Guidelines
Nothing is set in stone, but these are the basic rules I feel necessary to make it work:the region will not have a unified date, each nation can have its own era and time.
there will be no imposed tech-level, but there will be a technological cap tat can't be passed: technology will remain early Victorian era and below. ships won't go past sail navigation, but steam-powered industry will be permitted.
war ideally shouldn't be the main pastime of the region, I would hope to see trade, cooperation, internal events and character development most of all.
nations shouldn't be huge, but each nation will have a larger portion of territory that will be its "area of influence", composed of NPC countries or territories under the total creative control of the main nation's player. in case of a conflict between players only that area, and not the main national territory, could get incorporated/invaded.
everybody could get its nation on the main map, or in an independent map altogether, and, through a space-time ocean storm in the main map and any other similar portal in the others, travelling between maps and other regions will be possible, but only for objects not further up than early Victorian era technology.
