DEFINING 'RMB' as an abbreviation for the in-game Regional Message Board of Celtia,

NOTING that Celtia currently has no official rules for what is allowed to be posted on the RMB, and

CONCERNED that this may lead to either suppression of freedom of speech or an RMB that isn't safe for Celtia's residents,

HEREBY ENACTS the following:

1. Definitions for Minor Offences:

   1. 'Swearing' shall be defined as: the use of offensive or vulgar language in speech or writing.

   2. 'Hate Speech' shall be defined as: abusive or threatening speech or writing that expresses a prejudice against a particular group, on the basis of race, gender, sexual orientation, age, disability, religious beliefs, or marital status.

   3. 'Adult Content' shall be defined as: material, such as pornography or violence, that is not generally thought to be appropriate for viewing by those under 13 years of age.

   4. 'Trolling' shall be defined as: the deliberate posting of messages, that are intented to provoke, offend, or dishearten others.

2. Definitions for Major Offences:

   1. 'Spamming' shall be defined as: the act of sending multiple nonsensical messages on the RMB in a short space of time.

   2. 'Flaming' shall be defined as: the act of posting insults and other personal attacks, directed at another.

   3. 'Doxxing' shall be defined as: the act of publicly revealing the personal information of another, without their publicly-given consent.

1. It is the duty of the Home Officer to moderate the RMB. However, it is the duty of the Head Minister to moderate the RMB, in the event that the Home Officer is currently unavailable or unappointed.

2. In the event that any nation commits a minor RMB offence, the post is to be suppressed. If the post has broken the NationStates site rules, the offending post shall be reported to the moderators via a 'getting help' request. The author of the offending post will then be politely notified by the Home Officer (or in their absence, the Head Minister), that their post was deemed illegal by the RMB regulations, and politely ask them to refrain from posting such messages.

3. In the event that a nation commits a second minor RMB offence within 28 days of their first RMB offence, the offending post is also to be suppressed. The same process for reporting the post and notifying the author about the illegality of their message (though the offending author may be notified in a less polite manner) as under Section 2 applies.

4. In the event that a nation commits a major offence, or a third minor RMB offence within 28 days of their first RMB offence, the Home Officer shall inform the Regional Judge of this, who shall punish the offending author in accordance with Celtian Law. The offending post must also be suppressed, and reported to the NationStates moderators if it breaks site rules.

5. The punishments for each rule are:

   1. Swearing - 2 weeks loss of citizenship and 3 weeks dismissal from regional duties (2 weeks banjection if not a citizen).

   2. Hate Speech - 2 weeks loss of citizenship and 3 weeks dismissal from regional duties (2 weeks banjection if not a citizen).

   3. Adult Content - 3 weeks loss of citizenship and 4 weeks dismissal from regional duties (3 weeks banjection if not a citizen).

   4. Trolling - 4 weeks loss of citizenship and 6 weeks dismissal from regional duties (4 weeks banjection if not a citizen).

   5. Spamming - 4 weeks ban, 6 weeks loss of citizenship and 8 weeks dismissal from regional duties (6 weeks banjection if not a citizen).

   6. Flaming - 9 weeks ban, 12 weeks loss of citizenship and 15 weeks dismissal from regional duties (12 weeks banjection if not a citizen).

   7. Doxxing - 12 weeks ban, 15 weeks loss of citizenship and 18 weeks dismissal from regional duties (15 weeks banjection if not a citizen).

6. The punishment for any nation that has committed three minor offences within 28 days is determined by adding together the punishments of the three offences committed.
