President Stephen Alvyrens Kirov

Stephen Alvyrens Kirov is the 3rd and incumbent President of Adstravia.

Early Life

Stephen Alvyrnes Kirov was born in August 28th, 1980 to Andrei Vilirich Kirov and Ailyreav Kirov. Stephen was born to a family of homeless and poor people. It's very hard to get opportunity as a low-status person in the Democratic States of Adstravia. When he was 5, he allegedly looted a house, but wasn't arrested because he was still a young person.

He entered a public school in age 5, and because he was so intelligent, graduated elementary school at age 9. But then, because of the looting incident, his entire family was killed. He swore that he will overthrow the oppressive regime in private, but then, he entered secondary education.

As a poor orphan, Stephen was an easy target for bullying, but that didn't stop him from his revolutionary endeavors, and then, he found friends that he called "First Comrades of the Revolution". They were Mark Arvigntich Smith and Lia V. Tovyrnia (his future spouse).

He graduated high school at 14, and moved on to enroll in Liberty University. At age 16, he found out about Navatorei's revolutionary partisan group and was kicked out of the University because of his "criminal" activities. He was drafted to the partisan group soon after, and he invited his "First Comrades" to this group. They accepted it.

There were many partisan groups that wanted to be free from the Democratic States regime, the most notable being Navatorei's SNP (Social-Nationalist Party), the ACC (Adstravian Communist Council) and the CAM (Concord of Adstravian Muslims). They joined forces in the secret agreement known as the Tripartisan Revolutionary Agreement.

By 1999, they moved towards the capital, and killed everyone inside the capitol building. This was called the September 1st Offensive and this killed 431 people. They moved on towards many buildings that are essential to the Democratic States regime and went on and on and on until the Midwinter Declaration of War by the Democratic States regime.

Now, the partisans were taken seriously by the Democratic States. The Civil War was on!

Stephen took command of the 3rd Division, operating in the southwestern part of Adstravia. The most decisive battle was the Battle of Liberty and because Stephen's outstanding commando at this battle, Liberty was renamed Alvyrengrad. This battle killed 127 thousand soldiers and 876 thousand civilians.

By November of 2001, Adstravia was fully in the hands of the current government, the SNP. The ACC and the CAM got their independent states which are now incorporated into SFR Adstravia, ruled mostly by the SNP.

By 2002, he went back to college and studied there all the way until he got a Ph.D in 2009. During attending university, he ordered the purge of the ACC (2003) and married with Tovyrnia (2004). Now begins a new chapter in his life, the political chapter.

Rise in Politics

In 2011, Navatorei caught an unknown sickness. He asked to be quarantined, and he was sent to an estate in the Evergreen Forest of Adstravia. Technically, Navatorei was still president, but the Quadrumvirate (composed of Stephen, Tovyrnia/Kirova, Arvigntich and Vyridens) ruled the nation. Being new to his political life, the senior, Vyridens, took most of the power within the Quadrumvirate, but he was seen as "an elitist, unknown technocrat" by the people.

In December 21, 2012, Navatorei died in his estate. The estate was then covered by concrete. Vyridens became president. This were met by a backlash, and his approval ratings were only about 27.4%. Meanwhile, Arvigntich, Tovyrnia and Alvyrnes was popular as excellent commanders in the revolution. Because of this, Vyridens ran for re-election with Alvyrnes, and it worked! Vyridens won with a landslide in 2014.

From 2014 to 2018, Stephen worked as the vice president of Vyridens, and then, Stephen ran for candidate, and won with a landslide.

Leadership

As a leader, he consolidated power, changed the constitution so he can become president until "the problems are fixed", changed the election system so that only the highly intelligent can vote, and made a cult of personality around himself. He took all positions and combined them into one, becoming the "Sole Executive" of Adstravia. Vyridens, Arvigntich and Tovyrnia became not ministers, but advisers. Most of the time though, Stephen follows their advice.

Policies

• Intellectual Voting Act
  According to this policy, you need to have an IQ above 120 to vote, and now, only 14.7% of Adstravians could vote. Absolutely not a step closer to authoritarianism

• Conscription
  Every man and woman aged 22 to 23 must serve in the nation's military.

• Firearms Act
  Ex-soldiers after conscription must retain their firearms, but with the ammo seized by the state.

Personal Information

Stephen Alvyrnes Kirov was, compared to previous politicians, had more time to entertain themselves. Stephen is now reclaiming his long deserved childhood, and sometimes acts slightly childishly for that reason. Also compared to other leaders, Alvyrnes was more romantic. Despite all this, when he is on the job, he is extremely serious, and with his "the end justifies all means and methods" mindset, he sometimes does not regard human life.

Stephen, even though with his job as president, still finds time to spend with his family. According to Alexander, he was an extremely good parent. Overall, his lifestyle is very close to the average Adstravian.
