The United Interests Consortium | NON-CANON

THE UNITED INTERESTS CONSORTIUM


The United Interests is an assembly of likeminded nations who are dedicated to preserving each member nation's right to its independence, sovereignty, and its interests. Each member nation has the ability to draft and vote on proposals that solidify the stance of the UIC on a particular issue, or proposals that can alter the responsibilities of the alliance as a whole.

MEMBERSHIP

There is no prerequisite for a nation to pass to make it eligible for membership within the United Interests Consortium. However, there are responsibilities that a member nation must abide by or face ejection from the Consortium.

1. The member nation should stay relatively up to date on recent happenings within the Consortium.
2. It is compulsory for a member nation to vote on proposals that are currently in vote.
3. Every member nation of the UIC should assist fellow member nations in their defensive wars.
4. Comply with all proposals that have been passed by Consortium members.

It should be noted that there can be more responsibilities for a member nation to perform if they are within reason and scope of the United Interests Consortium.

PROPOSALS

Proposals are ways to expand upon the Consortium, ways to show the official stance of the United Interests Consortium's members on a certain topic, and a myriad of other uses. Currently, there are five types of proposal(see UIC Proposal #5). Perhaps there will be more proposal types to come..

CONSORTIUM EXPANSION I: ECONOMIC INCENTIVES

The United Interests Consortium is an organization currently only tasked with the purpose of mutual defense between its members. To further the interests of the Consortium's member nations, in this case being their interests economically - the Federal Commonwealth of Honourbound proposes the reformation of the United Interests Consortium to include further incentives to the Consortium that can promote the unity of each member nation and attract more nations to the possibility of membership in the United Interests Consortium. They are as follows:

1. Free trade across all member states.
2. Corporations from every member state to be able to expand their operations abroad through the form of other members in the Consortium, to an extent that can be defined by a member state.
3. Free movement of (legal) goods, services, and investments between all member states.

CONSORTIUM EXPANSION II: MILITARY STANDARDIZATION

The United Interests Consortium is an organization tasked the purpose of mutual defense between its members. To increase the logistical capabilities of each nations' militaries in the alliance, Cozio proposes that member nations standardize ammunition, measuring systems, etc. through:

1. Standard rounds that are proven effective to be used by each nation's weapons.
2. Each nation teaches their military metric units.
3. Joint military research for the betterment of each nation's military capabilities.
4. Sharing of military intelligence for the sake of increased cooperation and military capabilities.

CONSORTIUM EXPANSION II: MILITARY OBLIGATIONS

Failed

Currently, the United Interests Consortium is an organization tasked with the mutual defense of member states in the event of any defensive wars; however, the Consortium recognizes that many offensive wars are necessary to ensure a nation’s security and determine a safe future for said nation.

The United Interests Consortium is dedicated to “preserving each member nation's right to its independence, sovereignty, and its interests.” In keeping with this, the Consortium recognizes that some offensive wars are vital for ensuring a nation’s security and sovereignty.

However, many offensive wars are solely fought for national interests instead of assured defense. This is not necessarily a bad thing, but the Consortium is dedicated to a nation’s defense, not offense.

To further recognize that the Consortium is dedicated to preserving member state’s independence and sovereignty, the Consortium should be able to provide military support in an offensive war waged by a member state that preserves said nation’s sovereignty and independence.

If this resolution is passed, further proposals shall be divided into two subcategories:

1. Consortium expansions, which alter the duties, obligations, and guidelines of both the Consortium and its member states.
2. Consortium military obligations, which require (or prohibit) member states to use military force to provide assistance to a member state in any defensive or offensive war. Military obligations must be voted on by all member states, to ensure that any defensive or offensive war legitimately preserves the independence and sovereignty of a member state.

CONSORTIUM EXPANSION II: HUMANITARIAN AID

Passed

Humanitarian aid, and by extension the evacuation of civilians in certain situations - is an important way to preserve human life. This might be considered out of scope of the United Interests Consortium's objectives, but the Federal Commonwealth believes that the preservation of human lives in a conflict is within the united interests of not just the Consortium, but the world as a whole. To further this, the Federal Commonwealth proposes the Consortium Committee of Humanitarian Assistance (or CCOHA), which is optional for Consortium members to join. The CCOHA would be a strictly civilian section of the United Interests Consortium dedicated to humanitarian assistance to all nations regardless of ideology if the nation is actively working to the betterment of its citizens and not the opposite. The CCOHA will be able to assist in any and all humanitarian crises, including disease, famine, war, and other such scenarios. However, this can only be possible if all nations within the United Interests Consortium contribute to the CCOHA in some way shape or form, which can include:

1. Lending trained professionals for an operation conducted by the CCOHA, such as doctors, agricultural specialists, etc.

2. Leasing equipment/goods for an operation conducted by the CCOHA, such as medicine, food, vehicles, etc.

3. In the event the CCOHA is involved in an operation where they may be in mortal danger while attempting to deliver humanitarian aid/evacuate civilians, contributions in the form of military escort can be extremely beneficial.

In the event that this proposal is passed, there will be a new type of draftable proposal, known as "CCOHA Intervention". The author will have to argue as to why the CCOHA should intervene in this situation and what personnel/equipment/goods need to be donated for the operation. Only members of the CCOHA will be notified of a CCOHA Intervention being submitted and only they will be able to vote on it.

CONSORTIUM EXPANSION III: PROPOSALS EXPANDED

Passed

The United Interests Consortium is an organization strictly dedicated to the best interests of its members states. However, the organization as a whole is not flexible enough to fully accomplish its purpose. To ensure that this is changed, the Federal Commonwealth proposes UIC Proposal #5 as a means to make the UIC a proper platform for its member states to work for their interests.

Multiple types of proposals will be added and existing types will be defined. They are as follows:

1. Consortium Expansion: A type of proposal that alters the duties and obligations of each member state and also expands the scope of the Consortium. An unanimous vote is necessary for a Consortium Expansion proposal to pass.

2. CCOHA Intervention: A type of proposal meant to show the goodwill of the member states of the United Interests Consortium towards other member nations and assist them in their recovery from multiple different disasters that can strike a country. CCOHA Intervention proposals have a pledge-based system, where a nation pledges to assist the author nation to accomplish their goals outlined in the proposal.

3. UIC Statement: A statement from the United Interests Consortium on a particular topic or issue, such as war, natural disasters, etc. This proposal is decided by majority vote.

4. UIC Intervention: An intervention from the United Interests Consortium in an armed conflict, for peacekeeping reasons or otherwise. Similar to CCOHA Intervention proposals, this type of proposal is decided upon via a pledge from other nations to support the author nation.

5. UIC Unity Proposal: A type of proposal dedicated to expand economic/cultural/or social ties between the member states of the United Interests Consortium. Decided upon via unanimous vote.

CONSORTIUM EXPANSION IV: SCIENTIFIC ADVANCEMENT

The United Interests Consortium is an organization aiming to achieve the interests of its member states. The UIC aims to achieve any goal, whether it be based around economics and trade, or humanitarian aid to a fellow member state.

Recognizing the main goals of the UIC to be to help advance all member nations in all fields, including the fields of Scientific Advancement and the state’s Defense Forces.

Questioning the priorities of the UIC, regarding how the member’s may prioritize their Defense Forces over their Scientific Advancement, despite a nation’s technology being very important to the general advancement to its society and the nation’s strength.

Displeased by how member states may depend more on their military rather than their technological capabilities, despite certain technologies having great assistance in not only the military, but other aspects of a nation such as their development index, healthcare capabilities and industrial sectors.

Hoping that the member states of the United Interests Consortium will prioritize their scientific advancement and their technological capability over the size over their defense forces.

UIC INTERVENTION I: COMBERIA AND WMDS

The United Interests Consortium is an organization dedicated to stability, prosperity, and safety in all nations around the world; as such, it becomes necessary that the UIC must intervene to keep situations from becoming international crises.
The Empire of Comberia is a relatively small nation currently pursuing and actively building a nuclear program. However, following multiple international misunderstandings with other nations, mainly New Ropakstadt, Comberia was threatened with economic sanctions, and, from some perspectives, military force.
To keep the situation under control, and to prevent a nuclear disaster from occurring, the UIC will take action through the following statements:

1. A pledge will be signed by Comberia promising to only use WMDs for defense;

2. A diplomatic meeting between Comberia and New Ropakstadt will take place in Southampton, Pathonia to establish friendly relations and end any disputes between the two nations;

3. A subcommittee of the UIC called the Committee on the Supervision of Nuclear Weapons in Comberia (COSNWC) shall be formed that will supervise the Comberian nuclear program for one year, or until it is seen fit to discontinue the program. The committee will hold a presence in only the Comberian nuclear program, and shall have a limited presence in all or most facilities to make sure the pledge is being followed.

CONSORTIUM STATEMENT: NUCLEAR STOCKPILES

The United Interests Consortium is an organization dedicated to achieving the interests of member nations, whether it be armament or trade. Recognizing this, it is also important to realize the threats that the members of the UIC may pose on foreign entities.

Questioning the UIC for its large stockpile of nuclear armaments, with all member states having an individual stockpile.

Believing that the cumulative strength of the United Interests Consortium’s member states is satisfactory in its ability to ward off foreign threats.

Acknowledges the benefits and advantages owned by having a nuclear stockpile, such as nuclear deterrence in interstate conflicts. Despite this, concerns are raised by immediate use of nuclear threat, rather than skillful diplomacy and negotiations.

Declares that having a large nuclear stockpile is not beneficial in the long run for the United Interests Consortium, and has the possibility of escalating conflicts with foreign entities rather than deescalating.
