World Assembly Recommendation Clarity Act

RECOGNISING the importance of World Assembly Recommendations within the operations of the United Regions Alliance, as evidenced by Article 8, 9, 10, 13, 23, and 33 of the Charter of the United Regions Alliance, as well as CC013 - Delegate Compliance Act,

ESPECIALLY RECOGNISING the requirements outlined in Article 10.1e, as well as Article 23.4 and 23.4a, mandating member region Delegates to vote in line with URA WA Recommendations,

UNDERSTANDING the powerful nature of this requirement upon our member regions, and the care with with the Alliance must take in regard to creating mandatory recommendations,

HEREBY creates the following requirements, all of which must be met in order for a World Assembly Recommendation to be mandatory and enforced according to Article 10 and Article 23 of the Charter.

  1. In order for a WA Recommendation to be binding upon member region Delegates, it must:

    • Be voted on by the Civil Council;

    • Have received, at minimum, a majority approval from the voting percentages according to Article 23 of the Charter;

    • Have been at vote for a minimum of 24 hours; and

    • Be promulgated to all member region Delegates within 24 hours of the resolution in question reaching the floor of the World Assembly via appropriate channels.

  2. If any of the above requirements are not met, then the WA Recommendation is not binding upon any member region Delegate, and their region cannot be punished for non-compliance in accordance with Article 10 of the Charter and CC013 - Delegate Compliance Act.

  3. The power to bring resolutions to discussion, to vote, and to release recommendations on behalf of the United Regions Alliance is vested solely with the Alliance Cabinet, as well as any members that they designate.

  4. The Alliance Cabinet may, if necessary to comply with treaty obligations or other factors as deemed necessary, issue non-binding recommendations to member region Delegates.

    1. Non-binding recommendations issued by the Alliance Cabinet are not in any way included within the category of recommendations that require WA Delegate compliance.
