Remastered: The Constitution of North Ustaynga

The Book of Constitution



§1 Regional Armed Forces

a) A regional army, originally funded by the members of the region of North Ustaynga, shall, at all times, be at the ready to both protect our fellow nations, and to inflict punishment where it is necessary, upon violation of the regional constitution.

b) All nations that have officially joined the congress of North Ustaynga shall be granted a two week grace period during which they cannot be attacked unless they attack another nation first. As well, formal war must first be declared before beginning to attack another nation, with the Regional Armed Forces protecting the attacked nation from a surprise attack if there is no prior declaration of war. Immediately after war is declared, all subjects must follow the guidelines of §10: War Negotiations.

c) Embassies of the Regional Armed Forces shall be established in all active nations, given they approve these implementations and provide security for the respective embassies.

d) A congress selected RAF accountant must be present as an apolitical role, with the voted person being expected and required to remain neutral and just about all matters. This accountant shall be responsible for tracking the processing inside the Regional Armed Forces, in terms of military strength as well as the performance of their industries and the conditions of their bases. They must review and declare the size of the RAF military forces, manufacturing facilities and general militarily valuable information, and the changes in RAF locations, such as the construction of new centers of operation or closures of already established but irrepairably inefficient bases. The role shall be subject to monthly elections.


§2 Outer Space Treaty

a) The lunar satellite of our planet falls under the Outer Space Treaty, according to the terms of which, all space-faring countries in Ustaynga shall be barred from claiming sole sovereignty over the planet's lunar satellite, and the moon shall be maintained as a demilitarized zone. Therefore, all military lunar operations, present and foreseeable future, are invalid, and must cease. Peaceful scientific operations may be continued.

b) The North Ustaynga Space Colony for joint and private space studies among member nations shall be founded, to help advance the shared scientific understanding of space, as well as to conduct other research aboard the station. The colony must be spacious enough to accomodate hundreds of people, provide all the necessities of life, multiple shared laboratoriess as well as private laboratoies, and be constructed in a way that new sections can be integrated eventually. The Space Station shall be funded with a 5% of each participating nation's education budget. Any use for military purposes is invalid, although it is at the hands of the Regional Armed Forces to keep the peace onboard.

c) Nations shall be allowed to set up defensive weaponry in order to defend themselves from any threat bringing the respective space colony into jeopardy, however, not to commence an attack by itself. Failure to comply with the "no attack" clause shall result in the respective space colony being demilitarized immediately, and their owners expropriated from it.

d) Every nation (or alliance of nations) shall be bound to the limit of one claimed planet each. Also, weaponry used to defend the claimed territory shall be restricted to have its maximum power be of enough force to merely destroy an upcoming asteroid of five miles in diameter, and its reach shall be limited to be able to destroy oncoming objects in immediate vicinity to the respective colony to prevent defensive weaponry of jeapordizing Earth.


§3 Cryogenical Wildlife Preservation

A joint bio-bank and database containing information and samples on the various fauna present in the nations across North Ustaynga shall be finalized, for the sake of helping the nations of the region learn more about each other's ecology as well as scientific advancement, and preserving regional wildlife.


§4 Gladiator Sport

The region shall host regional gladiator fights, pitting the most capable warriors of each nation against each other. Smaller coliseums shall be constructed in willing nations in order to hold preliminaries, and the grand coliseum - where the grand championship will be held - is to be constructed in a nation to be chosen by congress (originally: Deathkilltopia). Each nation must cover all expenses for their own gladiators, and coliseums shall be partially funded by an amount of tax set contributed by each participating nation. Revenue from all battles shall be split evenly, and the nation to win the grand championship shall receive a large reward.


§5 Regional Holiday

In honor of President Zaafir Faai'q of Zhokinland, a region-wide holiday shall be instituted on the date of his death, July 18, 2017.


§6 Health Initiative

Following the incapacitation of Prince Donovan I, a regional health effort shall be initiated in order to raise the quality of public healthcare throughout regional lands. Upon the passage of this bill, all member nations shall henceforth be requried to make healthcare an immediate priority, and each national effort will be funded independantly from the coffers of every nation's respective leaders, for a minimum length of at least one month.

§7 Pizza Ingredients

Pineapple is considered an invalid ingredient for pizza, and must not be used as a topping.


§8 Animal Citizenship

Any legislation involving the citizenship of birds and other animals have no effect on other nations in the region. It is at the discretion of each individual nation to decide upon the rights of their respective animals.


§9 Regional Congress

a) The creation of a new regional congress building in a city of one of the member nations shall be finalised; which nation is to host the building on their land shall be voted on monthly. Only nations that volunteer shall be considered for the new building. The nation that is chosen for the honour is obliged pay for the construction and maintenance of the new congress building, as it will be located in one of the nation's cities.. As well, the city that is chosen will have the conventions of the Regional Congress held there.

b) To ensure more professional and appropriate handling of governmental duties, alcohol consumption within the holy halls of North Ustaynga's regional congress shall be limited to no more than the equivalent of two glasses of wine a day.

c) All security forces inside and around the halls of congress that are not part of the Regional Armed Forces are barred from being present, and strict security checks on all representatives and visitors must be performed, without exception. Should the sovereignity and/or neutrality of the Regional Armed Forces staff not be given, national security servicemen shall be allowed to guard the palace compound, with the currently tightened security regulations remaining active.


§10 War Negotiations

There must be a neutral party to negotiate between North Ustayngan nations engaging in war or similar military conflicts, IF agreed to by both (or more) included, opposing nations. If a nation refuses to accept a third, neutral party negotiating, they shall be penalized by a temporary trade embargo inside North Ustaynga, the length depending on the recklessness of their actions towards fellow member nations.


§11 Debt Encumbrance

Considering the possibility for nations to incur debts with a trading partner, unless otherwise stated by the trading partner, the indebted nation will have 28 days to pay their active debts. Failure to comply shall result in a regionwide trade embargo lasting for a total of 90 days.


§12 Elysian Food

Food, drinks, and other goods that can be imbibed or used on one's body from Elysiatum shall be banned in countries besides Elysiatum due to their dangerous nature towards humans, and a lack of clear declaration that respective substances are indeed harmful to humans.


§13 Sports Organization

The creation of sports leagues over the region shall be promoted. Matches of all available sports and tournaments between nations may be chosen and terminated at own discretion.


§14 Nuclear Weaponry

The use of nuclear weaponry is banned under all circumstances. All nations are obliged to cease manufacturing of such weapons and to deactivate their existing nuclear arsenal.


§15 Electoral Bribery

The practice of bribing other nations to vote in a specific way in congress is invalid, as well as the practice of purchasing votes.


§16 Legalization of Cannabis

It shall remain at the discretion of any individual nation to determine the legality or illegality of cannabis, rather than regional congress. The right of a nation to legalize cannabis shall be protected by regional law.


§17 Chemical Weaponry

Environmentally destructive chemical weaponry, excluding the use of anti-riot chemical weaponry, being recognized as the level of tear gas, people-targeted weaponry, pepper spray, and alike, are banned from being used in environmentally stable regions, such as Firnean rainforests. This bill includes chemical weapons that cause long-lasting, widespread damage, such as Agent Orange and mustard gas, but also weaponized herbicides and pesticides to ensure the availability of basic human necessities, such as food, basic ecosystem preservation, and a general well-being of all parties in warfare. The use in areas such as far northern desolate, lifeless, wastes shall remain valid.


§18 Pop Music Nearby Congress

Bustin Blieber’s Music is to be banned from being played within ten miles of the regional congress, and is also not to be played within the building itself. Disregarding this bill shall result in a removal from congress until another representative can take their place. Staff violating the bill shall be released from their duties.


§19 Endangered Animal Protection

All animals deemed to be endangered shall be returned to their natural habitat or what their current, most natural, available habitat may be, unless it be voted on specifically that an animal in question be turned over to a zoo or synthetic habitat to further their lifespan.


§20 Non-Nuclear Weapons of Mass/Apocalyptic Destruction

Any weapon that can realistically result in an apocalyptic scenario such as total extinction of a sentient species, or total collapse of the planets atmosphere must not be used under any circumstances. Any such weapon will me classified as a "Weapon of Apocalyptic Destruction".


§21 Piracy

The practice of piracy across the region is invalid, renderin any action of piracy itself illegal while enforcing that nations do not support any action considered piracy nor continue to allow it to survive in their respective territory.


§22 Trade Fraud

The practice of scamming, which constitutes selling of a faulty, defective, grossly overvalued, or falsely advertised product, shall be made illegal in matters of international trade in North Ustaynga, and leaves the right to ban scamming within a nation as a sovereign decision.


§23 Protection of Civilians During War

Any unarmed civilian, worker, bureaucratic personnel or any otherwise non-military or political individual must be granted the status of non combatant and be subject to the following rights in any future armed conflict:

a) Non-combatants shall be subject to protection from internal, foreign, or any other sort of military aggression. Any nation that willingly and knowledgeably carried out or otherwise participates in an act of aggression towards non-combatants that could be prevented or avoided shall be punished accordingly.

b) Non-combatants taken as prisoners of war shall have the right to humane conditions while in retention by a foreign or internal military force. This includes proper nourishment, medical attention, and proper living accomodations.

c) Non-combatants shall have the right be free of physical or psychological torture, as well as other punishment ensued by a military force, so long as the non-combatant status is not compromised.

d) Non-combatants shall have the right to not be tried for crimes that they did not directly, knowledgeably and willingly commit. They shall also have the right to not be tried for crimes committed by their comrades and to which they did not knowledgeably, willingly and directly participate in.


§24 Human Trafficking

The sale and transport of human flesh, humans wholly in slavery, and other human bodily organs is banned, with the exception of transplant organs, educational cadavers, bodies being returned to their rightful nations, and similar situations of non-economic gain; also, the product labelled as "human leather", so long as it is expressly stated in their wills that the dead used agree with the use of their bodies after death.


§25 Minority Quotas At Work

Affirmative action based minority quotas in all career fields, excluding those that require representation of certain groups of people to work at highest standards, such as the entertainment industry, are outlawed, rendering the practice of employing people based on gender, national origin, sexuality, and other traits rather than merits and skills invalid.
