2025 Ratification of the Dockside Constitution

Preamble
We, the united nations of Shadowport, recognizing the necessity of commerce as the engine of progress and the bulwark of peace, do hereby ordain and establish this Dockside Constitution — to secure the freedom of trade, the prosperity of our people, and the enduring sovereignty of our ports.

Article I — The Principle of Free Exchange
1. All signatory nations shall guarantee the freedom of trade within Shadowport.
2. No embargo, blockade, or tariff may be enacted against a fellow member without the sanction of the Dockside Council.
3. Economic warfare among member states shall be deemed a crime against the Port itself.
4. Commerce shall be recognized as the highest expression of mutual trust and cooperation.

Article II — The Dockside Council
1. The Dockside Council is the supreme legislative and commercial body of Shadowport.
2. It shall consist of representatives from each major faction or sovereign power within the region.
3. The Council is presided over by Emperor Blunt of Karzstov, whose authority ensures balance and continuity.
4. Council decisions shall be reached by majority vote, save for constitutional amendments, which require unanimous consent.

Article III — Sovereignty and Security
1. Each nation retains full internal sovereignty and independence.
2. The Dockside Naval Authority shall defend the region’s trade routes, freeports, and borders against external threat.
3. No member shall raise arms against another without Council authorization.
4. The Internal Security Directorate shall preserve order, investigate subversion, and ensure loyalty to the charter.

Article IV — Commerce and Innovation
1. Nations are encouraged to specialize in industry, technology, or trade beneficial to the port at large.
2. All innovations, discoveries, and strategic resources shall be shared equitably through Council mediation.
3. The establishment of freeports, stock exchanges, and industrial enclaves is deemed a sacred duty.
4. Economic cooperation shall be considered the highest virtue of a Shadowport nation.

Article V — Oath of Allegiance
1. Upon entry into Shadowport, all nations must endorse Karzstov as the symbolic act of unity and allegiance.
2. This endorsement represents the ratification of the Dockside Constitution and the acceptance of its terms.
3. To betray this oath is to forsake the Port — and the protection it provides.

Article VI — Amendments and Enforcement
1. Amendments to this Constitution require unanimous approval by the Dockside Council.
2. Enforcement shall be carried out by the Dockside Authority and ratified by Karzstovian decree.
3. Any act that undermines free trade or the stability of the port shall be deemed treasonous.
