Constitution of the Alliance du Lys


Article I: La Régence
  1. La Régence (The Regency) is the political system of the Alliance du Lys.

  2. The permanent leader of the Regency is the Régent du Lys (Regent of the Lys) which is the founder of the region of the Alliance du Lys.

  3. The Regent of the Lys has the power and responsibility to protect the Alliance du Lys.

  4. The Regent of the Lys has the possibility to modify the Constitution with the agreement of the High Council.

  5. The Regent of the Lys may summon the High Council for a consultation.

  6. The Regent of the Lys may utilize the regional controls:

    1. Executive and Appearance are exclusives powers of the Regent of the Lys.

    2. Border Control, Communications, Embassies, Polls are powers of the Regent of the Lys.

  7. The Regent of the Lys may condemn any member with regional powers for abuse of their powers.


Article II: Residents and Members
  1. A resident is defined as:

    1. A nation residing in the region of the "Alliance du Lys".

  2. A member is defined as:

    1. A nation which has formally applied and received membership status.


Article III: Member Rights
  1. Members of the Alliance du Lys have the following rights:

  2. Right to freely run their nation as long as they maintain a monarchic classification.

  3. Right to freely vote in the World Assembly, except by direct order from the Army's military staff.

  4. Right to converse on the Regional Message Board and Regional Discord Server.

  5. Right to vote in elections and polls.

  6. Right to participate to the campaigns for political positions, except when:

    1. Said member is inactive

      1. "Inactive" being defined as more than 10 days since the last activity.

    2. Said member is also a member of an enemy region during a time of war.

    3. Said member is also a soldier of another regional army.

    4. Said member is considered as an potential threat to regional security by the Régent du Lys or the Army's military staff.


Article IV: The High Council
  1. The High Council is the government of the Regency.

  2. Are members of the High Council:

    1. The Grand Conseiller (Great Councilor), the Grand Archiviste (Great Archivist), the Conseiller des Armées (Councilor of the Armies), the Conseiller Consultatif (Consultative Councilor) and the Conseiller des Communications (Councilor of the Communications)

  3. The High Council may be summon by the Regent of the Lys in order to consult his opinions by their votes.


Article V: L'Armée du Lys
  1. L'Armée du Lys (The Army of the Lys) is commanded by the Regent of the Lys.

  2. A soldier is defined as:

    1. A nation which has formally applied and been accepted into the regional Army.

  3. The Regent of the Lys take charge manage the applications to the Army of the Lys.

  4. The Army of the Lys is divided in three branches:

    1. The Enlisted / Warrant Officers, Officers and the General Staff.

  5. The Regent of the Lys may appoint soldiers to Officers and General Staff positions.

  6. The General Staff may promote soldiers among Enlisted / Warrants Officers ranks to soldiers if they deserve it.

  7. The Regent of the Lys may appoint any officer (Member of Officers or General Staff Branches) to the position of Councilor of the Armies in the High Council.


Article VI: Political Government
  1. The Great Councilor may reform his government two times during his mandate.

  2. The Great Councilor may utilize following powers:

    1. World Assembly, Communications, Embassies and Polls.

  3. The Consultative Councilor and the Councilor of the Communications are members of the Great Councilor's government.

  4. The Consultative Councilor may utilize the Polls power.

  5. The Councilor of the Communications may utilize following powers:

    1. Communications and Embassies.


Article VII: Roleplay
  1. The Great Archivist is the Roleplay moderator and writer.

    1. The Great Archivist is appointed by the Regent of the Lys.

  2. The second moderator of the Roleplay is the Regent of the Lys.

  3. The Great Archivist must be upright if he play a nation in the Roleplay.

    1. He may be relegated by the Regent of the Lys if some situations requires it.

    2. The Regent of the Lys may designate another member of the region as substitute to himself.

    3. The Great Archivist may propose a substitute for these situations to the Regent of the Lys.


Article VIII: Elections and Referendums
  1. The regional elections will be coordinated by the Regent of the Lys. The Regent of the Lys may delegate election coordination to an active member of the region if he wishes.

  2. An election last two days for a term of three months which begin the day following the end of the election.

  3. The Political Government may coordinate a consultative referendum in the region.

  4. The Regent of the Lys may coordinate a referendum for the maintain of the elected government.
