The Stratocratic Confederation of Noveira, referred to as Noveira by the common populace, is a confederacy of various free provinces or islands on the archipelago of Nineborea. The archipelago is the largest in the world, with a total land area of 2.4 Km² and is located within the Eternal Sea. Noveira shares no land borders with other countries but shares maritime borders with the Karthiginian Theocracy to the north-west and the United Realm of Chiterra to the east. The capital of Noveira is Guiverre, located in the Inmouthian Governorate (Inmouthia), the largest island of Nineborea. The leader of the Stratocratic Confederation of Noveira is the High Representative, Moor Bernasconi, who has been ruling the nation since it's consolidation the 5th of May of 1951, 78 years ago. The population of Noveira is 587 million, making it the third most populated country on Iteia. The Stratocratic Confederation is one of the first signatories of the Ciervo-Pardassian Order and Humanity Committee, Noveira is also one of the fourteen members of the Peacekeeping Assembly, of the International Convention.

Etymology

The name of the Stratocratic Confederation originated after the end of the Unification Wars (1912-1951), it was created utilizing a new language, called Ñivirol at the start, which was invented to facilitate communication between the different cultures of the archipelago and bolster interregional unity. The name 'Noveira' has a double meaning, it could be translated to "New Era" or "Ninth Era", both of the translations apply but the former is recognized as the official translation, even though the latter could historically be correct.

History

In the 19th century, the Kijardian Theocracy, a close ally of the Karthiginian Theocracy to the north, ruled the majority of Nineborea and its rule was virtually unopposed. Yet, despite all its military might and its religious control over the region, it was doomed to collapse. For years corruption ran rampant without a reliable force to stop it, the clergy was corrupted to the core. There was no standing army that heeded the Head of the Church's command, due to the Theocracy relying on mercenaries and outside assistance from their allies.

Population

Noveira has always been divided before the unification that came with the Unification Wars, initiated by the Inmouthian Republic. Wars occurred occasionally between the warring factions and lives were lost faster than they were gained, this caused the general population to plummet as birth rates also dropped due to the destruction.

To combat this, A new method of reproduction was engineered. Vatting. In exchange for a moderate amount of produce, machines could nurture sperm and grow them until they became an infant human, at which point they will be taken for raising by human parents. This process was known as Vatting, name originated from the machines used 'V.V.A.Ts' (Virolo-Vital Augmentation Tubes). This process took roughly between 3 to 4 months, producing a healthy 2-year old human. This could be made even faster but at the cost of a lot of organic material and the subject's decreased life expectancy.

Religion

Noveira is well known for it's lack of religious institutions, due to such beliefs being thought of as unproductive and the main cause of sedition against the government. The government has chosen an aggressive stance against religion and actively tries to erase its existence out of the history books. This act, however, has brought them great hate from religious communities, specially in the northwest, in old Kijardia, where the native folk regularly rise in protest to the government. Sometimes, the tensions escalate and armed conflicts sprout from these protests.

The government is, in paper, a stratocratic confederate republic in which a High Representative exists alongside a prime minister and a High Congress. The High Congress and the prime minister are mostly responible for the legislature, but the High Representative holds absolute power and can make any changes to it, should he want to. The position of High Representative is for life, but the prime minister and High Congress are reshuffled every 8 years. It is worthy to note that only native citizens that have served in the military for 14 years are allowed to take seats in the government.

Currently, Moor Bernasconi holds office as High Representative since the creation of the Confederation, 78 years ago. Once his reign comes to an end, the member states of the Confederation will announce their candidates for representation, the voting will be carried out across the Confederation and the voting process will last for a month, with only the native citizens or honorary citizens being able to vote for another High Representative.
