Wooloo Pact Constitution
in order to maintain freedom and order among the people of the Kingdom of the Wooloo Pact, and protect justice, fairness, and freedom through a government elected by the people, do ordain and establish the Constitution of the Wooloo Pact
The formal name for the wooloo pact shall be declared as the Kingdom of the Wooloo Pact. this name cannot be changed by the Parliament of the Kingdom of the Wooloo Pact. In all terms not legal, the region may be referred to as the wooloo pact or the Wooloo Pact
The Monarch of the Wooloo Pact shall be the founder of said region, and if they Ceased to Exist, herein called 'CTE' the Delegate shall become monarch
The powers of the monarch may be limited by the constitution but not individual laws
The Prime Minister of the Kingdom of the Wooloo Pact shall be decided by a majority vote of the people of the wooloo pact, with an election being held every six months, on the fifth of October and the fifth of April
The Prime Minister may appoint and dismiss minister as they wish
the ministers will be the: Minister of Labour, Minister of Defence, Minister of Education and Welfare, Minister of Tourism, Minister of the Treasury, Minister of the Interior, Minister of Foreign Affairs, and Minister of Infrastructure.
the Deputy Prime Minister will replace the Prime Minister if the Prime Minister is removed from office, is unable to readily do their duties, or CTEs
the Kingdom of the Wooloo Pact must create and maintain a Wooloo Pact Army, Air Force, Navy and Marines/Special Forces
the Kingdom of the Wooloo Pact will have a Parliament, that shall be elected every two months, on the fifth of every second month
the Kingdom of the Wooloo Pact Parliament will be of the utmost legislative authority.
Parliament has the power to levy and impose taxes, and create and impose laws
A 2/3 Majority of Parliament may pass a Bill of No Confidence against the government, removing the Prime Minister
Parliament may not pass a law of ex post facto, or suspend the Writ of Habeas Corpus unless in times of war
Political Parties are free to form in the Kingdom of the Wooloo Pact, though they may be dissolved through a 2/3 majority of the Parliament
Members of Parliament must registrate in a party to run for Parliament or declare they run as a independent
Parliament may not make any laws restricting waging war between nations in the Kingdom of the Wooloo Pact
Any agency or government affiliated site may not interfere with political processes if anybody kind
The Delegate to the World Assembly (WA delegate or WAD) is required to Recommend votes to the World Assembly Member
The WA Delegate may recommend these votes at their full discretion
the WA Delegate may not maintain legal authority as the Delegate. The office of WA Delegate contains no Legal Authority.
the delegate must appoint a Deputy to help them in WA affairs
The Supreme Court of The Wooloo Pact shall have the upmost Judiciary authority. It shall be composed of five Justices, who shall be nominated by the Prime Minister and be confirmed by Parliament. The Justices shall choose among themselves a Chief Justice, who shall act as the presiding judge in court cases.
All people charged of a crime are innocent until proven guilty, and may not be denied bail or held in a jail, prison, or death row cell unless declared dangerous to the public by a court.
A trial may be held when a citizen of The Wooloo Pact has been suspected to have committed a crime, which is to be defined as a violation of any rights under this Constitution, as well as further Parliament legislation.
A citizen may sue another citizen if they feel that they have committed a crime
the plaintiff and defendant may not be denied a lawyer to defend them at trial
A citizen may not be put on trial for the same crime multiple times.
The plaintiff, defendant, lawyers, witnesses, and judges are required by law to speak the truth and nothing but the truth, and to do so otherwise is considered perjury.
A defendant has the right to a fair and quick trial, and trials that last longer than 1 year and 6 months are declared mistrials
The defendant may be declared guilty if the Supreme Court is certain that they have committed the crime. Their punishment is defined by the crime and the legislation that declares it as a crime. The verdict shall be enforced swiftly and immediately.
All citizens of The Wooloo Pact have the right to keep private their personal opinions
All citizens of The Wooloo Pact have right to speak their political opinions freely
All citizens of The Wooloo Pact the right to practice whatever religion freely
All citizens of The Wooloo Pact the right to free speech in the press
All citizens of The Wooloo Pact the right to peacefully assemble.
A Citizen of the Wooloo Pact May not bear witness to them self at trial
