Elections and Office Terms Amendment

The following is an amendment ot the Charter of the Owligarchy, with the intention to establish the procedures for the Lord Chancellor's election and the appointment of the Lord Talon. This amendment is currently being discussed and as such it may change because of changes proposed in the Owligarchic Parliament. Below is the current proposal:

- Changes to the Charter are marked in blue.


Preamble
The Owligarchy is a region built on the principles of mutual respect, friendship and mutual aid. It's a region made for anyone who respects these principles. Together, not only one of us, but in fact, all of us can build and work to make this region a better place.

I. The Owligarchy and the Supreme Owligarch
1. The Owligarchy is established as a Constitutional Monarchy.
2. The region is to be referred to as "The Supreme Owligarchic Empire", "The Owligarchy".
3. The Founder shall be the Head of State and Monarch of the region and shall be known as the Supreme Owligarch.
4. The Lord Talon is appointed by the Supreme Owligarch from one of the citizens to serve for a period of two months, after which a new appointment is made.

II. Citizens of the Owligarchy
1. A citizen is defined as someone with a nation in the region, who has had their citizenship application approved.
2. All citizens have the right to free thought and expression, limited only by reasonable moderation.
3. All citizens have the right to peaceful free assembly and association with other citizens.
4. All citizens have the right to vote in elections for the position for Lord Chancellor.
5. All citizens have the right to a seat in the Owligarchic Assembly.
6. All citizens have the right to petition the Owligarchic Assembly to convene on a proposal.

III. Owligarchic Parliament
1. The Owligarchic Parliament is the legislative body of The Owligarchy.
2. The Owligarchic Parliament is composed by all citizens of the region and is headed by the Lord Chancellor.
3. The Owligarchic Parliament convenes when there are matters to discuss and vote.
4. Amendments to the Charter of the Owligarchy require a 2/3's majority to continue.
5. Additional legislation requires a simple majority to pass.
6. The Lord Chancellor shall serve for a period of two months, after this period the Parliament shall convene to elect the Lord Chancellor.
7. The election consists of two periods:
a) A 24h candidacy period.
b) A 48h voting period.
8. Once both periods are over, the most voted candidate is elected Lord Chancellor if they had more than 50% of the votes. If that doesn't have a 48h run-off voting period with only the two most voted candidates and the most voted on the run-off is elected Lord Chancellor.
9. In case of a tie in the run-off voting, the Lord Chancellor is chosen among the two remaining candidates by the members of the Owligarchic Council.

IV. Owligarchic Council
1. The Owligarchic Council is the executive body of The Owligarchy.
2. The Owligarchic Council is headed by the Supreme Owligarch.
3. The Owligarchic Council consists of the Supreme Owligarch, the Lord Talon and the Lord Chancellor.
4. The Owligarchic Council is responsible for handling the Foreign Affairs of the region.
5. The Owligarchic Council is responsible for managing regional projects.
6. The Owligarchic Council votes through a simple majority on amendments to the charter passed by the Owligarchic Parliament
