Overview

Camp Duspan is a military complex in Corsica-on-Skarmoy, Bulbasaur reichpact where the People's Army of North Baba (PANB) has troops stationed. It is under North Baban military control but can be managed anytime by the Bulbasaur authorities. The Corsica-on-Skarmoy Military Community is composed of soldiers, family members, civilians and retirees with a small number of air and sea personnel also stationed there. The base serves as the headquarters of North Baban Forces North Osea (NBFNO) and the External Guard. Camp Duspan serves as the headquarters of PANB Garrison Duspan of the PANB Installation Control Command, an umbrella for all North Baban military properties in Corsica-on-Skarmoy. The base is named after Captain Emilio Duspan, an EXGU hero of the Bulb-Kek War and recipient of the Glorious Braviary, among other military honors.

History

In 2020, North Baba and the Bulbasaur reichpact signed an agreement that North Baba would occupy land near Corsica-on-Skarmoy after the former accepted the Miltank Plan proposed by the latter and agreed to lease land from the latter nation’s government for use as a military base. North Baba was to occupy, use, and modify all agreed properties to fit the needs of a military base. Bulbasaur Reichpact was to retain ultimate sovereignty, but during the occupation, North Baba was to exercise sole jurisdiction over the properties. Therefore, it was understood that the North Baban government would have the right to acquire, by purchase or eminent domain, any land included therein. This land became Camp Duspan.

A second agreement stipulated payment methods, set up a survey of the site, paid for by North Baba, and the marking of boundaries with fences. All private lands within the boundaries were acquired by the Bulbasaur reichpact with a North Baban payment advance facilitating said purchases. Mutual extradition was guaranteed as well as the prohibition of any commercial or other enterprise within the leased areas.

When the External Guard (EXGU) ended its participation in the Bulb-Kek War with the Reichpact’s defeat, Camp Duspan was the initial reception station for soldiers, equipment and supplies returning from the battlefield.
With Bulbasaur reichpact now in a union with Ye olde kek kingdom, North Baba established a force there in addition to permanently moving the EXGU garrison to the camp. On 21 September 2020, North Baban Forces North Osea (NBFNO) were activated and formally established via a North Baba-Bulbasaur agreement.

The military facilities at Camp Duspan (mainly training areas for infantry, artillery, engineer, signal organizations, and cooks) have 10,000 North Baban soldiers and External Guards stationed there. The camp also serves as a hospital center and temporary encampment area for troops during maneuvers and URSO deployments in North Osea as it is the only PANB base North Baba maintains in a North Osean country.

On 16 June 2021, the North Baban ministry of Defense (MOD) suddenly announced that all North Baban and URSO personnel in Camp Duspan would be removed from their stations and transported to PNB Gamle Kysten in Teostirias. Furthermore, civilian and military families were to be evacuated from Camp Duspan to Camp Mendoza as soon as possible. This was later explained when the Defense minister personally announced in a televised press conference the pending closure of the storied PANB base, the reassignment of the units within it, and the relocation of the External Guard (EXGU) garrison with all its battalions. Within minutes of the surprise announcement, a riot broke out at the Camp Duspan Officer’s Club between differing elements of the PANB and was only terminated when Base Commander Col. Merton Matthews, PANB showed up to call the involved troops to order.

After round-the-clock evacuation procedures, a very emotional closing ceremony took place on 19 June 2021 where Gen. Hiram E. Duarte, PANB; Chief of the People's Defense Staff, conveyed thanks from the People's Army of North Baba and the entire North Baban People's Armed Forces (NBPAF) to Camp Duspan and the surrounding community, including the Bulbasaur government.

The ceremony, also addressed by the State President, the Prime Minister, and the Minister of Defense, started a day after outgoing Commander Col. Merton Matthews, PANB, ordered an anticipatory lowering of the flags in the base, save for those at the administration building. It was preceded by a cocktail reception for nearly 3,000 guests at the Camp Duspan Officer’s Club and an External Guard garrison parade through the Civilian Cantonment. After a performance by North Baban and international celebrities at the Botanical Gardens, the Flag of North Baba and the Flag of URSO in front of the administration building were slowly lowered to the North Baban national anthem "Ode to North Baba," leaving only the Flag of the Bulbasaur Reichpact.

Eventually, all North Baban leaders bid farewell after a grand fireworks display and flew out to Carpio by the 'Midwinter' government aircraft from the base’s PAAF (People's Army Air Field) via PNB Gamle Kysten in Teostirias.

Daily life

There are numerous housing facilities, commissaries and a wide range of leisure installations including swimming pools, bowling alleys, cinemas and theatres, sports pitches, tennis courts and riding stables. Camp Duspan is self-contained with its own power station, water purification plant and sewage farm. Water taken from nearby rivers and wells for the irrigation systems enables green lawns, flower beds and even ornamental Botanical Gardens.

Within the camp perimeter, the Civilian Cantonment provides the accommodation for NBFNO families and the civilian workers and their families. The cantonment population of about 7,600 have their own schools, hospital, churches, temples, mosques, cinema and food markets.

The perimeter fence round the base encloses a small PAAF (People's Army Air Field) which operates several flights to and from PNB Gamle Kysten in North Osea, PNB Hivani in South Osea and Victreebell International Airport as well aircraft and helicopters supporting base operations.

Education

North Baban Family Education (NBFE) provides for the education of the children of NBFNO families and Ministry of Defense (MOD) personnel with one primary school and one secondary school, Estrella Primary School and North Osea School, respectively. The Camp Duspan School for Infant Development (CDSID) provides child care for dependents from six weeks to four years old. Serve North Baba operates a Youth Center that provides activities for dependents.
