The brief political system of Grabbistan

The Federal Republic of Grabbistan is made up of 7 federal states and it's capital.
The FDG is a representative parliamentary democracy with two Houses of Parliament.
The People's Chamber
The People's Chamber is the parliamentary chamber directly elected by the Grabbistanian people. It consists of 117 Members of Parliament (Members of the People's Chamber → MPC) and is directly elected every five years.
The electoral system is a personalized proportional representation-system. Each federal state is made up of smaller municipalities. In each one of these municipalities one candidate is directly elected to the People's Chamber. There is a total of 50 directly elected MPCs, the rest of the seats in parliament are elected via proportional representation.
The Federal Chamber
The Federal Chamber is the second parliamentary chamber. It's members are not directly elected, instead, the governments of all federal states send members into the Federal Chamber, proportional to the federal states population (e.g. the Capital state gets to send 27 members, whilst the state with the smallest population, Upper Grabbistan, only gets to send 6 members).
In total, there are 87 members in this chamber (Members of the Federal Chamber → MFC).
In order for legislation to be passed, it needs to be discussed and voted in favor of in both Houses of Parliament.
The People's Chamber however may also pass legislation on it's own, but only if one of the following conditions is met:
a. The proposed legislation has, prior to the vote in parliament, been voted upon by the Grabbistinian people and received a majority amongst the people.
b. Received a 90% majority in the People's Chamber.
