Resolution Overview:
This resolution regulates genetic modification procedures by imposing the following requirements - that the procedure has to be as risk-free and safe as possible, that the procedure is as targeted as possible (only treating the illness it is meant to treat without any other modifications), and that the staff administering it is as qualified as possible. The proposal also encourages member nations to make genetic modification affordable for every citizen.

Ministry Analysis:
While this resolution takes a step in the right direction on an important issue that the WA should legislate on, it does not go far enough in the ministry's view. It still allows nations to ban genetic modification procedures, even though the WA could absolutely force nations to allow them as some disorders can only be treated using genetic modification, and travel may not always be possible. In addition, clause C of the second clause could be interpreted as rendering any genetic modification procedure illegal as whether the procedure ""causes as few genetic editing errors as possible"" can only be established after the procedure, because the number of genetic editing errors varies from procedure to procedure. On the other hand, clause C could also just mean that all available measures have to be taken to minimise the risk of a genetic editing error. This similarly allows more leeway for member nations than may be desirable. Either way, due to the inability of this resolution to enforce the legality of genetic modification, the Ministry of World Assembly Affairs does not issue a recommendation on this resolution.
