Note: Active personnel numbers may sometimes actually be overall numbers, if you have no reserve personnel stats then that might apply to you(or its just your Active numbers and I can't find your reserves) If (irl) is next to figures then said figures are from real life as opposed to irp.

Nations at a weaker strength but actively building towards a larger strength are placed on the rankings per potential strength(saves me editing for when they reach said strength which will be happening soon)

I use both active and reserve numbers for rank position, if either is inaccurate or missing that could be affecting your placement.
