TEP RMB Rules and Guidelines


Hello! These are the official TEP RMB Rules and Guidelines, passed by the Magisterium on January 24th 2021. This is generally a simplified version of the full text (spoilered at the end of this document!) made to get you quickly informed on what's allowed and what is not allowed within the East Pacific. Remember to follow the RMB Etiquette!

Common Sense Guide for the Regional Message Board

This dispatch is a summary of East Pacific laws and regulations on the Regional Messaging Board (RMB). It in NO way represents the site rules. Those may be found at the One Stop Rules Shop (OSRS)


DO NOT

Advertise

Advertisement is defined as the attempt to sway any resident of The East Pacific to move any of their in-game nations to a region that is decidedly not The East Pacific. Advertisement includes:
Using the "[region][/region]" BBCode link or the

"nationstates.net/region="
link to showcase any region.
Posting about the benefits of leaving The East Pacific and joining their region.
Asking for any nation of The East Pacific to send a puppet to their region.

Ban Evade

Ban Evasion is defined as the act of using an unidentified puppet to bypass a regional or site ban, for any purpose. Since Ban Evaders already have violated enough rules to get banned, Ban Evasion is punishable on every occasion by an additional ban.

Spam

Spamming is defined as excessive posting of multiple messages on your message board within a short period of time. There are three major types of spam banned in The East Pacific.
Multiposting (commonly called doubleposting, tripleposting, etc.) is defined as posting the same message multiple times in a row on the Regional Messaging Board, or posting messages that are similar enough to each other that they convey the same message. Multiposting unnecessarily clutters the RMB, and is thus considered spam.
Chainposting (commonly called doubleposting due to the similarity between the two) is defined as posting two or more messages on the Regional Message Board without any form of filler in between. A filler is defined as a post separating two posts by the same person. Fillers must be posted by an account other than the one that posted immediately before it, and immediately after it, or else it is also considered Chainposting. Excessive posting of fillers could be considered Multiposting.
Likespamming is defined as the repeated liking of any specific player's posts on the RMB, the repeated liking and unliking of a specific post on the RMB, and the repeated liking of every single post on the RMB.
Posts of Excessive Length are defined as any message over [BLANK] lines of text posted on the RMB without usage of the spoiler BBCode to shorten the post. This category also includes ASCII textart over four lines of text posted on the RMB without the usage of the spoiler tag.

Doxx

Doxxing is defined as violating personal privacy by revealing private data of any player to the public or to any other player. Examples of private data include social media accounts, IP addresses, postal addresses, E-mail addresses, telephone numbers, names, or other real-world identifying information. Doxxing yourself is discouraged but, in some cases, allowed. Pretending doxx someone, which is defined as publicly or privately revealing falsified private information, is also illegal.

Falsely Accuse

False Accusations are defined as the wrongful accusation against another resident of The East Pacific. This can be an accusation of any crime in this list, or an accusation of any site offense.

Flame

Flaming is defined as any personal attack against another player, expressed via OOC (out-of-character) comments; insults, excessive swearing and anything posted with intent to offend or anger another player or a group of people. In-character remarks can be interpreted this way as well, so watch what you post if other posters are unaware you're not serious. Repeated instances of flaming directed at the same player can be considered harassment, a more serious offense. Flaming at a certain point becomes a site offense.

Flamebait

Flamebaiting is defined as any post that is made with the aim of angering or offending someone indirectly. Not outright flaming, but still liable to bring angry replies. Flamebaiting is a far more subtle and covert action; it is an underhanded tactic that is designed to provoke a response from another player. Another type of flamebaiting is malicious quote editing, which is defined as changing the contents of a quoted post without showing the original text, either through color changes or strike-out, with the intent to offend or anger someone, or to falsely accused them of another crime. Impersonate

Impersonation is defined as any attempt to maliciously impersonate another nation or region without consent, including employing a similar name or attempting to hack nation or region passwords. If you have consent, ensure that you have evidence of this to prevent punishment for such a crime (See False Accusations). If consent is revoked, the person who originally gave consent must inform the impersonation account before reporting it.
Mod Impersonation is defined as any attempt to maliciously impersonate a Site Moderator.

Post Inappropriate Content

Inappropriate Content is defined as any post considered intolerable by the US movie rating "PG-13" standard. Swearing may be tolerated, but any type of lewd, explicit, or sexual content is not allowed on the RMB.

Pingspam

Pingspam is defined as pinging one person repeatedly or pinging a large number of people, usually over ten, with no valid cause, as determined at the discretion of the Regional Officers. Pingspamming is punishable by warnings, and, in extreme or repeated cases, a ban from the region.


Punishment

Punishment for these offenses generally includes a post suppression and a warning. Any resident of The East Pacific may freely issue a warning to the offender without consequence.
Punishment for Advertising may include a suppression of the offending post and a ban from The East Pacific. Advertising for an Out Of Site (OOS) product or website may be reported to Site Moderators, due to this being against Site rules.
Punishment for Spam includes a warning and a suppression of the offending post. With multiposting and chainposting, five offenses in total can result in a ban from The East Pacific. With likespamming, due to the lack of ability to suppress a post, only a warning is issued, but repeated offenses may result in a ban from The East Pacific. With Excessive Length, a warning is issued along with a request to add a spoiler tag. If the offender refuses, the post will be suppressed. Repeated offenses may result in a ban from The East Pacific. Spam offenses may also be reported to Site Moderators
Punishment for False Accusations includes a warning and post suppression. Repeated offenses may result in a ban from The East Pacific.
Punishment for doxxing includes a post suppression and a ban from The East Pacific. These offenses may also be reported to Site Moderators.
Punishment for flaming includes a post suppression and a warning. Repeated offenses may result in a ban from The East Pacific. Excessive flaming may be reported to Site Moderators.
Punishment for flamebaiting includes a post suppression and a warning. Repeated offenses may result in a ban from The East Pacific. Excessive flamebaiting may be reported to Site Moderators.
Punishment for impersonation includes a ban from The East Pacific. Malicious impersonation may be reported to Site Moderators.
Punishment for inappropriate content includes a warning and suppression of the offending post. Repeated offenses may result in a ban from The East Pacific. Excessive examples, or IRL solicitations may be reported to Site Moderators.

When you interact with the community in a friendly manner, when you are sharing your ideas and getting involved, and having fun, you are enlivening not only yourself, but all of us. So live a little. Whether it's character roleplay or nation roleplay, whether it is on or off a map, roleplay is the blood that runs in our veins. So try it out. Valsora is the mainstream Regional Message Board (RMB) Roleplay (RP), run by Merlovich. This map has been home to most of the RPers in The East Pacific and is the most recommended by RPers. Other RMB RPs include Tierrarde, run by Plazland and more. Forum RP is, as the name suggests, done on the LinkEast Pacific Off-Site Forums. This map is run by a variety of cartographers and is home to some of the older RPers in The East Pacific. Some people even double up on Valsora and Urth, which is the name of the Forum RP map. Additionally, there are Discord RPs, which are done on specific discord servers. There is no mainstream discord RP, but there are minor ones.

Have Fun!

When it comes down to the fundamental aspects of NationStates, on-site and off, the most important thing to remember is that this is a game. You aren't forced into anything, and the most important thing to do is to have fun. Do whatever you can to have fun because life's too short to be wasting it by not having fun. As long as you maintain proper etiquette and have fun, your NationStates experience will be memorable in the best way possible.

Offences

Spam

Spam is not allowed under any circumstances in the East Pacific. There are four types of spam not allowed within the East Pacific.

The first example is pingspam. Pingspamming is mentioning or quoting any nation at least ten times within the past 40 messages. Say for example I pinged Aivintis 12 times in 20 posts- not allowed!

There is also chainposting- also known as posting three or more times in a row. This makes the RMB look disorganized, and it is useless because one can just use the edit button to edit all of your new content into one post. The edit button is your friend!

Posts of Excessive Length is another instance of spam, which means posting messages with 20 or more lines without a spoiler. Use a spoiler by doing

[spoiler]this.[/spoiler]

Last but not least, there's multiposting. Multiposting is posting the same (or similar) message within the past 30 minutes at least 5 times. Multipost example. Multipost example. Multipost example. Multipost example. Multipost example. Multipost example.

Harassment

Now that we've gotten the spam out of the way, it's time for Harassment. Nobody likes harassment. It leaves everyone feeling hurt, and leaves the harasser banned from TEP. Don't harass people.

Flaming and flamebaiting are both types of harassment designed to make someone angry- however, there are differences between the two. Flaming is calling people mean names, threatening, that sort of thing. Whereas, flamebait is designed to make someone angry and flame back without necessarily flaming. Promotion of Extremist Ideologies- defined as promoting ideologies that discriminate against certain groups of people, sometimes falls into Flaming or Flamebaiting.

Impersonation is claiming you are someone you are not. Say, for example, I claimed I was TEP's dear Delegate- not allowed. The same punishment applies for whomever you decide to impersonate.

Malicious Quote Editing is someone editing another's message using the Quote feature to make them look bad. For example, if I made a normal post saying hello and someone edited it to make it look like I'm saying something hurtful, I would be punished for Malicious Quote Editing.

Finally, posting Explicit Material is posting material that's, you know, NSFW. I will leave it at that.

Advertisement

For the last category, here's the Advertising rules. Advertising any region, whether it be the North Pacific or any random UCR with only one nation, is not allowed under any circumstances.

Full Text of The RMBRA (2021)

BE IT ENACTED by the Magisterium of the East Pacific:

SECTION I. CITATION

...1.1- This act shall be known and cited as the "Regional Message Board Regulation Act, 2021" (RMBRA 2021).

SECTION II. SPAM

...2.1- For the purposes of this act, “Spam” is hereby defined as any action which is meant to waste space and render the Regional Message Board (“RMB”) difficult or impossible to use OR any action which aims to annoy other nations.

...2.2- Examples of Spam shall include but are not limited to:
......2.2.1- "Multiposting"- posting the same message, or posts similar enough to each other that they convey the same message, with an intent to cause disruption to the community and/or on-going conversation.
......2.2.2- "Chainposting"- posting three or more messages on the Regional Message Board without any other nation posting in between those messages.
......2.2.3- "Posts of Excessive Length"- any message of beyond 2500 characters posted on the RMB without the use of dispatches or spoiler tags to hide the length, in order to limit the functionality of the RMB or disrupt conversation.
......2.2.4- "Pingspam"- mentioning or quoting (hereinafter "pinging") one person over ten times within two pages of the RMB or pinging over ten people, without reasonable cause.

SECTION III. HARASSMENT

...3.1- For the purposes of this act, “Harassment” is hereby defined as any action which aims to belittle, offend, cause extreme discomfort to, or provoke any specific nation or group with an intent to cause distress and/or anger.

...3.2- Examples of Harassment shall include but are not limited to:
......3.2.1- "Flaming"- any offensive personal attack against another player expressed via name-calling, obscene comments (such as "f--- you") or depictions of obscene gestures (such as "the finger"), and/or other comments posted out of line which are designed explicitly to insult and provoke anger.
......3.2.2- "Flamebaiting"- any writing or image that, within its context, can reasonably only be understood as offending someone indirectly to provoke or solicit a reaction.
......3.2.3- "Malicious Quote Editing"- the act of altering the contents of a quote to anger or falsely discredit a resident or citizen of The East Pacific. The act of cutting out inappropriate words or content from a quote shall not be considered Malicious Quote Editing.
......3.2.4- "Impersonation"- any attempt to maliciously impersonate another nation or region without consent, or any attempt to falsely claim a position of governmental or otherwise administrative authority.
......3.2.5- "Explicit Material"- the detailed explanation or solicitation of any type of lewd or sexual content, and/or the explicit perpetration of any lewd or sexual acts.
......3.2.6- "Promotion of Distasteful Ideologies"- the promotion of Fascism, Nazism, or similar extremist philosophies prone to racism and harassment of specific groups of people.

SECTION IV. ADVERTISEMENT

...4.1- For the purposes of this Act, “Advertising a Foreign Region” shall be defined as the posting of any advertisement of a foreign region on the RMB.

...4.2- Nothing in this Section shall apply to messages intended to promote the East Pacific.

SECTION V. SENTENCING

...5.1- Any nation who is caught committing Spam, Harassment, or Advertising a Foreign Entity shall be considered to be committing a summary offence and may face message suppression, ejection, and/or indefinite banishment from the East Pacific, at discretion of the Delegate or Regional Officers.

...5.2- In any instance where the definition or possible sentences of the aforementioned offences conflict with other statutory law of the same level, this Act shall be applied first.

...5.3- All Citizens have the right to appeal to the Conclave on any punishments and/or actions taken against them.
