Griffindor's 6th Fortnightly Update
This dispatch was originally sent as a Regional Telegram on November 19th, 2023:Greetings, my fellow South Pacificans!
It has been 15 days, which means it is time for another fortnightly briefing! Apologies for being one day late! My last college football game as a student gave me much to celebrate, and remiss about. In the last fortnight, the region itself was pretty quiet, but the Assembly has been busy since my last briefing to y'all...
~~~~
First: The Assembly has actively voted and debated several different proposals.
1) The Assembly has continued debate on a reform of the Elections Act. One part of the reform has made it to vote, which standardizes the dates of elections for all positions within the region to begin on the 15th day of the designated month, rather than the clunky "X days before the first day of Y month" description. Further discussion of the Elections Act stems from declaring who should act as Prime Minister if the position is vacant, moving to secret ballots (rather than public ballots), and overall making the Elections Act less wordy.
2) The Assembly began debate on an Amendment to the Legislator Act. The amendment seeks to ensure that only eligible legislators are allowed to be members of the Assembly. This debate arose after the Citizenship Committee removed citizenship from members of the region who did not vote in the election. However, the Chair of the Assembly did not remove their legislator status because they were still eligible at the time of the review process (a couple of days before). The Amendment, in short, will ensure that the Chair removes legislator status from any member of the region that loses their citizenship status, regardless of their voting status within the Assembly.
3) I, along with the Prime Minister, Sporaltryus, announced our nomination of HumanSanity to the Council on Regional Security. We believe that their contributions to the region have warranted them a spot in one of our region's most trusted positions. The Assembly is currently debating the nomination and will vote on it sometime in the next several days. I hope to announce the confirmation of HumanSanity to the Council in my next fortnightly briefing!
As always, if you find the topics being debated interesting, I would highly encourage you to join the conversation and take part in the governance of the region. Your voice matters greatly!
Second: The Chair of the Assembly, Great Lothian/BlockBuster2k43 has created the Gazette of the Assembly that will summarize and inform the region of the activities that the Assembly of the South Pacific has engaged in recently. The inaugural edition was released this weekend, and future editions will be embedded within my Fortnightly Telegrams.
The forum version of the Gazette can be found here: https://thesouthpacific.org/t/the-assembly-gazette-47th-presidium/4402
The Dispatch version of the Gazette can be found here:
The Assembly Gazette is an official publication by the Chair of the Assembly of the South Pacific. Whenever something of note happens in the Assembly (TSP's legislature), it will be published in this Gazette alongside the forums equivalent, with a nation mention of all notice subscribers—this way, all citizens of TSP can easily keep themselves informed about what's going on in the heart of the South Pacifican democracy. As the follow-up of previous gameside ping programmes, it also allows legislators who are mainly active on the gameside part of TSP to not miss any important events (such as votes or elections), making legislatorship comfortable as never before for everyone!
The Assembly of the South Pacific is the supreme legislative authority in the South Pacific. It has existed in some form since 2003. Members of the Assembly vote on the laws and representative officials of the South Pacific. The leadership of the Assembly is made up of the Chair of the Assembly, the Deputy Chair of the Assembly, and the Clerk of the Assembly.
Signing up to become a legislator of the Assembly will allow you to get involved in making and debating the laws that govern our region. The Office of Legislator Applications within the Assembly is where legislator applications are housed, read through the instructions in order to lodge your application! You'll be accepted within a few days as long as you're not deemed a threat to our regional security.
Third: The Chair of the Assembly is looking for dedicated and willing nations to serve as Deputy Chair of the Assembly.
The Deputy Chair of the Assembly is a long-established and informal position within the region. The Deputy Chair assists the Chair of the Assembly in the administration of the Assembly, ensuring that it remains in good working order. They open, close, and tally votes. They monitor debate, and, depending on the authority the Chair delegates, they can also recognize motions and make decisions on behalf of the Chair. Lastly, if the Chair resigns, Ceases to Exist, loses citizenship status, or is recalled, the Deputy Chair takes the reins of the Assembly as Acting Chair until the next election concludes.
I myself had the opportunity to serve as Deputy Chair of the Assembly what feels like a million years ago, and I must say that it was one of the most fun experiences I have ever had. It also allowed me to dip my toes into the political scene and develop the skills I now use to run this incredible region. If you are interested in potentially becoming a future Chair or Deputy Chair of the Assembly, I highly encourage you to join our regional forums and contribute to the region's governance.
Fourth: The Prime Minister, Sporaltryus, formally released their Cabinet's Agenda for their upcoming (and final) term.
The Agenda in all its glory can be viewed here: https://thesouthpacific.org/t/office-of-the-cabinet/90/84?u=griffindor
Fifth: Lastly, and, like always, please make sure that you are endorsing me, Ebonhand, and the other nations of the Coral Guard.
.
The South Pacific Coral Guard (SPCG) is a group of trusted nations who maintain a high-endorsement count and are one of the most crucial lines of defense against external and internal security threats alongside the Council on Regional Security (CRS).
For the safety and security of our region, we ask that all World Assembly (WA) member nations in the South Pacific endorse the members of the SPCG, as well as the Delegate. There is no requirement to do so but endorsing the SPCG and the Delegate will make those who do a SWAN Knight.
Member nations of the SPCG (Number of members: 7) | ||||
Duties and privileges of the SPCG
Member nations of the SPCG are permitted a higher Endorsement Cap than that provided for the general World Assembly membership. The current endorsement cap for SPCG members is set to be 60 less than the endorsement count of the delegate. (Currently Ebonhand at 606 endorsements)
A member of the CRS will be appointed to act as a liaison for SPCG members and, in times of emergency, SPCG members might be called upon to support or otherwise work with CRS members.
Joining the SPCG
Requirements
In order to become a member of the SPCG, one has to:
Have maintained citizenship for at least six consecutive months prior to the date of their application to the Coral Guard; and
Meet the requirements for influence and endorsements set and published by the Council on Regional Security
Process
Step 1: Ensure that you meet all the requirements listed above.
Step 2: Write up an application which provides:
The name of your WA nation;
Your history in NationStates including any aliases you are using or have previously used; and,
One (or several) paragraphs arguing why the Council should appoint you to this position of high trust.
Step 3: Send your application to a member of the CRS. You can do this by a variety of methods (a telegram, a private message on the forum, or a direct message on Discord).
The CRS will review your application. This can take a number of days to three weeks. The Council will likely have additional questions which they will communicate to you via the method of your application. Following a formal vote within the Council, it will decide whether to appoint you to the Coral Guard and notify the Assembly of its decision.
Please be advised that meeting the requirements does not automatically guarantee that the application will be successful. These mechanical conditions are one of several factors which the Council considers in its determination.
