Space Transport And Astronomical Research

1. Summary
This Proposal is on the weaker side of modern resolutions, and has few, if any, enforceable provisions, choosing rather to mostly establish a Committee called "STAR" to engage other spacefaring nations and encourage safety before, during, and after space travel. STAR (the agency) promotes, publishes, and collaborates, while STAR (the proposal) gently encourages the adoption of universal standards of spacefaring safety, in the public interest.

2. Delegate Voting Recommendation
The objective of resolutions is to build the basis for nations to help others help themselves. It is premised on the understanding that nations fail when they are not supported by the international community, and wherever failure would lead to an erosion of Sovereignty — the capacity to help, really — nations have an obligation to step in. In this Communitarian Sovereignty model, low-intensity, high stat-yield proposals like these could be the bridge between the burgeoning isles of Compliance. I am pleased to recommend a FOR vote.

3. World Census Analysis
Initial projections suggest a rise in Industry: Book Publishing for most nations, due to publication of free research material, leading to more education being accessible to researchers, who can collaborate and develop better technology through this. With notable increases to Scientific Advancement and Intelligence, nations can pursue economic and social interests that they would otherwise have been locked out of, due to Primitiveness and Ignorance, which the World Census Analysis for this proposal promises a decline in.

1. Summary
Proposals need three things to be solidly in the "Get that thing the hell out of here" category, for voters: (1) stupid acronyms, (2) stupid enforcement measures, and (3) stupid multilateral organisations. This proposal haas all three. From poorly drafted definitions that would, in theory, exclude nations with a single ☝️ nuclear facility, as opposed to "more than one", says Deputy Sec-Gen upc, and the author's regionmate and another WA stalwart, Cessarea, notes that the proposal does a lot of overreach. So, yeah, this one's a bit of a letdown.

2. Delegate Voting Recommendation
It is my pleasure to recommend a AGAINST vote, given the many reasons in the proposal itself that point to international overreach on the regulation of nuclear energy, without so much as a carveout for national defense purposes.

3. World Census Analysis
Evaluators expect Foreign Aid to be the big winner, stats-wise, and affect Intelligence and Taxation. This could mean that your nation's Compliance might fluctuate, along with Ideological Radicality and Safety. The biggest loser is likely to be Ignorance, and Gambling for supporters of Prohibition Era regulation.

Repeal “Liberate Utopia”

1. Summary
This Repeal targets SC #13, Liberate Utopia, and removes an otherwise uninteresting, unnecessary, and ancient Liberation resolution off the table. While there are supposedly natives against the removal of this badge, the overall sentiment for SC Housekeeping has generally been positive. Liberate Utopia is a relic of a different time, for the region and for the game. Keeping it in place serves nobody.

2. Delegate Voting Recommendation
With four r/d and casual puppets sitting in the region, claiming to be natives, Utopia has really sparked off two separate conversations recently, which I think is rather impactful for a resolution removing an old badge from a functionally dead region. The recognition of regional sovereignty is really just a recognition of the capacity to function, and Utopia is on Team Dead Region, at the moment. Nativeness is a difficult question to tackle, and the author has laid out their points clearly (with encouraging support from WA bigwigs) and succeeded in convincing me to recommend a FOR vote

Repeal: “Commend Vilita And Turori”

1. Summary
This Repeal targets SC #309, Commend Vilita And Turori, and is an excellent exposé on Vilita and Turori (now CTE'd), who was a role-model for many NSsports beginners during their time on here. The egregious offenses against a community that is based on sportsmanship: a quality that demands the utmost integrity from those engaging in it, which teaches us the values of not being a sore loser, and not cheating at games.

2. Delegate Voting Recommendation
It is always difficult to handle the truth that many people actually don't deserve the high pedestals we give them. It is time that the community truly met one of their commended heroes, and see behind the veil to understand how players will do anything for a chance at recognition, and to be wary of people who seem too good to be true. For teaching us a valuable real-life lesson, I recommend a FOR vote
