The Provisional Charter of the Guild of Niamark.

Article I. Incorporation.

1. Effective 1 July, 2025, this region is hereby incorporated as the Guild of Niamark (hereinafter the Guild).

2. The Guild shall be responsible for all manner of activity and governance within the region of Niamark and its Members. All references to “the Region” hereinafter shall be understood to refer to the region “Niamark”.

3. This Provisional Charter shall be effective until 1 August, 2025, or until a permanent charter is adopted by consensus of all Members, whichever occurs first.

Article II. Membership.

1. All persons in good standing who maintain a nation in the Region shall be considered Members of the Guild and shall be entitled to all the rights and privileges thereof.

   a. All persons with nations resident in the Region at the time of this charter’s adoption shall be automatically considered Members.

2. A person is in good standing if they have not been sanctioned by action of the Guild or of community administration.

3. It shall be the responsibility of all Members to contribute to the advancement of the Guild, to the extent that their means and capability allow.

4. It shall be the right and responsibility of all Members to speak and be heard on all manners of business pertinent to the Guild as a whole, to propose and move items of business for the Guild, and to vote on these same items of business.

5. It shall be the right and privilege of all members to participate in regional events and festivals, and in the regional roleplay.

Article III. Governance.

1. The Governor of the Region shall be the Grand Master of the Guild and shall be its chief executive.

2. The Grand Master shall appoint Stewards. Stewards shall be Members entrusted with the oversight of specific areas of the Guild’s maintenance and development. Each Steward shall have a title reflective of their charge.

3. The Guild shall maintain workrooms, with or without the oversight of a Steward, for the purposes of carrying out operations, such as recruitment, culture, and diplomacy.

Article IV. Promotion.

1. Each Member shall be assigned to one of three ranks, in order of ascending distinction: Apprentice, Journeyman, or Master. All new Members shall be automatically assigned the rank of Apprentice.

   a. All current Members as of the adoption of this Charter shall be assigned to rank according to the judgement of the Grand Master.

2. A Member’s rank shall be reflective of their contribution to the Guild and their displayed capabilities. It shall have no bearing on the rights, privileges, or opportunities afforded to that Member, including the opportunity to hold office.

Article V. Diplomacy.

1. All regions that have an onsite or offsite embassy in Niamark shall be considered Partners of the Guild.

   a. The Grand Master and any relevant Steward shall have the authority to designate certain inactive Partners as Historic or Symbolic Partners.

2. The Grand Master and any relevant Steward shall have authority to approve, enter into, or suspend Partnerships, unless otherwise specified.

3. All treaties, compacts, and similar agreements with one or more external regions must be approved by motion and vote of all members.
