    Introduction

      Due to previous greviences or offenses within the Vincence Empire or any actions taken against the Vincence Empire in a broad sense, the Kempeitai of TVE, under decree of the Emperor, has compiled a regional blacklist for the following individuals. The regional blacklist is comprised of three categories, a Tier I blacklist which is a permanent ban from the region. A Tier I person will not be allowed entry into the region under any circumstances. A Tier II blacklist is an indefinite ban. A Tier II person while not banned permanently will not be permitted into the region unless general consensus shows a change in behavior and a time span of at least 5 months has elapsed since last major instance of behavior. Tier III individuals are banned for a set period of time which may be extended or shortened at any time for any reason upon the Emperor's discretion.
