The Earthern Parliament(Central Government) has its offices in the capital city of Brahmandapur.
The Earthern Parliament consists of two houses :-
1.Mantrimandal(Upper House, 50 members, nominated by King from the Samanya Sabha)
2.Samanya Sabha(Lower House, 525 members + 50 members nominated to mantrimandal(Total 575 members during elections), elected directly by the people)
Earthern Alliance is a Crown Democracy, in which is a type of government in which the democratically elected representatives of the people form the Government, like in a Parliamentary Republic, but the power is shared between the Government and the King. The King has the power to alter, create or outlaw any law and is the head of the country. The Prime Minister is the head of the executive and is the elected head of the country. The President is elected indirectly by an electoral college and is the nominal head of the country.
The Samanya Sabha members are elected in the general elections held every two years. The political party with majority support in the Samanya Sabha forms the government and its candidate becomes the Prime Minister. The party also chooses one of its members to become the Deputy Prime Minister, which the third-highest position in the nation.
The President is not elected directly by the people. Instead, he is elected by an electoral college consisting of all the members of the Mantrimandal, Samanya Sabha and the State Legislative Assemblies of all the states. The President is the nominal head of the country and represents the country on any special occasion. All bills passed by the Parliament need to be signed by the President in order to become a law.
A bill can be introduced in the Samanya Sabha. In order for it to pass, it must be approved by a majority of the members of the house. It will then be reviewed by the Mantrimandal. If it is approved by a majority of the members of the Mantrimandal, it will be passed to the President, after whose signature it will become a law. The President may also decide to withhold or send back the bill to the Parliament, if he feels that is it not completely correct. He also gives recommendations to the Parliament about the bill, which are usually examined by both the houses.
The King appoints 50 members from the Samanya Sabha to the Mantrimandal(Council of Ministers), who can be recommended by the Prime Minister. Each member of the Mantrimandal(Cabinet Minister) has the task of heading a major ministry. The Mantrimandal is the highest executive body after the King and is in charge of suggesting, creating, running and enforcing the Government's policies and programs.
