[b]The Pocket World Assembly,[/b]

[i]Recognizing that having economic standards is necessary to have a growing economy,

Observing that some member nations lack definitive economic standards,

Understanding that member nations disagree on what economic standards to have,[/i]

[b]Hereby,[/b]

1. Defines:

    [i]a. "Economic Standard" as an ideal goal a nation should have in regards to their economy.

    b. "Market Economy" as an economy whos decisions (prices, wages, supply, what goods and services are provided) are 
        based on the actions of consumers and businesses.

    c. "Private Ownership" as a business that is owned by a private citizen(s).

    d. "Regulation" as a rule that businesses have to follow or a standard that businesses have to meet.[/i]

2. Allows member nations to decide how much of their economy will be market based (market economy).

3. Allows member nations to decide how much of their economy will be privately owned.

4. Allows member nations to regulate the market however much they want.

5. Mandates that member nations implement regulation policy adherent to these rules:

    [i]a. Regulations are reviewed using a cost-benefit analysis before they are implemented.

    b. The cost-benefit analysis mentioned in (a) shall be performed in whatever manner each member nation deems 
        appropriate.

    c. If the cost-benefit analysis mentioned in (a) shows more cost than benefit, the regulation shall not be implemented. 
        Simialrly, if the cost-benefit analysis shows more benefit than cost, each member nation shall decide wether they 
        want it to be implemented or not.[/i]

A resolution to amend the Grand Pacifica Constitution

[b]The Pocket World Assembly,[/b]

[b]Hereby,[/b]

1. Adds Constitutional Amendment 1 to the Grand Pacifica Constitution which reads:

[i]a. Impeachment of any public officer shall happen if the public officer is inactive or breaks this Constitution.

b. The impeachment shall be voted on by the Pocket World Assembly with the voting period lasting a total of 3 days. 

c. If the public officer is impeached, they shall be removed from office. If they are President, the line of succession will be enacted. If they are a Cabinet Member, a new nation shall be appointed to fill the position.[/i]

2. Adds Consitutional Amendment 2 to the Grand Pacifica Constitution which reads:

[i]a. A line of succession shall be established for cases when the President and any preceding members are impeached. The order shall be as follows: Vice President, WA Delegate, Secretary of State, Minister for Culture and the Interior, Minister for Statistics, Attorney General, Chief Moderator.[/i]

3. Adds the two amendments to a new section of the Constitution titled "Impeachment". Any and all mentioning of impeachment shall be removed from other sections and replaced with this new section.

[b]The Pocket World Assembly,[/b]

[i]Observing that some member nations do not have quality education systems and/or do not have definitive education standards,

Seeing that some member nations lack necessary education policy,

Recognizing that member nations wish to have some degree of flexibility with their education policies,[/i]

[b]Hereby,[/b]

1. Defines:

[i]a. Public School as a school that is funded by government money and follows government rules

b. Private School as a school that is funded by private organizations or individuals and may or may not follow government rules

c. Charter School as a school that is funded by government money but operates independently of the government school system

d. Vouchers as payments to people by the government that are required to be used for certain purposes

e. School choice as giving parents the ability to send their kids to any private, charter, or public school they see fit for their kids[/i]

2. Requires that each member nation's annual expenditure on education, per student, shall equal or exceed an amount equivalent to 35% of that nation's per capita GDP..

3. Requires member nations to implement standards on school curriculums, focusing on Math and English. Member nations have the flexibility to decide what the standards are. Member nations also have the choice of implementing the standards at which ever level of government they see fit.

4. Requires high schools, both public and private, in member nations to design and teach at least one comprehensive course on STEM topics and at least one comprehensive course on financial topics. Middle and Elementary schools have the choice of providing similar courses but are not required to.

5. Requires member nations that have private and charter schools to provide a voucher system that gives grants to low and middle income families to send their kids to those private and charter schools. Member nations have the flexibility to design the system in what ever way they see fit. Member nations also have the choice of implementing the system at which ever level of government they want.

6. Allows member nations to implement public school choice if they choose to. Public school choice is not required, but if it is to be implemented, it can be designed and implemented in whatever way the nation chooses.
