They don’t vote.
They don’t campaign.

But they hold the Keeper’s Veto — a tradition, not a law.

If the Keepers declare a policy “unsafe for the Ring,” the Council must pause it for 30 days and renegotiate.

This gives the Keepers enormous soft power.

Some want it abolished.
