Resolution Analysis
Overview
This resolution seeks to provide for the ability of transgender and other gender non-conforming people to more easily obtain access to hormone treatments. To this end, the author first defines the practice and then mandates that member states allow interested parties to obtain it without obstacles. They then go on to detail that any costs should be strictly based on logistics and manufacture and not based on usage while then noting that no coercion to obtain or not obtain hormone-based treatments should be applied.
Recommendation
While this is at its heart a medical issue, it is also a philosophical one and a moral one. 
Tentative research suggests that the brains of transgender people more closely resemble the brains of the gender they identify with. And further, there is something to be said about whether it is right to force someone to potentially suffer in anguished silence, unable to express the truest form of who they are. That may be a stance that some corners of the multiverse may accept for reasons we altogether find narrow and bigoted, but we cannot accept any paradigm which refuses to grant every sapient being the ability to express themselves freely.
For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the General Assembly Resolution at vote, "Access to Transgender Hormone Therapy".
