Regional Constitution of Eientei Gensokyo.





THE REGIONAL CONSTITUTION OF
EIENTEI GENSOKYO


PREAMBLE
Hereby follows the definitive constitution of Eientei Gensokyo as it shall be under the delegacy of The Wise Wolf Holo of Tostandia, assuming it is in agreement with the wishes of the regional founder The 🌑 Dark Moon Princess 🌑 of Kaguya Hime. The founder and any following World Assembly Delegate after The Wise Wolf Holo of Tostandia can revoke this constitution and replace it at a later date.

Any amendments shall only be made after ample time has been given to citizen nations of Eientei Gensokyo to be informed on a proposed amendment and bring out critiques on said proposed amendment. An amendment shall only be made after agreement with the founder of Eientei Gensokyo.


DEFINING TERMS

Throughout this document terms may be repetitively used to describe entities, positions, definitions, etc. which may require additional information, to prevent these terms from clogging up the document, they shall be defined at the top.
  • Founder - pertains to The 🌑 Dark Moon Princess 🌑 of Kaguya Hime, the regional founder of Eientei Gensokyo.

  • World Assembly/WA - pertains to the global democratic organisation legislating various laws across it's members.

  • World Assembly Member - pertains to members of the World Assembly, giving them the right to endorse other World Assembly members and vote for legislation in the World Assembly General Assembly and the Security Council.

  • World Assembly Delegate/WAD - pertains to the current and future nation with the most World Assembly Endorsements in the region.

  • Regional Office - pertains to a position in the regional government which has specific authorities.

  • Regional Officer - pertains to any nations hold a position in any regional office

  • Regional Government - pertains to all positions within the region that hold authority. This includes the founder, the World Assembly Delegate and all regional officers.


ARTICLE 1: REGIONAL GOVERNMENTAL STRUCTURE
  • Section 1; The founder retains full power over the regional government and its region under every circumstance. They can exert their power at their own volition without any event to prompt their use of power. The governmental structure may always be overwritten by the founder. The founder is not equivalent to a regional office as their power and position are static, whilst that of regional offices is dynamic. Their authority is unquestionable.

  • Section 2; The Regional Government shall always be divided in a minimum amount of regional offices, which can temporarily become vacant, must a situation arise in which ejection is required or the regional officer leaves their regional office at their own volition. The regional offices that must exist at anytime, or must be sought to fill as soon as possible, are the following;

    • World Assembly Delegate

    • Officer of Foreign Affairs

    • Officer of Enforcement

    The regional office titles can be changed at any time to fit its nation as long that their functions stays clear. Other Regional offices may be appointed outside of these offices, which need not be described in the section below, but can be added for additional clarity.

  • Section 3; The current constitutional regional offices and their tasks:

    • World Assembly Delegate - The current WAD is to appoint and dismiss Regional Officers, and maintains the right to fulfil any other Regional Officer's tasks. They are to be active within the region to ensure that the regional goals found in Article 2 of this constitution are striven for.

    • Officer of Foreign Affairs - This Office is to maintain relations between Eientei Gensokyo and its embassies, alliances and other extraregional entities. They hold the power to manage embassies, control part of border control, poll, send regional telegrams and pin dispatches. These powers are only to be used in relation to extraregional events and entities, such as partnerships between Eientei Gensokyo inhabitants and extraregional entities, or to prevent insurgence from blacklisted nations. More than one may be appointed.

    • Officer of Enforcement - This Office is to enforce laws prescribed in Article 3 of this constitution. They hold the power to pin dispatches, send regional telegrams, manage communications, poll and border control. These powers are only to be used in relation to enforcing laws of Article 3, such as evicting and suppressing members that violate laws or communicate changes of laws and their enforcement. More than one may be appointed.

    • Curator of Culture and Arts - This Office is to maintain roleplay related duties, ensuring members know where to communicate for the current Regional Roleplay, and that they behave according to the prescribed rules surrounding that particular roleplay game. They hold the power to pin dispatches, send region wide telegrams and poll. These powers are only to be used for their roleplay related duties.


ARTICLE 2: REGIONAL GOALS
  • Section 1; The goals of the region are to be strived for by its members and particularly its regional government. Article 2 acts only as a suggestions to the region's members, and does not fulfil any legal obligation. However, it is strongly suggested that the following sections are considered when acting within the region. Above all comes the enjoyment that we all can get out of the community.

  • Section 2; The region's members and government should strive to create an active space for any nations that wishes to participate in Nation States, specifically, to be open to those with interest in anime, Touhou and other media in similar style as the aforementioned categories. Whilst not necessarily catering to players without these interests, they should still be welcomed as members of the region, without locking them out of regional activities and communications.

  • Section 3; The region and its members should strive to be a place where people can wind down, relax and be entertained. It is not to become a place of malice and malcontent, and people that may be going through particularly hard times are to be treated with love and respect. It's therefore important to help and guide people into the right direction when they signal their issues to community members. It's is however important to consider your abilities to help such a person, and to understand that there are issues you cannot help resolve.

  • Section 4; The region and its members should attempt to hold and participate in regional and transregional activities. Whilst this is no way an obligation, it should be noted that this is vital to an active and functional community. If you are attempting to set up or organize an event but life gets in the way, do not be afraid to cancel, but try to communicate issues in advance if plans were made. When you want to hold activities, but do not have the authorities to get the same amount of reach, contact the regional government for help.


ARTICLE 3: REGIONAL LAWS AND ENFORCEMENT
  • Section1; No matter the circumstance, the laws described by the Alstroemerian Commonwealth shall be paramount above all, any laws described in Article 3 Section 2 can be overwritten. Thus, the primary document used for law can be found in the following dispatch:

    Iwaku is a free place for nations to play and have fun on the regional message board however some rules are needed!
    Our main rule is be nice to each other! Ozoi is always watching you! Some of these rules might be allowed to be broken if you are roleplaying but please make sure those around you know that you are in character and not at all serious!
    This goes for the soap opera drama rule especially!

    Thy shalt not troll:

    Trolling is where you intentionally try to upset other nations on the RMB and start arguments! A debate is ok once in a while but if folks get upset it can lead to trouble! Any nations deliberately attempting to upset other nations will be shot on sight!

    Thy shalt be happy or else!:

    We've had a nation or two who has had trouble with depression in real life. Though you may feel sad and want to talk to people about it you should keep it in telegrams only or seek professional guidance. Noone in Iwaku is a licensed psychologist so you be best getting help elsewhere. I will suppress posts involving any nations talking about "killing themselves" and or being a pessimist to gain attention. It might seem harsh but publicly displaying this depressing behavior lowers the morale of everyone around. Iwaku is sposto be a happy place for people to come play and have fun! If a nation continues to talk about suicide or telling others to commit suicide on the RMB they will be shot! (Help a brotha out right?)

    Thy shalt not spread drama:

    I've been seeing a lot of soap opera like drama lately. Please keep all real life problems with in telegrams only! Other nations don't want to be disturbed by two folks arguing about someone cheating or who's baby is who's! If an argument happens between two folks on the RMB about some disagreement between each other both will be asked to stappit! I won't pick a side! If the argument persists after the warning both will be shot!

    Thy shalt not spam too much:

    This one is a tricky one! We have a lot of free speech so most of of the posts on Iwaku are considered to be spammy in the eyes of most regions on NS. Randomness is perfectly legal but certain things will be suppressed. Like posting the same post over and over again and really long one word posts that stretch the screen. This is one rule you are least likely to get shot for unless you really abuse it a lot.

    Thy shalt not sin:

    One day I walked in to find two nations practically having cyber sex on the RMB. This is a big nono! You can cyber all you want in private but not in public! Hugging and snuggles is ok but when you get as far as to mention certain body parts and the dreadful places they go you will be suppressed and or shot! Keep it PG 13. Excessive nudity violates this as well. Kids play on this site you know! Think of the children!

    Also telegrams are not a place for sexual content either as that still violates NS rules. If you wish to engage in sex related RP it must be done off site!

    Thy shalt not talk shyte:

    The occasional swear word in the right place is perfectly fine (as long as it does not break NS official rules). Excessive swearing will be suppressed and those using it to insult others might end up shot.

    Thy shalt not be a bigot:

    Dictatorships are allowed in roleplay but avoid making it sound like real life fascism. Out of character fascism and Nazism is strongly prohibited. Flags siggies and mottos depicting anything too strongly Nazi referenced will likely result in a banslap.

    Thy shalt not insult ones religious views:

    Debating and talking about religion is fine but insulting someone because they believe in a different god is not ok. I myself know what it is like to grow up religious minority and have the majority constantly tell me why beliefs where wrong. I've seen a lot of hate towards Islam and Muslims on NS lately and would prefer that hate stay out of our region. Insulting or pushing your religious views on someone will get you a warning and or shot!

    Thy shalt not be a hate monger:

    Everyone of all races and sexuality are allowed here! Though the occasional racist or homophobic joke can be funny at times it is best to keep those to yourself. Gay bashing and racism will not be tolerated and will result in getting suppressed and shot!

    Thy shalt not agitate members in other regions with embassy posting feature!

    It makes Iwaku Cluster seem like a bad place when nations hide here and bash other regions through embassy posting! This also goes for spamming or breaking rules within embassy region itself. If folks of that region tell you to stop especially leaders of said region you should abide by their rules. It is their home after all. We are simple guests posting through embassies.

    Thy shalt be nice to folks speaking foreign languages!

    Some get frustrated when someone speaks a language they don't understand... But one should not act hostile to them. It could be a random person just trying to make friends and see what the rest of the world is like! Insulting them telling them to go somewhere else makes English speakers look like bigots! If you don't have access to a translator simple ignore the posts you don't understand or say nicely that you can't understand. Foreign languages are allowed in Iwaku Seeing as many of us like anime and post videos in Japanese all the time. This rule had to be added when a random troll decided to use another language to insult other nations and at the same time Iwaku nations reacted somewhat harsh (It turned out to be a troll but still it could have been a friendly person for all we know!). Talking in many languages is acceptable but using it to insult others gets you shot!

    Thy shalt not use Mods as weapons!:

    Please never falsely claim you have "called the mods" on someone or even worse falsely report someone as a joke. This also goes for reporting folks for silly things. Make sure to report anything you might think is bad to Regional officers Delegate or Founder unless it's quite obviously against NS site rules Everyone gets offended by one thing or another but the site mods can't control everything they are to busy! That is why we have Regional officers and stuff.

    Thy shalt have red circles on thy cheeks:

    Everyone must be super kawaii and have red circles on their cheeks! All ugly nations will be sent to cutecentration camps for reconditioning! (This last rule is a joke by the way)

    The following sections simply reiterate these laws in the same format as this constitution and will elaborate on their enforcement.
  • Section 2; The following list contains all laws that a member nation can be sure of will result in disciplinary actions, partly explained in section 3.

    • The out of character instigation of conflict between members with the intent of ruining relations or baiting reactions is strictly prohibited. This could relate to any aspect of life, in and outside of the scope of Eientei Gensokyo. Act in good faith, and attempt avoiding intentionally triggering negative emotional reactions.

    • Discussing personal grievances with members or the regional government in an aggressive or disrespectful manner on public channels and the regional message board are strictly prohibited. Personal or group telegrams written in a polite, concise manner are better method for this.

    • Messaging in an overly abundant way is prohibited. When posting multiple messages in a relatively short period of time, without others interacting, consider well if adding another message adds to the community.

    • Uphold common decency, excessive swearing, sexual content and overly violent content are prohibited. The occasional curse can have its place, but do attempt to find other ways to describe negative emotions other than swearing.

    • Any out of character bigotry is strictly prohibited. Disagreements on world views differ between members, when debating such topics, think arguments through and phrase them in a way the is respectful of the other side. Nations themselves are allowed to hold ideologies that may have oppressive tendencies, but do attempt to build that up through world building, and preferably have a factbook page stating your disapproval of your nations ideology.

    • Unnecessarily gatekeeping member due to language obstacles or other obstacles is prohibited. Approach member and attempt to aid them in their struggles. Attempt to understand before you set out your judgement, do not directly oppose those that may struggle linguistically.

  • Section 3; Officers of Enforcement, the founder and the WAD reserve the right to enforce these laws at their own discretion, increasing disciplinary actions in intensity based on the severity of the law violation or the occurrence of a multitude of violations. It is expected for any disciplinary action to be accompanied by at least an explanation to other law enforcement entities and, when necessary, to the entire region. Disciplinary actions may include:

    • A public or personal warning through the regional message board or a telegram.

    • A suppression on the regional message board.

    • A temporary mute on the regional message board on.

    • Eviction from the region.

    • Eviction and an indefinite ban from the region.

    Extreme violations may result in the blacklisting of your nation and your puppets within the entire commonwealth, this matter does lay outside of the regional authorities of the regional government.

  • Section4; Officers of Foreign Affairs, officers of enforcement, the founder and the WAD reserve the right to enforce transregional laws and blacklists to ensure that blacklisted nations and players are properly excluded after severe or repeated violations. Any Disciplinary action may be taken that is appropriate to the transregional law violation or blacklist. The alteration of transregional laws and blacklists do not lay within the regional governments authorities.


ARTICLE 4: THE REGION AND THE WORLD ASSEMBLY

  • Section1; Regional World Assembly Members retain all freedom to interact with World Assembly features, assuming they are following World Assembly protocol. They have free will and power in what they vote for in the General Assembly and the Security Council, and will not have an arbitrary endorsement cap enforced upon them. Members may receive and give out any endorsement they may want, and retract them at any time.

  • Section 2; The World Assembly Delegate is to vote along with the majority vote of the region at least three days before the end of the vote. Regional votes changing after the WAD has cast its vote may result in the majority not being followed if the was done within those last three days.

  • Section 3; Regional World Assembly Members, including the WAD, reserve the freedom to discuss World Assembly proposals in all regional communication methods that either do not have a specified purpose, or are purposed for World Assembly discussion.

  • Section 4; The World Assembly Delegate can make General Assembly and Security Council proposals at their own will, as long at they follow World Assembly protocol. It is however suggested to first discuss proposals with the region if they are not in cooperation with other regional governments.

  • Section 5; Regional World Assembly Members may suggest proposals to the World Assembly Delegate publicly or privately, after which the proposal will be brought to a regional vote to see if the proposal should be proposed to the World Assembly. If disagreement may arise, the region can further draft upon the proposal.
