The Axriov Minister, Admiral Andrev Kighva took a sigh, preparing himself for the first council meeting since Leximus had been incoperated into Axrio as a new province. Despite this, he can't help but be frustrated about the loss of Chuuk, his greatest mistake, given to Harren only to become a glorified weapon silo. He walked in to see his fellow ministers discussing further expansion.

"Surely Tungis shouldn't be allowed to fall into Oceani or Roman hands," Qavén Minister Lawrence remarked. "The strategic importance can't be overlooked either."
"And to be fair, most ofthe true natives on the peninsula are Islinese, closely related to us Jiqazis. The south Archoni isles have already been made an explicit Oceani hands." Jiokun Minister Isoy added in.
"You mean 'closely' related to Jiokuns, and the Islinese, not truly an ethnicity, but rather just those left over following the fall of Yoshi Islaund, whom intermarried the Alolans who soon replaced them." Imian Minister Leo DiVal quickly shot down while checking the report in her hands. "Either way, surely Gespe is more dire, practically on the virge of invasion from Rome."
"So should we go to war with Rome or Oceanion, either of these proposals will surely lead to heightened hostilities, but someplace that ought to be returned to Jiqazi control proper is..." Kinghva tried to interject before being interrupted by Zrikin Minister Rachelle Jazmine.
"We'll bring Chuuk back in when you find some way they broke the treaty, until then, there's no need to antagonize Harren. In the meanwhile, a possible solution could be Novinn." She held up a map of Epilo, with the territory north of Skjoldur's holdings. "No heightened tensions, no war, no reason to go another way."
The other ministers each thought over the proposal, knowing no other option would satisfy all of them. They agreed, athough Minister Lawrence seemed particularly frustrated to do so.

Two referendums were drawn up, for Jiqaz and the people of Novinn. The referendum in Jiqaz passed with 82% for Novinn incorporation, 5% against, and 13% no opinion. The referendum in Novinn passed 11% for joining Jiqaz, 37% for remain unorganized, and 52% for proposing to Skjoldur to be incorporated into Vinnland. And so it the motion failed. And so they reconvened.

Before anyone spoke Minister Jazmine displayed another potential claim, "Perhaps the bay between Acadie and Slavacia, with the proposed name, Nuvobie."
Lawrence spoke up, "Where is this even coming from?"
Jazmine shot back, "I've looked into several potential locations to expand, and from the looks of our fellow executives, you are the only dissenter at this time."

A new referendum was drawn up, with no proposal sent to the sparsely populated area. In Jiqaz it passed 65% to 20% no and 15% no opinion.

Admrial Kighva's Office

Minister Kighva returned to his office, reviewing the treaty, frustrated he hadn't included proper terms for Chuuk to be returned. He was a war man, not a treaty guy. He scanned over several times before realizing he had overlooked a simple solution, Axrio was the only one of the republics who signed the treaty, it didn't matter if the other ministers were against the idea, he was the only Jiqazi who signed, it was his choice if he had to follow or not, especially given recent isolationism from Harren. He wrote up a quick statement.
"In interest of my fellow Axriov citizens, I declare that the port of Chuuk will be reincorporated into Axrio. As the sole Jiqazi signatory, it is up to me if Harren had failed to meet their end of the deal, and the deaths of tens of thousands of Jiqazis absolutely fails." He sent word to Chuuk, requesting they prepare themselves for a change of sovereignty back to where they belong.
