Article I – The Kingdom and Its Crown

Section 1: The House of BUCA
The House of BUCA shall exist as a sovereign regional entity headquartered in Sambuca City (Canberra), founded upon loyalty, unity, strength, and legacy. It includes all member nations loyal to the throne and bound by this Constitution.

Section 2: The Royal Family
The ruling monarchy shall descend from King Roberts I, with current leadership held by His Majesty, King Sam II (LL). The Royal House serves as the symbolic head of state and keeper of BUCA tradition.

Section 3: The Capital and Homeland
The homeland of BUCA is defined as Australia and Papua New Guinea. The official capital is Sambuca City, home to the Royal Palace and the Iron Table.

Article II – Government and Power

Section 1: The Lord Delegate
The Lord Delegate is elected through World Assembly endorsements. Though a military and diplomatic leader, they serve at the pleasure of the Crown and must act in accordance with this Constitution.

Section 2: The Iron Table
The Iron Table is the High Council of BUCA. It consists of noble representatives, veteran nations, and appointed lords. It advises the King, guides WA strategy, and oversees internal affairs.

Section 3: The Colonial Courts
Colonial territories—such as BUCA’s influence in Ireland—are granted autonomy but must pledge allegiance to the Crown. Each court shall manage its local laws while respecting BUCA authority.

Section 4: Civil Governance
Presidents, Prime Ministers, Mayors, and Governors across BUCA and its colonies shall:
- Serve terms of 4 years each
- Be allowed to serve up to 16 terms maximum
- Be elected by their citizens or appointed by local law
- Remain accountable to both their local government and BUCA’s Crown Constitution

Article III – Rights and Responsibilities

Section 1: Rights of Citizens
All member nations are granted:
- Freedom of speech (within NationStates rules)
- The right to vote and run for regional office
- Protection under BUCA law and diplomacy
- The right to hold noble or colonial titles if granted

Section 2: Expectations of Citizens
Member nations are expected to:
- Respect the Crown and Constitution
- Contribute to the WA endorsement system
- Participate in regional events and forums
- Defend the region if threatened

Article IV – Royal Law and Succession

Section 1: Royal Law
The Crown may issue Royal Decrees, which are ceremonial but honored across BUCA. The Iron Table may challenge any decree with a majority vote.

Section 2: Succession of the Throne
The throne shall pass to the next eligible descendant of King Roberts I unless otherwise voted by the Iron Table in the case of emergency or abdication.

Article V – Amendments and Unity

Section 1: Amendment Process
This Constitution may be amended by:
- A two-thirds vote of the Iron Table
- Approval of the King
- Public dispatch publication and 48-hour review

Section 2: Dissolution Clause
The House of BUCA shall never be dissolved except by unanimous vote of the Iron Table and the written abdication of the reigning monarch.
