Overview
The resolution "Protections During Territorial Transitions" seeks to protect inhabitants who reside in territories during territorial transitions between two states. It ensures that inhabitants are informed about jurisdictional changes (including being given the option to maintain citizenship and move to a different part of their current state) and that they are assisted in meeting basic needs such as housing. Further, this proposal ensures that affected parties receive a period to acclimatize to their new member state. All of these provisions must be written into treaties or other agreements with territorial transitions between member states.

Recommendation
This resolution is truly admirable in a number of ways. The author succinctly makes sure that these complicated legal arrangements are two things: individual-focused and state-enforced. In its focus on individuals, this resolution makes sure that inhabitants receive more than adequate protection during periods of vast uncertainty. Additionally, in placing the impetus on states to enforce these provisions, and with the mandate in Article 9, it essentially writes its own enforcement mechanism, making the rights of the individual even more well-protected than they otherwise might have been.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the General Assembly Resolution at vote, "Protections During Territorial Transitions."
