1.1 Thou shalt not oil valves
1.1.1 Unless thou hast the proper licencing to do such act
1.1.2 Only such licensing power can be gifted to thee by the World Assembly
1.1.3 Those who exhibit abilities in the art of valve licensing may receive such a permit
1.1.4 This shall impede such individuals who would oil valves with little knowledge of the art.
1.1.5 For they would oil valves poorly
1.1.6 And That would make the Valve Gods angry
1.1.7 And they would bring their wrath upon the Universe and watch it burn
