Civilian Towns, Cities, and Villages
This is written in response to the leveling of Louisville by the Tenneesen militaryRules for engaging hostiles in palaces with high numbers of civilians. (Usually Villages, Towns, and Cities)
1. Try to move civilians out of the (A.Z) or evacuate the town. (if this does not work consult the rest of the Factbook)
2. If some civilians are stubborn then ask them to write their identification on their body limbs to ID them in the event that they die.
3. There is to be no bombing of civil centers due to the fact that cities use them for disaster relief planning and housing the displaced.
4. homes are to be cleared room by room if civilians are confirmed to be in the building if not then regular combat is allowed.

1. They have to have signs of aggression from the civilians to then lead to number 2.
2. If the civilian raises a gun at the soldiers will be ordered only one time before lethal force is authorized.
3. Only the civilians firing the weapons can be neutralized.
4. if a firefight lasts longer than 5 minutes heavy weapons are authorized to be used ( IFV and APC cannons and HVFHE tank shells).
5. when a firefight is concluded dead and injured are to be counted and radioed back to headquarters.
