The sultanate of the Somalli pirates is a constitutional federal sultanate, where the sultan, Mohammed III and some other royal family members, like ahmed V, have diplomatic power, and the deputies, congress, president, etc. have the power to make laws and policies. Most of the institutions which enforce law are private, but have loyalty to the crown an the government (they can act in other countries, but they cannot chose to leave in the pirate lands, unless ordered by the government) this means that cops, trash cleaners, nature guards and more all work to private corporations like SNI (somalli nature inc.) and CCP (cleaning company pirate).
