PROPOSED REDRAFTED AMENDMENTS TO THE PREVIOUSLY DRAFTED VACC PROPOSAL

Noting the previous popularity surrounding the idea of a Valsoran Cartography Council, the following redraft aims to build on the ideas previously put forward by Merlovich and Kianhua. In light of recent events and discussion it is seen fit by the signatories of this proposal to put forward a petition to the current cartographer for the creation of a Valsoran Administrative and Cartography Council (VACC)

The reasoning for this proposal is, as previously mentioned the popularity of the previous ideas, which were unable to be pushed forward on due to IRL time constraints and in the case of the second draft, IC events. The idea for a VACC has also gained traction again recently due to frustrations with the way the map is running and recent events which have brought the situation into question.

Please read through the below amended proposal.


The following proposal is put forward in total recognition of the wonderful efforts of Plazland in his role as Cartographer, as well as those who came before him. This proposal is not in place to take away from their efforts in any way. We must acknowledge, however the major flaws evident in the current management system.

Flaws such as, but not limited to:

• The lack of a prompt and consistent response to complaints and issues regarding Valsora and RMB RP as a whole
• The length of time currently necessary to wait for map updates (usually up to or over a month) as well as the lack of updated geographic maps to stand alongside the current political map
• The lack of an updated, clear and concise RMB RP guidebook, noting too the limited length of the current Valsora rules factbook, written by Merlovich over 3 years ago.
• The unreliability of a single person to consistently manage the map, in regards to the steady stream of issues present, as well as the requirement for consistent map updates and desperately needed updates to the content in place.
• The total reliance on a single person to be the judge, jury and executioner in regards to any and all issues facing the map
• The lack of say for the members of Valsora in how the map is run.


Suggesting herein the creation of the Valsoran Administration and Cartography Council as a solution to the single-person Cartographer system, which shall entail;

1. The formal creation of the VACC (Valsoran Administration and Cartography Council)

If the proposal gains the required amount of signatures to be put forward to the current cartographer,

The Valsoran Administrative and Cartography Council will be formally created, consisting of 3 people

The council will consist of three individuals, who will all act in the same sense as the current cartographer role allows, this meaning each member of the team will essentially act as Plazland does now. They will have the ability to all work on map updates, allowing for a much, much quicker release of map updates as opposed to the unofficial 1 a month system currently in place. They will also all be able to make rulings on OOC disputes, able to vote as a group on rulings should they need to. The system being put forward, with 3 people will allow for a tie-breaker vote on a constant basis, ensuring there is never any unworkable disagreements on the council, with 3 people there will always be a majority decision made.

The council will work on an entirely transparent basis, with any major decisions to be put forward to the Valsoran community via a poll or vote. No major map decisions can be made without the majority vote of you nations present on Valsora.

The council will, in essence remove most, if not all the problems currently noted by the community. Map updates will be released without an official timeframe, but certainly much quicker than currently. OOC disagreements will no longer be ruled upon by a single, authoritative word but by the decision of 3 experienced cartographers. There will no longer be one person running the map at their behest, but 3 people working together in an entirely transparent system as to please everyone. The council will promise immediate work on Valsora's rules and guidelines, pledging to have them renewed without delay, as well as expanding on the lore currently in place and revamping the design of the factbooks.


2. Elections

The Valsoran Administrative and Cartography Council will be run by an election system.

This system will take place immediately at the beginning of the councils creation. Allow me to describe the elective system.

The council will be elected on a basis not too dissimilar to the way a delegate is elected, with every single member of Valsora getting a vote, whether you arrived this week or 4 years ago. You will have 3 votes, for the three council members. On your ballot you will list 1-3 which candidate you wish to vote for, please note it doesn't matter whether you write them first or last, they all equate to one vote. The three candidates who tally the most votes at the end of the allocated voting period will be elected as cartographers onto the council. The vote will be held on the RMB in a public manner, so that votes are entirely transparent and cannot be manipulated in any way. Please note puppet accounts and alts are not able to vote.

To be elected as a Cartographer you do not have to necessarily be on Valsora, though you must have been at any point in time. You MUST be considered active enough in the community and make assurances you will remain so throughout your term.

These cartographers will be elected to these positions and will hold them until they either retire from cartographership or are removed by a public petition and subsequent vote.

TO RUN FOR CARTOGRAPHERSHIP you must nominate yourself in the 2 day nomination period leading up to the election, and will be given an opportunity to write a bit of a campaign speech as to why you want to be a cartographer, and what you will bring to the team. Nothing dramatic, just a brief description of why you'd like to run for the role, what skills you bring to the table etc, no presidential debates >:(

The cartography council also holds the ability, by majority vote amongst it's members to bring on a specialist member(s) for 6 month terms should they require it. Specialists may include roles such as people with good knowledge of economics, map-making, military or general RP. Specialists will not be permanent members of the council and will serve on 6 month terms, extendable should the council wish. The specialists will, as a result not be able to vote on the council and will simply be an extension of their capabilities.


3. Resignation / Removal

In the event of an active council member resigning, an election will be immediately held to fill the position. Please note this is not a general election and would only be held to fill the position of the person(s) that resigned.

In the event of an active council member being removed, it would require the following process. If a council member was actively disliked by the Valsoran community for whatever reason, every member of Valsora holds the right to organize a petition to have said cartographer(s) removed. This would involve the petition being signed by atleast 40% of the nations on Valsora, upon which a vote will be held which will require a 51% majority to removed the cartographer(s) in question. If a petition and vote reaches the required numbers, the cartographer MUST step down from their position effective immediately. This allows for the public to still hold the balance of power over the carto team should things go wrong. Of course we would hope this never happens, however it is wise to have this ability in place should the worst happen.


4. New Factbooks / Dispatches / Nation

The elected council will then come together as a group, and work to create a new set of factbooks and dispatches for Valsora. These will be hosted not on the Valsoran Cartographers account, but Valsora, the host of the original factbook. The council will work jointly to create a new rules and guidelines dispatch, which will go into further detail on the rules of Valsora and help clear up a lot of confusion regarding the map's rules after 3 years. New dispatches will also be created for the now long outdated geographic maps, new maps will be created for regions, oceans, climate and if wished by the community changes to the main map style can be made, but are not necessary. The dispatches will also be created in a new style, as to modernize and refurbish what is now a somewhat dated and broken BBcode style.


I believe the following benefits would come as a result of the creation of the VACC:

a) A quicker and more reliable response to complaints and issues of Valsora RMB RP
b) The greater ability for discussion and proficiency when drafting new rules, ideas or changes to Valsora.
c) The ablity for RPers to consult multiple experienced people with regards to nationbuilding and RP in general
d) Delegation of tasks to specialized roles which ensures efficiency and timely completion.



FAQ

How is this different to the initial proposal?

This would differ significantly from the initial proposal, mostly in the size of the council. Now, instead of the initial 7-8 person council and the revamped 4 person council idea, it has been simplified significantly to a mere 3, which I believe is a solid number to allow for a tie-break but also not overdoing it and having too many people for a job that simply doesn't require it.

The case for change

There is a great need for change in the way Valsora is run, I tenured Valsora for over 2 years from 2019-2021, and throughout that period I experienced first hand the issues with a single person system. I myself tried to push the idea of a council at one stage, only to pull myself back. While things are not entirely dire as of now, they can and have been in certain situations. The one person system is not a reliable form of governance for Valsora, and I would highly recommend people consider the benefits of a council. I was not the perfect cartographer when I ran Valsora, I'll be the first to admit that. However that is exactly the reason a council like this is necessary, to ensure that those running the map are doing what benefits the wider community. This system has little in the way of flaws, it streamlines the claim process, meaning more nations on the map, quicker and easier. It means natural expansion claims are processed within a day or two, not a month. It means there is genuine moderation of the map, and strong authority to back it up, and most importantly it gives you, the average member of Valsora a decisive say on how you want your map run, and who it is run by.

I can think of no better option for Valsora moving forward than to establish a Cartography Council.
