Participation of officers
║ | Title:** Enforcement of Participation for Officers of Global Elite Preamble:** This legislation seeks to enhance the participation of government officers within the governing body. Historically, engagement from officials has been minimal, with only a handful of members actively contributing. By ensuring greater involvement from officers, this measure aims to foster a more dynamic and engaged community, encouraging broader participation and attracting new member nations. ━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━ ### Section 1: Definition of Participation Engaging in Regional Message Board (RMB) chats Voting in regional polls Actively participating in regional activities beyond internal nation management ━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━ ### Section 2: Leave of Absence and Inactivity #### A. Planned Leave If an officer intends to take a leave of absence, they must formally notify the region through the RMB chat, including an estimated return date. If the officer returns within the stated timeframe, no action will be taken. If the officer requires an extension, they must communicate the new return date. Failure to provide an update will result in the leave being considered unplanned from the originally stated return date. #### B. Unplanned Leave If an officer becomes inactive without prior notice, the Grand Supreme Leader (GSL) or Prime Minister (PM) will monitor the situation. A telegram will be sent after 14 days inquiring about their status, with a second notice sent at 30 days. If there is no response or activity after 45 days, the officer will face consequences outlined in Section 3. #### C. Inactivity in the Region Officers are expected to maintain reasonable activity within the region. If an officer is absent for 20 consecutive days, they will receive a notice requesting activity. If inactivity reaches 30 days, further action may be taken. #### D. Cease to Exist (CTE) If an officer's nation ceases to exist while on leave, it will be considered a forfeiture of office. If the nation is refounded during a planned leave, they will not be penalized. If refounded after an unplanned leave, penalties will apply. ━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━ ### Section 3: Consequences for Violations #### A. Violation of Planned Leave Protocol (Section 2A) First offense: A formal warning will be issued. Second offense: A vote will be held to determine whether the officer retains their position. If removed, they will be placed on 30-day probation. If they remain active during this period, they may run for office again. Third offense: Automatic forfeiture of office, with a 90-day ban from running for any position. #### B. Violation of Unplanned Leave Protocol (Section 2B) First offense: Automatic forfeiture of office and a 30-day probation upon return. Second offense: **Automatic forfeiture of office 60-day probation upon return. Third offense: Permanent disqualification from holding office. However, the violator may petition the GSL or PM to regain eligibility if they demonstrate sustained activity. This legislation ensures that officers remain committed to their responsibilities, fostering a more engaged and thriving regional community. Legislation passed 02/28/2025 | ║ |
