though there are some universal laws that the Senate unanimously agrees upon and imposes upon all areas they have influence over. Senators are also not voted into office, they actually inherit their seat of power. An acting Senator picks an heir/heiress to their title from their immediate family and upon their death that heir/heiress becomes the new acting Senator in their place. Due to the nature of the Senate all directly relatives, not to mention the Senators themselves, are regarded as an even higher authority than royalty. Any "crimes" committed against them are considered to be the utmost serious of offenses, the minimum sentence being death. Senators meet a minimum of once every six months in the capital city of Region 001, Storia. The final ruling body of the Chilean Government are Ambassadors, people who have local power comparable to that of Chancellors, though they deal with more foreign affairs and the like which is where the true weight of their influence rests. Ambassadors regularly travel to other Sectors where they hold meetings with their local leaders on behalf of the Senate, thus giving their status the same weight as an actual Senator while on their travels.

NOTE: We are aware that this government system is extremely corrupt. This was not done on accident, it was very deliberate.

Law Enforcement

Purira has no real uniform design for Law Enforcement due to the fact the each Senator rules their Region differently, even Districts are ruled differently by their respective Chancellors. Without any uniform method of ruling it makes creating a uniform design for Law Enforcement near impossible. There are however two, and only two, divisions of Law Enforcement that apply to all of Purira. These Divisions are the feared BIonic Law Enforcement Entities, also known as "Bilee's", and the infamous Chilean Guard. Bilee's, as they are commonly called, are a force of robots and androids that serve as the foremost law enforcement officers at the District Level. Among Bilee's robots rank lower than their more human-like counterparts, androids, who are superior in almost every way. Bilee's as a whole are built to be completely immune to EMP's and energy based weaponry, while their protective armor gives them near absolute protection from ballistic weaponry. LinkClick here to see a picture of three different Bilee robots, or Linkhere to see a picture of a Bilee Android. Their weapons primarily consist of energy based firearms and metal swords, such as those pictured with the Bilee robots, both of which they use with deadly efficiency. While the proper limits to their physical abilities cannot be truly calculated they are known to be capable of taking on creatures and beings with a TAR that exceeds 1 million in one on one combat. They are a force that is feared by the general public, and a presence that the public hopes they never see. Bilee's are programmed to do whatever means necessary to complete the task they are given, regardless of the circumstances. Because of this it is not uncommon for Bilee's to perceive civilians who happen to be at the wrong place at the wrong time as an obstacle obscuring the completion of their objective, which results in a prompt display of lethal force to quickly dispose of the so-called "obstacle". With that said they are feared because collateral damage is expected whenever a Bilee is deployed and the general public is completely powerless to defend themselves against a Bilee in the event that they are wrongfully attacked, but the Senate simply doesn't care about such things as long as the job at hand was completed in a timely manner. Bilee's are primarily deployed to deal with terrorist attacks/threats as well as all forms of protest, especially those that attempt to speak out against the Senate, though the full range of what a Bilee is deployed to deal with has no actual limits other than what a Chancellor is willing to task them with.

The highest echelon of Law Enforcement officers in all of The Great Chili are the Chilean Guard. They are more of a military force than they are a police force, serving as elite soldiers who possess among the best equipment TGC has to ever. Typically they only become involved with things that are a direct assault against Senate authority or the Sector as a whole, rarely ever getting involved with things that are any less than a Region level issue. It is the duty of the Chilean Guard to know about all races and inhabitants of the world, ensuring they can crush said races under their boot should it come to it. When the Chilean Guard is called in their task is not to detain or suppress...it is to annihilate without mercy, without hesitation, and with extreme prejudice. That said, the Chilean Guard are given whatever they must in order to battle any enemy they may face including but not limited to genetic augmentation, performance enhancing power armor, and situational awareness computer chips implanted in their brains. In other words: Don't piss them off. Unless the Senate gets involved personally the Chilean Guard can do what they please, when they please, why they please, and how they please. Which thankfully normally consists of doing nothing at all, as they normally only ever do anything if a Senator gives them orders. Additionally, due to the alliance with the Blue Seas Sector, many aspects of TGC have been heavily influenced. Particularly the general culture of the West Coast, the direction in which the Blue Seas Sector is located. One such example is that the slave trade is a booming business in both Sectors that, while it is officially listed as illegal under the law of both governments, Law Enforcement still looks the other way as long as the slave owner knows the right people and has deep enough pockets. More details on the Chilean Guard can be found in their own factbook under the same name. The following is the default Chilean Guard armor in order from light, medium, to heavy. Please note that this armor is subject to heavy personalization and variation based on the users tastes, skills, and specializations: LinkChilean Guard Armor.

Military

The military of TGC is a powerful, well equipped, futuristic force to be reckoned with. Much of their forces are mechanically or otherwise technologically enhanced to some degree, however thanks to Anti-EMP technology they are completely immune to EMP's. They have elite Naval, Ground, and Air forces. While they do also have space faring forces as well they only have one fleet of a few hundred ships, stationed exclusively in orbit around TGC and her surrounding Sectors. Though legally recognized as Law Enforcement, due to the mass amount of power and duties they are given the Chilean Guard are actually more of a branch of the military. The head of the Chilean Guard is Commander in Chief for the entire military and law enforcement within TGC, including the more secretive branches of the pair that few know about. This person is arguably the only person in the entire Sector who's power and influence rivals that of a Senator. The military of The Great Chili, as well as the Sector itself, is in a treaty and alliance with the Blue Sea Sector (One Piece) allowing them to occupy various Harbors, Bays, and Docks on the West Coast. In return for allowing their presence and jurisdiction on the West Coast they gift the Senate with Devil Fruits and training in various techniques from the area, such as Haki and Rokushiki. The Blue Government and their Marines are given the power and influence equal to that of the Chilean Guard, but only within the jurisdiction of the areas they have been granted occupation. They have little more power than that of an average local officer everywhere else in the Sector, so you never really see them anywhere other than on the West Coast. This Alliance has existed for as of right now an unknown amount of time in secret, only to have been brought to light in the mid 4990's. Because of the nature of this alliance if you wage war against one of these Sectors, you effectively wage war against both of them. The following are a few examples of parts of TGC's military forces. Economy

The existing Economy of The Great Chili is confusing, as there's different types of money at different levels. Different Districts all have equal potential to have their own currency system separate from the others. Different districts may or may not accept money from others as well. Examples of known district currencies used in TGC are the euro, US dollar, pound, and peso though there are many more where that came from. As mentioned before different districts have the choice to decide whether or not they will accept any of these currencies, other than the one set for themselves in their district. This means a district that uses the euro would obviously accept the euro, then they could also accept the pound and the peso but not the US dollar. Then visa versa they could also accept the US dollar but not the pound or peso, while at the same time they could potentially ONLY accept the euro and nothing else. To help with this, so that there is at least one currency that is guaranteed to be accepted by all people in every district, there is one currency system that is universal between all Regions and Districts of the Sector. This system is known as the Coin System. The Coin System is universally accepted throughout the entire Sector, and is one of the most widely used currencies in the Sector because of this fact....though other currencies are still regularly used as well. Coins come in iron, bronze, copper, bismuth, indium, silver, gold, rhodium, and platinum. Most coins are about the size of two quarters stacked on top of each other and have their value amount engraved on one side, while the LinkSenate's Symbol is embossed on the other. Iron coins are worth 5 coins, bronze are worth 10 coins, copper are worth 20 coins, bismuth are worth 50 coins, indium are worth 100 coins, silver are worth 500 coins, and gold coins are worth 1000 coins. Rhodium and Platinum coins are incredibly rare, and are also the size of two US silver dollars stacked on top of each other, unlike other coins. Rhodium coins are worth 5000 coins while Platinum coins are worth 10000. Due to their rarity however many people treat it like these coins are worth much more, hording and collecting them rather than using them. By comparison to real life money approximately 10 coins are equal to 1 modern US dollar. So just take US prices for a given item and multiply it by 10, then round up or down to the nearest whole multiple of five as necessary. Due to the nature of coins, i.e one can't carry large amounts on them for large purchases, one typically carries them in smaller amounts via bags while larger sums are paid via cards (very similar to credit cards) that when scanned automatically transfers the amount due. These cards are all connected to a bank account that one is given at birth. Upon ones birth the bank automatically transfers a sum of money to said account, a sum dependent on their social class. These sums are 1000 coins for lower class, 5000 coins for middle class, 10000 coins for upper class, 50000 coins for a Chancellor's family members, and 1,000,000 coins for a Senator's family members.

There is one last type of coin made as legal tender in TGC, which is simply called a Senate Coin. This coin, like Rhodium and Platinum coins, are roughly the side of two US silver dollar coins stacked on top of each other. However a Senate coin is a white gold color and is not a circle, but a decagon (10 sides). One side of the coin still has the Senate's symbol, the heads side that is. The tails side however is not an actual value amount, as a Senate Coin is viewed as absolutely priceless and has no set value, but is is instead actually a Linkdragon. The Senate chose this to be the mark that makes a Senate coin a Senate coin as throughout time dragons have always been seen as a physical representation of longevity, prosperity, wisdom, and power. These things describe everything that the Senate believes is true about themselves. Because a Senate coin is beyond rare and has no actual value, instead being viewed as priceless, most people will accept a Senate coin as payment for just about anything. Originally it was actually meant to be a gift from a Senator to those they trust most, and it was meant to be used as a badge of honor...not currency. However people began killing these trusted people and stealing their Senate Coins, then using it to falsify their position as a trusted adviser of sorts to a Senator to get anything they wanted. As such the Senate had no choice but to alter the purpose of the coin, less people would continue to pretend to be things they are not. This is what led the Senate coin to being a form of currency, granted with no set value, though Senator's still give it to those they trust...just since it's no longer a badge of honor, they will no longer flaunt it and thus endanger their lives. Though this doesn't stop people from discovering their possession of one, one way or another. If someone is willing to "pay" with a Senate coin, they are truly desperate for whatever it is they are paying for. People have literally killed in order to get their hands on even one Senate coin, just to have it, and people have bought entire estates with just one Senate coin. Some people have even bought leadership of a District by paying off the existing Chancellor with a Senate Coin. Since people are almost never willing to use a Senate coin, you can bet that just about anyone you encounter that is in possession of a Senate coin was either given one personally by a Senator (unlikely)...or they killed another person for it, which more often than not is in fact how they attained it. Senate coins, while they don't have a set value, can occasionally be exchanged for an average of 500 billion coins if you find the right person (yeah, they're that big of a deal).

Population

The population of The Great Chili is varied, but simple to outline. First lets start with the human subtypes unique to TGC. There are Chilean humans, who of course live on the 7 continents of Chilean Earth. They are more like your run of the mill humans. Then there's Puriran humans, who naturally live in Purira. They are almost the same as Chilean humans, but aura is much more common in them...relatively speaking since aura isn't common at all anymore. The average Puriran human is also ever so slightly stronger than a Chilean human, generally speaking. Then there's Synnadineans, who are more varied in appearance than Chilean or Puriran humans in the sense that they have more "unnatural" hair and eye colors. They are also notably stronger, somewhat faster, and considerably smarter than other human subtypes. There's also Wabachans who, while they aren't really human, do still live in TGC and thus are still worth mentioning in this text. They are a tricky one to explain however, so I must ask you to refer to dispatches found at Wabacha for proper information. Now moving onto the more widespread species that live in TGC. Elves do, in fact, live in Purira. There aren't many of them compared to humans, and they mostly only reside in localized areas, but they are indeed there. Of course these Elves are known as Puriran Elves, who are more or less the same as any other Elven subtype. Most of Purira doesn't even give an elf a second glance, since Puriran Elves mostly stick to themselves anyways. If an elf found themselves amongst Puriran humans the elf would likely be ignored as the humans kept doing what they were doing. In addition to that there are Nekos, who as you may or may not know are cat-like humanoids. Essentially humans with cat ears, a tail and cat like behavior at times, they are actually highly discriminated against by most of the more intolerant Puriran humans. They are forced to live in woods, forests, caves, mountains, basically anywhere away from Puriran human settlements. It is for this reason that one doesn't see Neko's very often, as they try to avoid any unwanted hostilities by just avoiding human settlements altogether. Some individuals may stray off into human settlements, but they often get an abundance of side ways glances, rude grimaces, and may even get ambushed by a group of thugs. They stick to themselves even more than Puriran Elves do.

Laws of Purira

In Purira Senators commonly rule their Regions with different sets of laws from other Regions, while Chancellors in turn rule their Districts with different sets of laws from other Districts. As such there is no uniform design applying to all of Purira that states offense A is this serious while offense B is that serious throughout all of Purira. There are some laws that exist here but don't exist there, and most laws are also treated with a different level of severity here than there. While there isn't a uniform design which universally assigns all laws a level of severity, there is a uniform design which outlines the level of severity that offenses can be assigned. It is just up to a Chancellor/Senator to create laws for their District/Region and then use this uniform design to determine how severe of an offense it is for their area. Known as the Criminal Offense System this uniform design establishes four possible Levels that all crimes in Purira may fall under, at both the District and Regional levels. Then, for better division of offense severity, each Level is split into a few Degrees. The lower the degree number the more severe the offense, while the lower the degree number the more minor the offense....comparatively anyways. The Criminal Offense System also establishes minimum and maximum punishments for each Level and Degree of crime. Outside of the Criminal Offense System all laws, regardless of the level and degree assigned by the COS, are also assigned one of three tiers depending on who created the law. There's Provincial Laws which were created by a Chancellor at the district level, there's Regional Laws which were created by a Senator at the regional level, and there's Senatorial Laws which were created unanimously by the entire Senate. In the event of contradictions in a given laws definition, such as offense degree, Provincial Laws are trumped by Regional Laws, which are in turn trumped by Senatorial Laws. There's also multiple levels of incarceration that one may experience, those being Local Jail, Local Prison, Provincial Prison, Senatorial Oubliette, or a Torture Chamber. Local Jails are simple facilities, often times a second building connected to a police station, found within Towns and Cities. When someone is sentenced to Local Jail they are sent to the nearest one to them for whatever length of time their sentence entails. Similarly to this Local Prisons are also found within Towns and Cities however they have entire properties all their own, often rather secluded from the rest of whatever settlement they are located at. Even local jails and prisons are pretty bad for those imprisoned there, barely getting well feed or proper nutrition intake on a day to day basis, really only getting the bare necessities to keep them in a stable condition. Provincial Prisons, however, are a whole different ball game. They are built in completely secluded facilities in the middle of nowhere, and the general torment of inmates is not only accepted but encouraged. The inmates of these prisons have inhumane living conditions so severe that they barely get fed enough food to keep them on their feet, and it's not uncommon for prisoners to die of malnutrition and/or general neglect well before they serve their full sentence. All escapees of these prisons are either to be killed on sight or captured and executed upon return, but escape is very rare due to the Bilee's which run them. While the number of Bilee's operating a Provincial Prison is very few, a few is really all they need to do it right. Most Districts have a dozen or more Provincial Prisons. Meanwhile Senatorial Oubliette's are a very cruel twist on imprisonment. These imprisonment facilities are built underground in wide spanning undergrounds structures, the exact number of which is virtually unknown. The "cells" which inmates are kept in are actually holes, 30 or more feet deep and six feet in diameter with very smooth sides that cannot be scaled. The only way out of these holes is the hatch at the top of their personal prison, in which they will live out their entire sentence in total darkness with solitary confinement.

For the entire duration of their sentence they never see any form of light, never hear another voice other than perhaps their own, they never even see another face human or otherwise. They are kept just barely alive, often times on the brink of death with the mere scraps that are thrown down their hole every day...and that's if they're lucky. Inmates of a Senatorial Oubliette often embrace the grace of death, but it is something they are not permitted to experience. If an inmate truly beings to die or otherwise tries to kill themselves a stabilization gas pumps into their hole, one that can be absorbed through the skin and does not need to be inhaled. This gas will both knock out the inmate as well as provide them with a jump start of adrenaline to keep them alive just long enough for their unconscious body to be hoisted out of their hole as they are given immediate medical attention. Anything that is an immediate threat to their life is promptly taken care of and otherwise cured before they are lowered back down into their hole, all long before they ever wake up from the 24 hour loss of consciousness. Once a day several gallons of steaming hot chemical solution is dropped down their hole, specialized created to break down and wash away any human waste laying around the floor of their hole before draining down the small sewer grate at the dipped center of their personal prison. The last form of incarceration a criminal may be sentenced to is a Torture Chamber, though next to nothing is known about them other than the names of some chambers. The only records on Torture Chambers that exist are just that....they exist. No records exist on their location, how many prisoners they have, what prisoners they have had in the past, nothing. The exact forms of torture and what prisoners undergo while they are incarcerated in these chambers is virtually unknown. Chancellor's are free to govern their District however they see fit, creating whatever laws they wish, as long as a Senator does not say otherwise. If a Chancellor tries to create a law which contradicts a Regional Law in any way, even if the only contradiction is a difference in the degree of offense, then their law is vetoed and not put into place. If a Senator creates a law which contradicts a Provincial Law then the Provincial Law is rewritten to conform with the Senators new Regional Law, which would in turn rewrite the corresponding Provincial Law(s) throughout all Districts in a given Region. Add the end of the day though the only limit to what laws a Chancellor can create is that their laws cannot go against the Senate...beyond that the only thing limiting them is what a Senator lets them get away with, which varies from case to case. Listed below is a table outlining the Criminal Offense System and, where applicable, the few Senatorial Laws that may or may not exist for each Level/Degree. The standardized maximum and minimum punishments are placed into a bulleted list, however please note that each bullet represents one possible punishment for the crime. The actual punishment for a given crime can be any combination of the corresponding bullets for that degree. It can be one of them, it can be all of them, or it can be none of them and naturally the punishment can also fall anywhere between range presented by the lower and uppermost limits given. The bullets only represent the standardized punishments, but really any form of punishment is permissible if a Chancellor let alone a Senator steps in to say otherwise. Now, with that said, onto the list.
