The Supreme Laws of The Blue Star Baguettes

Through days of war and days of peace, the Blue Star Baguettes have endured, hosting a growing coalition of powerful and influential nations. By this legislation, the laws that bound this righteous union are set to ensure the longevity of civilized discussion, debate, and decision.

Article I: Positions of Power

Section A: Positions
Positions of Power are elected, except for Founder and Vice-Delegate. Positions of Power may be stripped of their position if they violate rules that cause the region as a whole to deem them unfit for authority.

Except for the Founder and Vice-Delegate, each nation can only hold one Position of Power.

Founder

The Founder is The Blue Star Union, and is one of the 4 heads. The Founder oversees the region as a whole and holds every authority. The Founder should confide with the other 3 heads before making major decisions. The Founder may not hold other head positions but can run for lower ranks (i.e. Minister of Defense, State, International and Foreign Aid, and Treasury).

WA Delegate

The WA Delegate is one of the 4 Heads, serving a staunchly similar role to the Founder, but the WA Delegate also serves as the region's connection to the World Assembly. WA Delegate does not have executive permissions.

Prime Minister

The Prime Minister is one of 4 heads. The Prime Minister oversees the other Ministers and can fill the roles of any missing Ministers. They have all permissions except for Executive ones.

Minister of Parliament

The Minister of Parliament is one of the 4 heads. The Minister of Parliament has the purpose of writing and interpreting the laws. This is a position of objectivity and justice. The Minister of Parliament has a final say on criminal offenses and disagreements. The Minister of Parliament does not have Executive authority.

Vice-Delegate

The Vice-Delegate is appointed to the position by the WA Delegate. The Vice-Delegate serves a similar job to the WA Delegate but is unable to approve World Assembly proposals. The Vice-Delegate serves as a close advisor to the Delegate. They will step into the role of WA Delegate if a sudden absence occurs until a new WA delegate can be elected. The Vice-Delegate will be included in discussions with the 4 heads and offer input but has no power in final decisions.

Minister of State

The Minister of State effectively has the same job as the Prime Minister. However, it is lower in rank and may require permission from one of the 4 heads to make decisions. However, they oversee what the other positions do as well.

Minister of Defence

The Minister of Defence oversees border control and regulates the military in other nations. They are allowed to ban other nations and declare war.

Minister of Foreign and International Aid

The Minister of Foreign and Internal Aid oversees relationships within the region and other regions. They can communicate with, form alliances, and trade with other regions, as well as monitor the RMB.

Minister of Treasury

The Minister of Treasury oversees the economic activity of the region. They regulate the currencies used and can work with the Minister of Foreign and International Aid for trade with other regions.

Section B: Ceremonial Titles
Some positions hold no power. These positions are often earned and are often awarded by the Founder or WA Delegate.

Emeritus Delegate
Any nation that has held the position of WA Delegate (except for raiders or those accidentally appointed to the position) is awarded this position. The position holds little power over the region. Emeritus Delegates hold communication and appearance authority. There can be multiple Emeritus Delegates.

Section C: Impeachment

If any nation believes a regional officer should be impeached, then they must bring it up with the Founder, Prime Minister, or Minister to the WA, explaining why the officer should be removed from office. The three will then discuss whether the reason(s) for impeachment will be sufficient to require impeachment. If so, a poll will be created open to all ministers of the Union to decide whether the officer should lose their position. Reasons for impeachment will be listed in the poll. While a poll is up to vote on impeachment, the accused officer will be temporarily removed from their position during the duration of the poll

If the poll comes to say "Yea" to impeachment, the officer will be removed from their position and will not be allowed to run for office again, but may still stay in the region if they wish. If the poll comes to say "Nay" to impeachment, the officer will retain position but may still be stripped of some authority if the Founder, Prime Minister, and Minister to the WA agree some action must be taken.

In extreme cases, such as treason, the nation will be banned as well as impeached if the poll depicts so. In these cases, it may be seen as necessary that all the nations in the Union vote on impeachment (the Founder, Prime Minister, or Minister to the WA will decide if this is necessary).

Article II: Elections

Section A: Candidates
Elections happen every 6 months, during February and August. During these times, anyone that isn't specifically banned from running is allowed to run, but can only run for WA Delegate if they are a member of the WA. For a list of positions, refer to Article I. The candidate can present their reasons for being elected at any point before the election, but bribing is illegal.

Section B: Run-off Voting
Votes follow a run-off system. Meaning with 3 or more candidates, the person with the least votes is dropped from the election, and voters re-vote for who is left. This means that no votes are wasted and nations can vote later on. The candidates running in the current election are not allowed to vote in any way, and no alt accounts can vote.

Section C: Terms
All terms are 6 months, going until the next election unless they get impeached. There are currently no limits on terms, due to the limited amount of nations in the Blue Star Union.

Article III: Voting

Section A: Voting Basics
Each nation may vote once. No alt accounts may be used for voting (This does not apply to polls that are for entertainment purposes).

Section B: Non-Eligible Voters
Those running for office may not vote in elections that pertain to the position they seek, whether voting for themself or another nation except if the latter is a sign of forfeiting the election.

Article IV: War

Section A: Individual Nations
Nations are not allowed to

    -do anything aggressive to peaceful nations
    -ban nations in a region you have invaded unless you have permission from high command
    -invade without a well established reason

Nations must

    -be in the WA
    -sign up to be in the military to invade a country
    -follow the chain of command and listen to superiors both in Blue Star Union-controlled regions and in enemy regions
    -inform superiors of all events happening in wars
    -tell superior of known or suspected spies

Section B: Invasion
Invasions must be approved by the prime minister and minister of defense. Control of invaded regions must be put in charge of either the Minister of State, the Prime Minister, or the WA delegate. All nations in an invaded region will face some sort of punishment. Rebellions with violent intent are not allowed and are grounds for invasion. It is forbidden to invade regions that are (WA) commended or have a (WA) commended nation in a position of influence or authority.

Section C: Punishment and Reward
Telling other regions the passwords or future events of hostile action is a capital offense that will get you ejected and/or banned from the region. Any acts of bravery or intelligence have a chance to get you a regional commendation.

Article V: Etiquette

Section A: Disciplinary Action
In the region, it is a priority for nations to be able to enjoy themselves and the company of others. Unfortunately, instances may occur where this freedom is limited by an unruly nation. For that reason, disciplinary action may sometimes be necessary. At first, a nation will receive a warning for malicious behavior. If the nation continues to be disrespectful to other nations, they may be ejected or banned, depending on the severity of the situation.

The following are grounds for warnings or ejection/banning

  • Spam in the RMB

  • Insults toward other nations

  • The use of derogatory phrases or slurs (will be defined on a case-by-case basis by the Minister of Parliament)

  • Taunting other nations

  • Maliciously editing a quote

  • Spreading lies about other nations

  • Harassing another player

  • Any actions that violate site rules

Most rulings on punishment will be carried out by either the Founder or Minister of Parliament. Some breaches of etiquette could result in the immediate banishment of a nation. Controversial cases may be voted on by member nations.

Section B: Debate
While debating can be acceptable at times, it can also be a nuisance. Debates should be small in length and calm. If a debate becomes too heated, a regional officer will break up the disagreement. The following topics are not recommended to debate over, and may immediately get broken up by regional admin:

  • Economic systems

  • Rights of minority groups

  • Gun control

  • Real world politicians and events
