The 47-Point Ethical Framework for Civilized Cooperation
Dear Esteemed Partners in Progress,At Conopia, we believe diplomacy should never be vague, improv-based, or left entirely to instinct. That’s why we’ve developed the 47-Point Ethical Framework — a carefully calibrated, rigorously vetted, compassion-forward strategy for better interregional cooperation.
This document is not mandatory. It is simply best practice.
(And in our experience, best practice often becomes common sense.)
Whether you're a fledgling state, a legacy democracy, or an eco-conscious technarchate, this framework offers a shared language for co-creating a future that works — for everyone, equally, continuously, and sustainably.
Please take your time reading through each item. We’ve added small notations in brackets to help you locate the relevant implementation template.
🧠 Cognitive & Leadership Ethics
Because logic isn’t the opposite of compassion — it’s what makes compassion scalable.
Policy should begin with data, not sentiment. [See Appendix A: Emotional Filter Toolkit]
Elected officials must log all major decisions with justifying evidence.
No personal belief shall override communal well-being.
Cognitive bias mitigation is a leadership responsibility. [Mandatory annual bias recalibration]
All public language should meet neutrality standards (Tone Compliance Tier 3 or higher).
⚖️ Equality Architecture
Equality isn’t about making everyone the same. It’s about ensuring nobody is invisible.
Replace hierarchical titles with role-based identifiers. (“Coordinator” > “Supreme Leader”)
Mandate baseline resource access for all citizens. [Conopian Value Floor™ Starter Kit available]
Expertise-weighted voting systems recommended for key decisions.
Decisions affecting others must include those others.
Cultural heritage is valid — unless it systematically excludes participation.
🛠 Structural Governance Standards
Because freedom without form is just creative entropy.
All constitutions should be modular and subject to quarterly audits.
Policy without sunset clauses must pass a Persistence Test (PT-4).
AI advisors may assist, but shall never replace elected consensus.
Annual audits required for power centralization above 40%.
Emergency powers expire after 72 hours unless renewed via public consensus.
🌐 Interregional Behavior Guidelines
Diplomacy isn’t a vibe — it’s a structure.
Borders must serve function, not fear.
War may not be declared without first offering dialogue via at least two non-aligned mediators.
All sanctions must include a clearly defined path to redemption.
Cultural export requires opt-in consent by receiving populations.
Ambassadors may serve one full term; extensions require re-accreditation and empathy recertification.
📡 Transparency & Information Integrity
A transparent government is a trustworthy one. A documented one is even better.
All public-facing data must be machine-readable.
Algorithms used in policymaking must be open source and annotatable.
Mistakes must be acknowledged — publicly, promptly, and without deflection.
Feedback cycles must include both citizens and external observers.
Surveillance is a privilege. Its existence must be mutual, consensual, and reversible.
🌱 Environmental Ethics
Because the planet isn’t a stakeholder. It’s the board chair.
All governments must maintain an environmental buffer index above 0.33.
Climate policy must be subject to input from non-human life (proxy representation permitted).
High-risk ecological decisions require 95% approval and redundancy planning.
Environmental AI must be non-commercial and independently audited.
Shared ecosystems require cross-border cooperation frameworks.
🧬 Technology & Personal Autonomy
We love technology. But we love boundaries more.
Neural implants must be opt-in only, with full rollback capability.
Predictive profiling is prohibited without express informed consent.
All civil-use technology must be interoperable and open-repair certified.
Algorithmic decisions must be reversible by human arbitration within 72 hours.
Memory modification is restricted to certified therapeutic scenarios only.
🧍 Life Quality & Human Dignity
Efficiency without dignity is oppression by a faster name.
No person shall labor without the option to reflect, grow, and opt out.
Rest is a protected right. Disconnection must be accessible.
Aesthetics are not luxuries — they are essential to mental health.
Dissent is sacred. It is the immune system of civilization.
Well-being metrics must account for joy, not just output.
🎭 Cultural Synchronization
Standardization is not homogenization. Culture is data with rhythm.
All citizens should receive education in planetary, not national, history.
Language access is a human right. All policy must be translatable.
No belief may be called “universal” until it is freely adopted by at least three cultures.
Public celebration is a non-negotiable necessity.
Culture without context is not culture. It is branding.
🏛 Forward Ethics & Meta-Governance
The future isn’t something we inherit. It’s something we prototype.
All laws must include projected failure modes and rollback conditions.
Long-term planning must center those who will live under its consequences — not those currently in power.
Closing Note from the IEMI Office:
We understand this framework may seem ambitious. That’s because it is.
But ambition without cooperation is arrogance, and Conopia wants no part in a future built on silence, shortcut, or supremacy.
This framework is offered openly, humbly, and joyfully — in the hopes that even one point might inspire a brighter path forward.
