Imperial Decrees of Emperor Matthew of Hartfelden [ARCHIVE | HRF]

First Imperial Decree
The intent of this Imperial Decree is to formally execute the various changes the Empire of Hartfelden has experienced within the past months. By Imperial Decree, the following provisions are to be placed into effect immediately.

Section I - Reorganization

  1. The constitution of Hartfelden is hereby dissolved and rendered void.

  2. All prior Imperial Decrees are hereby rendered null and void.

  3. The Imperial Armed Forces are hereby disbanded.

  4. Disbands the Inquisition is hereby disbanded.

  5. The Sovereign shall be recognized as having ultimate jurisdiction within Hartfelden.

Section II - Laws

  1. The Penal Code of Hartfelden is hereby ratified.



Second Imperial Decree
In order to create a region based upon the principles of merit, comradery, and prosperity, this Decree is entrusted for creation of a benevolent and fair government, which shall uphold the aforementioned principles by the fostering of a more perfect region and community, based on the ideals of respect, kindness, and fellowship. Thereby, this Imperial Decree is ordained by His Imperial Majesty to become the basis of the region of Hartfelden and by His Decree, the following provisions are to be placed into effect immediately.

Section I - Imperial Government

  1. Establishes the Imperial Government, which shall exercise Executive and Legislative Power in the name of the Sovereign.

  2. Establishes the office of Chancellor, which shall function as the Head of the Imperial Government. The Chancellor shall possess the power to create new Ministries and appoint new Ministers through Imperial assent. The Sovereign shall appoint and dismiss the Chancellor.

Section II - Imperial Council

  1. Establishes the Imperial Council, which shall serve to advise the Sovereign.

  2. The Imperial Council shall be composed of Council Members, who shall be appointed at the will of the Sovereign.

  3. Establishes the office of Palatine, which shall function as the senior advisor and right-hand individual to the Sovereign. The Palatine shall possess the whatever necessary authority to carry out their tasks, unless in direct contradiction to the Sovereign.



Third Imperial Decree
The intent of this Imperial Decree is to formally execute the various changes the Empire of Hartfelden has experienced within the past months, as well as create the foundation for the future government under His Imperial Majesty, Kaiser Matthew. By Imperial Decree, the following provisions are to be placed into effect immediately.

Section I - Appointments

  1. Aav Lacerta (United Calanworie) shall be appointed as Palatine.

  2. Hanz von Hartfelden (The Northern Provinces Of Canada) shall be appointed as Chancellor.

  3. Julius'in H. von Hartfelden (Cryptarin) shall be appointed as Vice-Chancellor, and be charged with assisting the Chancellor in their governance.

  4. Bobberino (Bob of hrf) shall be appointed as Minister of the Domestic Affairs, and be charged with the management of domestic affairs.

  5. Natty (Miller Lite and Regret) shall be appointed as Minister of the Foreign Affairs, and be charged with the management of foreign affairs.

  6. Kendra von Hartfelden (Rhineland Federation) shall be appointed as High Inquisitor, and be charged with the domestic enforcement of Hartfelden's anti-Fascist, anti-racism, and anti-bigotry policy



Fourth Imperial Decree
The intent of this Imperial Decree is to elevate certain individuals to higher status and rearrange the Imperial Government. By Imperial Decree, the following provisions are to be placed into effect immediately.

Section I - Reorganization

  1. Hanz von Hartfelden (The Northern Provinces Of Canada) shall be dismissed from the position of Chancellor.

  2. Julius'in H. von Hartfelden (Cryptarin) shall be appointed as Chancellor.

  3. Hanz von Hartfelden (The Northern Provinces Of Canada) shall be appointed as Vice-Chancellor, and be charged with assisting the Chancellor in their governance.

  4. McMannia (McManniaaa) shall be dismissed from the position of Imperial Councilor

  5. Julius'in H. von Hartfelden (Cryptarin) shall be appointed as an Imperial Councilor.



Fifth Imperial Decree
The intent of this Imperial Decree is to dismiss certain individuals from the nobility who no longer are of service to the region. By Imperial Decree, the following provisions are to be placed into effect immediately.

Section I - Dismissal

  1. Strips Herzog Nequedum von Lokerzen of their noble titles.

  2. Strips Pichtonia of their noble titles.



Sixth Imperial Decree
The intent of this Imperial Decree is to grant territories and lands of the Empire to a certain individual. By Imperial Decree, the following provisions are to be placed into effect immediately.

Section I

  1. Grants Kendra von Hartfelden the territory of Mittelafrika



Seventh Imperial Decree
The intent of this Imperial Decree is to do away with the archaic infrastructure and structures of the old Empire. By Imperial Decree, the following provisions are to be placed into effect immediately.

Section I

  1. Hereby abolishes the colonial system

  2. Transfer the territory of Mittelafrika to the personal ownership Kendra von Hartfelden
