Assembly Representation Act II 12/10/20

As the new Assembly Representation Act (#032) does not cover the process for parties deciding which of their members are appointed to the Assembly in the new representative elections:
    1) If/when a political party must send members to the Assembly, but may not send all members due to lack of voter share, the party may decide by their chosen method which of their members joins the assembly. These methods are:
      a) In order of seniority
      b) Interior party election
      c) Party Leader(s) decision
      d) First come first served

    2) If/when a political party has less members than their voter share requires them to send to the Assembly, the party in question may decide which other party to "gift" the member to
