I. Purpose

Impeachment serves as a constitutional check on the Executive and Judicial branches of the Federation of Sovereign States(FOSS). It ensures that no official is above the law and that breaches of duty, misconduct, or constitutional violations may be addressed by Fedra on behalf of the region's citizens.

II. Grounds for Impeachment

An official may be impeached for the following reasons:

  • Violation of the Constitution or federal laws;

  • Abuse of power or authority;

  • Gross negligence or dereliction of duty;

  • Corruption, fraud, or dishonesty;

  • Inactivity beyond acceptable limits;

  • Conduct unbecoming of a public office.

III. Officials Subject to Impeachment

Fedra may initiate impeachment proceedings against:

  • The President of FoSS;

  • The Prime Minister;

  • Members of the Judiciary;

  • Ministers or other executive officers appointed under constitutional authority.

IV. Timing & Term Limits

  • The President and other executive officials serve for 60-day terms.

  • Impeachment may be initiated at any time during a term.

  • Officials removed from office may be barred from seeking office again for the remainder of the term or longer, depending on the offense.

V. Impeachment Procedure

1. Initiation

  • A motion to impeach must be proposed by a sitting member of Fedra.

  • The motion must state the charges, cite the violated clauses or laws, and include any supporting evidence.

2. Debate Period

  • Once submitted, the motion enters a 48-hour public debate period.

  • The accused may respond during this time.

3. Vote on Impeachment

  • After debate, the Speaker of Fedra shall call a vote lasting 24 to 48 hours.

  • A two-thirds (2/3) majority of sitting Fedra members is required to pass the impeachment.

4. Removal & Succession

  • Upon a successful vote:

    • The impeached official is immediately removed from office.

    • If the President is removed, the Prime Minister becomes Acting President for up to 14 days until an election is held.

    • If a judicial officer or minister is removed, a replacement may be nominated by the President and confirmed by Fedra.

VII. Final Notes

  • Impeachment is a solemn responsibility—not a tool for political rivalry.

  • Fedra members are expected to vote with integrity, fairness, and in defense of the region’s constitutional order.

  • A log of all impeachments shall be maintained in the Fedra Public Archives for transparency.
