The Basics of Defending

Military Gameplay seeks to seize the WA delegate position from a region, usually regions with executive WAs. For defenders, their job is to prevent raiders from seizing the WA delegacy and doing damage in a region.
There are three types of operations defenders do.
Defense
Liberation
Detagging
The best way defenders can stop raiders is by preventing the raiders from gaining the delegacy in the first place. This is known as defense.
Defense is when defenders jump to regions and prevent raiders from getting the WA delegacy in the first place, either by increasing the endorsements of the native delegate or seizing the delegacy themselves..
To defend a region, one must cross-endorse all defenders in a defender jump point and then watch the raider jump point to track the raiders movements. The moment you see a raider jump into another region, jump with them to prevent them from gaining the delegacy.
The regional activity page is too slow to chase raiders as raiders can come in mere seconds or less before a region's update. Instead, it is advised defenders use reliant as a way to track raiders.

Once you have reliant zip file extract all files
Then go to chrome extensions, turn on developer mode, and load unpacked and choose your reliant file. You should have the new reliant extension.
Most raids are tag raids which's when raiders briefly become delegates, make themselves regional officers, resign the wa, vandalize the region wfe, close embassies, change tags, etc. and then move on to the next region. However once raiders stay as delegate and ask more raiders to come and endorse the raider delegate (known as piling), the raid then becomes an occupation.
When that happens, defenders do what is known as a liberation to free the region from the raiders.
Liberations is when things get serious, you might need huge numbers especially occupations that consist of multiple raiders orgs supporting the occupation. You will need to know the occupied region's update time and coordinate with other defender orgs. If you already reside in the region by the time of the occupation, stay put and lay low, endorse the former native delegate. For the rest of the defenders cross-endorse one another and be prepared to move. When the region's update is mere seconds away, jump into the raided region and endorse the former native delegate if you can.
Keep in mind raiders have scripts that can quickly ban players, so multiple sieges might be needed in order to liberate a region.
If you updated, congratulations you've gained influence, now lay low and endorse other defenders and natives in the region. DO NOT INTERACT WITH RAIDERS unless you want to be an easy target for a banjection.
If you get banjected, no worries, join the next siege with a new puppet and repeat until the region is freed at last.
Detagging is cleaning up the mess raiders have done after a tag raid or an occupation once the raiders have left.
Detagging is very easy, go to a region that has been raided, take the delegacy, and clean up the vandalism that raiders have left in the region
Once you become delegate, dismiss the Raider RO, appoint yourself the RO, and restore the WFE, embassies, tags, flag, and banner if needed. You might also need to modify the governor name if the raider has changed the governor name.

Put your own region's flag in the region
Have embassies with your own region (you must have embassies with regions it originally had)

What you're seeing my friend is a region that has been refounded.
Refounding occurs when raiders clear out all nations in a region, then wait for the next update.
Since a region with zero nations will cease to exist in the next update, the raider can create a new region with the same name essentially having all the powers of the governor in the region. Once that happens it's usually too late to save the region as the raider governor can banject anyone without influence and has gained total control of the region.
Since the governor and frontier update, refounding has been declining as refounding always carries the risk of someone else refounding a region instead of the raider known as refound sniping. Raiders have been increasingly converting regions into frontiers to either password the region or to convert the frontier back to a governorship with the raider as the new governor.
Defenders are usually told not to refound a region.
Useful terms to know:
Puppet - Another nation that you own besides your main.
Cross Endorsing/Crossing - The act of endorsing a nation and all nations endorsing them.
Update - When the region counts endorsements and changes the wa delegate of the region when needed along with increase of influence. Each region has its own update time and every nation can only update once per update. So if your nation updated, you must switch to another nation.
Switchers - Puppets used during military ops. When you use switchers you admit membership to the WA with one of your switchers, move to the region, once you update you resign your current switcher and admit with the next. Over 30 switchers can be used in one update!
Jump point - A late updating region where people store puppets and prepare to jump into another region.
Tag raid - Tag raid is a type of raid where raiders only seize the wa delegacy, instantly make themselves officers, and resign and move onto the next region. It's the easiest to fix raid and more of a nuisance than anything serious.
Occupation - A more serious type of raid where raiders occupy and control a region for prolonged periods of time.
Piling - When raiders after seizing a wa delegacy ask more raiders to come and endorse the raider delegate to secure their delegacy.
Support - Defenders when they come into a region and endorse the native wa delegate to boost their endorsements. These type of operations are mostly exercises.
Siege - When a liberation attempt doesn't succeed however members of the liberation coalition has gained influence in the region. This gives natives and liberators a support base allowing increase the support so the next siege could lead to a liberation.
