The Confederation of Samlandia States (Latin: Confoederatio Civitatum Samlandiae; abbreviation: CSS) better known as Samlandia States (SAS) or Samlandia Confederation (SAC) is a country that stretches across the Samlando-Olighe continent in the Alvast realm, which has more than 2 billion population of Samlandians. It borders with the West Europea in the north and New Rucia in the west. Cathenbiolin is the capital city and Picham is the largest city in the country and on the continent.

Since its creation in 1689, Samlandia has comprised six states (Holseare State, Shifnalia State, Seselandia State, Mitfordia State, Neweshonia State, and Atholesia State). It was formed as a unitary republic before the colonial period in the next year. From 1690 to the first reformation in 1903, Samlandia States has been a colonial federal republic and has captured more than fifteen colonies. In 1903, the "Ferret Folks" who supported the Herrenvolk policies and slavery dominated the government and disbanded the colony after the collapse of 1903, the emergency government was formed by the "Ferret Folks", and the Samlandia States closed its foreign ties since then. After a fierce election in 2072, the opposition emerged victorious, opposing the "best race" ideology. The second reformation of 2072 occurred in the Samlandia States, where slavery was finally abolished and the rights of minorities were restored as well as the dissolution of the "Ferret Folks" who had been agents for Herrenvolk policies.

The Samlandia States is famous for establishing an association of countries that adhere to capitalism, liberalism, and Samlando-philia that are spread throughout the multiverses, including the Dimensional Union, namely The Free Bloc (known as TFB). The Samlandia States is also known globally for its gun-owned population and aggressive horses. In the Samlandia States, it's very common here for tourists to feel the liberal and democratic culture.

Etymology


The word "Samlandia" is taken from the English dictionary, namely Sam and Land, which is then processed into a sentence and published as Samlandia or the Land of Sam. It is known that the first founder of an ancient tribe in Samlandia called Sam. In which the senates in 1689 took the name from when forming the Confederation.

The Samlandia States traces its origins back to the late 17th century, a time rife with regional conflict and power struggles. Various factions vied for control, creating a chaotic landscape that set the stage for significant change. In 1689, the pivotal Battle of Unification marked a turning point, where the Samlando Fighters, a coalition of local militias, successfully overthrew rival forces. This victory led to the establishment of the Samlandia Colonial Republic.

The newly formed government sought to unify diverse groups under a single banner, promoting a sense of national identity. Initially governed as a unitary presidential republic, the framework emphasized strong central leadership to navigate the challenges of the time. However, by 1690, the political structure evolved into a federal authoritarian colonial republic, allowing for greater territorial control and regional governance. This shift laid the foundation for an expanding empire, encapsulating over fifteen colonies by leveraging both military strength and strategic alliances.

Samlandia Colonial Era (1689 - 1903)
Throughout its colonial period from 1689 to 1903, Samlandia experienced significant political evolution characterized by the emergence of influential leaders. The first leader, David Alhem (1689-1690), was crucial in establishing administrative protocols and a legal framework that would guide the nation’s early governance. His tenure was marked by efforts to unify the newly acquired territories and promote stability.

In 1690, Sam Holland succeeded Alhem and brought a vision of expansion and integration. Holland's leadership was characterized by aggressive territorial growth, as he sought to acquire new lands and solidify Samlandia’s presence in the region. This era saw the establishment of new colonies, enhancing not only the nation’s wealth but also its cultural diversity. Holland's policies encouraged migration and settlement, leading to a melting pot of cultures and ideas that would shape Samlandia’s identity for generations.

As the 18th century unfolded, Samlandia’s political landscape matured under the stewardship of leaders like Conor Westhaven and Charles Kennington. Westhaven, who took power in 1706, focused on consolidating the nation’s territorial gains while promoting a sense of unity among the diverse populations within the colonies. He implemented policies that fostered economic development and improved infrastructure, laying the groundwork for a more interconnected society.

Charles Kennington (1756-1798) followed Westhaven, further solidifying the colonial framework. Under Kennington’s leadership, the Samlandia States expanded its influence through strategic alliances and trade agreements. This period was marked by significant advancements in agriculture and industry, driven by innovations that improved productivity. The colonies thrived economically, leading to an increase in wealth, resources, and social mobility among certain segments of the population. However, despite these advancements, underlying tensions began to simmer, particularly among marginalized groups who felt excluded from the benefits of prosperity.

By the late 18th century, the growing wealth of the Samlandia States highlighted stark inequalities that began to ignite dissent. As the economy flourished, the gap between the wealthy elite and the lower classes widened. Under Mon Stalon (1756-1798), who became a prominent figure during this time, efforts were made to address some of these disparities through limited reforms. However, these measures often fell short, leading to a mounting sense of frustration among the populace, particularly among those who were disenfranchised.

The increase in colonial wealth contrasted sharply with the lack of political representation for many citizens, which fueled calls for reform. Intellectual movements advocating for democratic principles began to take root, with thinkers and activists promoting ideas of equality, rights, and justice. This burgeoning political consciousness set the stage for a more organized resistance against the authoritarian elements of the colonial government, as various factions began to unite in their quest for greater autonomy and representation.

The turn of the 19th century brought significant changes in leadership and a wave of political turmoil. Reinhert Selvador (1798-1830) came to power during a time of increasing unrest, striving to stabilize the nation while addressing the burgeoning demands for reform. His administration faced numerous challenges, including economic fluctuations and growing dissent from those advocating for more democratic governance. While Selvador implemented measures aimed at improving the economic framework, these efforts were often met with resistance from entrenched interests reluctant to cede power.

Following Selvador, Euniec Dwenie Jr. (1830-1880) ruled with a focus on maintaining order and stability. His lengthy tenure was marked by attempts to placate the growing unrest through a combination of repression and limited concessions. Dwenie’s policies aimed to strengthen the economy and foster a sense of national identity; however, the underlying grievances remained unresolved. As the population became increasingly vocal about their rights and aspirations, the seeds of revolution were sown, leading to a profound transformation in the political landscape.

The latter part of the 19th century saw a decline in the authority of the colonial government, culminating in a series of crises that would change the trajectory of Samlandia. Under the leadership of Caroline H. Silver (1880-1890), the nation faced mounting pressures from both internal dissenters and external threats. Silver's administration struggled to maintain control as social movements gained momentum, advocating for fundamental changes in governance that reflected the will of the people.

The subsequent leadership of Tom Kennington (1890-1900) and Paul Kennington (1900-1903) further illustrated the challenges facing the colonial regime. Increasing internal tensions, coupled with economic instability, led to widespread dissatisfaction. Calls for reform grew louder, demanding an end to the authoritarian practices that had characterized the colonial government. The Ferret Folks Era began in 1903 with the establishment of the Herrenvolk Confederation, which arose from a coalition of various nationalist and authoritarian political groups that had formed in the wake of the colonial government's dissolution. These factions were united by a shared ideology of racial superiority and a desire to establish a new order that prioritized the interests of a so-called "master race." Among these groups, the Ferret Folks distinguished themselves through their aggressive rhetoric and commitment to authoritarian governance.

At the forefront of this movement was James Burntwood, a charismatic leader who emerged as a hero in various regions, especially in Sesenlandia State. Burntwood's rise was fueled by his ability to rally support among disenfranchised citizens who sought stability and a strong leader following the chaos of the previous regime. He was known for his fiery speeches and promises to restore order, which resonated with those who felt abandoned by the earlier colonial authorities. As the Ferret Folks consolidated power, Burntwood took decisive action against remnants of colonial sympathizers and opponents of the new regime. By 1913, the Ferret Folks had successfully infiltrated the Folks Congress, demanding control and pushing their agenda forward. Their rise to power was met with little resistance, as the political landscape was still reeling from the fallout of the colonial dissolution. The regime quickly enacted laws that institutionalized racial hierarchies, reinforcing the notion of superiority among the ruling class while systematically disenfranchising marginalized communities. Burntwood’s leadership became synonymous with this new order, as he positioned himself as both a protector and a ruler, further entrenching the regime's power.

As the Herrenvolk Confederation solidified its power, the regime heavily relied on the exploitation of enslaved individuals to support its authoritarian rule. Government and Politics


The Samlandia States is a federal republic of 6 states, and a federal capital district, but limited to constitutional region of Holseare State, Cathenbiolin. The Samlandia States also asserts sovereignty over ten joint-incorporated territories and several island possessions. The Samlandia States is the Samlandie-Olighe's oldest surviving federation, and its presidential system of national government has been adopted, in whole or in part, by many newly independent states worldwide following their reformation. It is a liberal representative democracy with the Confederate Party holding the most electoral college votes ever since the second reformation. The Constitution of the Samlandia States (or the Samlandie Codex) serves as the country's supreme legal document.

National Government
Composed of three branches, all headquartered in Cathenbiolin, the federal government is the national government of the Samlandia States. It is regulated by a strong system of checks and balances. The Folks Congress is the legislature, it is a bicameral legislature and has the power to create, to pass, and to remove legislation. But at the crucial time, the legislature has the power to remove the president from the office.

The Samlandia States president is the head of state, commander-in-chief of the military, chief executive of the federal government, and has the ability to veto legislative bills from the Folks Congress before they become law. However, presidential vetoes can be overridden by a two-thirds supermajority vote in both chambers of Congress. The president appoints the members of the Cabinet, subject to Senate approval, and names other officials who administer and enforce federal laws through their respective agencies. The president also has clemency power for federal crimes and can issue pardons. Finally, the president has the right to issue expansive "executive orders", subject to judicial review, in a number of policy areas. Unlike other votes in Samlandian politics, this is technically an indirect election in which the winner will be determined by the Samlandian Electoral College (SEC). There, votes are officially cast by individual electors selected by their state legislature. In practice, however, each of the 6 states chooses a group of presidential electors who are required to confirm the winner of their state's popular vote. Each state is allocated two electors plus one additional elector for each congressional district, which in effect combines to equal the number of elected officials that state sends to Congress. Both the president and the vice president serve a five-year term, and the president may be reelected to the office for another five-year term with no limitation on the period in office.

The Samlandian federal judiciary, whose judges are all appointed for life by the president with Senate approval, consists primarily of the Samlandian Supreme Court, the Samlandia States courts of appeals. The Samlandian Supreme Court interprets laws and overturns those it finds unconstitutional. The Supreme Court has nine members led by the Chief Justice of the Samlandia States. The members are appointed by the sitting president when a vacancy becomes available. The first level in the federal courts is the federal district court for any case under "original jurisdiction", such as federal statutes, the Constitution, or treaties. Nine federal circuits divide the country into different regions for federal appeals courts. After a federal district court has decided a case, it can then be appealed to a Samlandia States court of appeals. The next and highest court in the system is the Supreme Court of the Samlandia States.

Military
The Samlandian Armed Forces (SAF) serve as the unified military defense body of the Confederation of Samlandia States (CSS). Operating under the direct command of the President of CSS, who holds the position of Commander-in-Chief, the SAF is also supervised and advised by the Commandment Council, a high-ranking strategic and administrative organ composed of top military officials and defense policymakers. SAF played a decisive role in creating new allied regimes and satellite states, especially in former Pekolandia territories and the contested Flous-Teya Realms. The SAF continues to serve as the backbone of Samlandia's foreign policy and global power projection.

Foreign Relations
Since 2086, the Confederation of Samlandia States (CSS) has entered a new phase of assertive foreign policy marked by interventionism, strategic liberation, and geopolitical restructuring, particularly in post-conflict zones and destabilized regimes. While CSS continues to uphold its official doctrine of sovereign development and regional stability, its actions since the Second Great War have signaled a clear shift toward realpolitik-driven influence expansion.

Pekoland Republic Intervention
After the collapse of the Pekoland-Reich regime during the Second Great War, CSS orchestrated a full governmental restructuring. Pekoland Republic was established as a post-authoritarian constitutional state, heavily supervised by CSS civil engineers, legal advisors, and transitional observers. The new regime followed a Samlandian-style decentralized federalism, with strong CSS oversight during its early years.

Occupation of Zavar Island
In early 2086, the CSS conducted a coordinated military and political campaign against the Pekolandia Republics (SCPR), citing systemic oppression and the failure of the Pekolandian government to recognize internal self-determination movements. Zavar Island was seized and declared independent under the name Zavarian Republic, formerly the Zavarian People's Republic. CSS-backed transitional authorities established a federal republic model aligned with Samlandian constitutionalism.

Invasion of Venver
Later in 2086, CSS launched a rapid maritime intervention into the Venver Island, then under the fragmented control of Pekoland-Reich loyalists. Following an internationally condemned occupation by Pekoland-Reich, CSS forces supported a local separatist movement. The Venver Republic was proclaimed and diplomatically recognized by CSS and its allies.

Vovllenger's Ousting
In one of the most controversial operations, CSS provided logistical support, funding, and strategic backing to ultranationalist rebel leader Ruben Oltriche, head of the Radical Front. The rebellion overthrew Hans Vovllenger, head of the People's State of Tordans Sovexaskers. Oltriche was installed as the new President of the Tordans Sovexaskers States, marking a stark ideological shift toward CSS-aligned governance.
