Constitutional Law Reforming the Voting System

Article I
Definitions
I “Republic” is a nation that has become a member of the “Three Republics” as per the conditions of PL-II.VI.
II “Observer-state” is a nation that has become an observer of the Three Republics as per the conditions of PL-II.VII.
III “Adultery” is defined as a sexual act done outside of one’s marriage.

Article II
Reforms to the Councils
I The Plebeian Council shall consist of CL seats per every Republic.
I.I An observer-state shall be granted XXV seats in the Plebeian Council.
II The election cycle is to be amended to the following:
II.I Every Republic shall have their seats in the Council elected every I year VI months;
II.II However, there shall be an election every VI months;
II.III Terms of a Plebeian Councilor shall be extended by VI months per every Republic that joins the Republics;
II.IV An observer shall host elections every VIII months;
II.V Upon officially becoming a Republic, there shall be a special election and they will join the election cycle upon decision by Parliament.
III If there is an even number of Plebeians, the Council shall be expanded by I Councilor.
III.I This Councilor shall be from the Republic of Tussia.
IV The election cycle shall begin on July I MMXXIII.
V The Patricians shall hold a term of I year each.
VI Every year, on October Ist, there shall be an election of the Patricians from one Republic.
VI.I For every new member Republic, each Patrician shall have their term extended by VI year and the election date shall be pushed forward exactly VI months if the Parliament deems necessary.

Article III
Amendments to the Constitution
I Article IV.VI of the Constitution shall be removed from the Constitution.
II Article IV.II shall be amended to read the following:
II.I “The Assembly shall pass no law which revoke the right of the people to practice any religion that does not cause mental, emotional, or bodily harm nor threaten the liberties of the residents of the Republics.”

Article IV
The Ability to Vote
I In order to gain citizenship, one must:
I.I Not hold citizenship to a country that is not included in Article V of this law (PL-V);
I.II Not hold any ties to any organization deemed a “terror organization” by Republican law;
I.III Not have been convicted of a violent crime, financial crime, or a felony;
I.IV Not have been deported from Tussia for overstaying a visa, committing a crime,or other deed (unless given permission from a Consular or the Emperor).
II One may become a citizen by any of the following:
II.I A period of military service no less than III years;
II.II A resident of any Republic for at least VI years;
II.III Marriage to a natural-born citizen (citizenship may be revoked upon divorce or widowing)’
II.IV Own land in a Republic and any of the prior criteria.
III One may only vote if they:
III.I Own land in a Republic;
III.II Have an income of greater than $LXXX ($80,000);
III.III Are a citizen of the Republics
III.IV Are in or are a veteran of the National Republican Army;
III.V Serve any emergency service within the Republics (police, firemen, EMS, doctor, etc.);
III.VI Are a spouse of a land-owner or one who earns greater than $C ($100,000).
IV One may have their voting rights revoked if they violate any of the following:
IV.I Commit a violent felony;
IV.II Are found guilty of domestic abuse;
IV.III Are found guilty of adultery;
IV.IV Are found guilty of treason against the Republics.

Article V
Nations in Which a Republican Citizen are Allowed to Hold Dual Citizenship
I These are not considering the foreign nation’s laws.
II The Singhapala Bisayan Republic.
III The Bonnie Blue Republic (only if they are a naturalized citizen of the Republics).
IV Dolplandia.
V Kathricore.
VI The Trade Federation of Tribia.
VII TESDAI.
VIII The Biggonian Megaist Empire.
