Factions
So the city is divided into factions. Some by choice others not so much. With the city having no law enforcement that can make arrests (expect the jailors but nobody likes them not even the civilians they help.) We have 4 main factions and multiple mini-factions made up by people who don't fit into any of the factions. The only time the factions can actually agree on anything is if there is an external threat to any of the people not matter how many crimes/what species the person did/is.Main factions:
The largest of the main factions because well if you aren't a murderer, member of the mafia, a cultist, or have any sort of magic (unless you are a retributionist) you will probably be in this group. Led by the Mayor, they have the worst track record with keeping the peace with other factions.
A criminal group that mostly trys to ignore the other groups unless the Coven or Civilians make them mad. They recruit for many skill sets from murder to hypnosis. They are led by the Godfather, who is actually the most caring leader of all the main groups. They try and be diplomatic and be the negotiator between groups.
You want magic? The Coven has magic. They posses the Necronomicon, a book which enhances their magical abilities. Officially led by the Coven Leader (CL Cov) they mostly do their own things but do talk about plans before doing it. Also the Cult see them as gods, they don't really understand this but they don't really care.
The 2nd largest group, they recruit from all other groups besides the Coven and the high ranking Mafia members. A group of fanatics who for some reason see the Coven as gods. Led by the Cult Leader (CL Cult) and his 2nd in command known just as the Fanatic. This group doesn't take the jobs from the people they recruit unless they want to become a Martyr.
Mini-factions:
A group made up of Jesters/Magicians and Executioners. This group mostly talks about death because Jesters/Magicians try to die and Executioners try to get people killed.
The Vampires, are well Vampires. They mostly live in families of 4 but with how big the city is there is more than one family.
The Arsonists just want to make things burn. Sometimes people get in the way and they get burned other times the Mafia uses them to burn bodies.
A group made of Survivors, Guardian Angels, and Amnesiac (before they remember who they are). They just want to survive in this chaotic city they don't care who they side with along as the survive.
The Plaguebearers/Pestilence, Juggernauts, Pirates, and Werewolves. The main three are Plaguebearers, Juggernauts, and Wolves while the Pirates just tag along for fun and spoils of the dead.
