General Assembly Resolution # 607
Health and Safety Act
A resolution to enact uniform standards that protect workers, consumers, and the general public.
The World Assembly,
Recognizing not only that industry is critical to the economic development of many member states, but that high standards of health and safety are critical to the development of many industries,
Concerned that some member states and employers might not have adequate laws and policies in effect to protect workers from dangerous working conditions, not only in factories and other centers of heavy industry but also - for example - in restaurants (where measures to prevent cross-contamination of foodstuffs, such as the use of different-colored chopping boards and regular handwashing, are of great importance),
Believing that employers in member states with strong health and safety standards should not be entitled to outsource jobs to member states with lax or nonexistent health and safety standards in order to increase profit at the expense of workers well being, and
Supporting the right of workers everywhere to face as small a risk of physical harm and deterioration as possible while they are working,
Hereby enacts as follows.
1. Each member state must:
publish a first, quantitative manual of guidelines listing those levels of mechanical, temperature, chemical, and ergonomic stresses which a worker in that member state may endure on a daily basis without incurring adverse side effects over time,
publish a second, quantitative manual of guidelines listing those levels of various industrial chemical substances, with reference to levels in both the factory workplace environment and a worker's blood sample, which a worker in that member state may endure on a daily basis without incurring adverse side effects over time,
publish a third, qualitative manual of guidelines explaining the steps that their workers can take to reduce their risk of injury in the workplace (both in general and at the particular type of business where they work), regardless of where they work or what their job entails, and the steps that employers in each sector of the economy must take to reduce these risks,
update the three manuals of guidelines, hereinafter "the Manuals," on an annual basis to incorporate the latest research findings and relevant statistical data, and
distribute the Manuals to all of their businesses, and
sanction those businesses who expose their workers to levels of stress and exposure to chemical substances (pursuant to Articles 1a and 1b respectively) beyond those stipulated in the Manuals, or who fail to report injuries sustained by their workers at the workplace to their member states government (to ensure its compliance with Article 2c).
2. The Health and Safety Board (HSB) is established. It is responsible for receiving the following data from each member state on an annual basis:
legal measures enacted by that member state and its political subdivisions to protect the health and safety of workers,
how frequently and effectively the measures described in Articles 1a, 1b, 1c, and 2a are being enforced by the government, and
how often per year, on average, workplace injuries occur (which shall be disaggregated according to whether they were caused by mechanical hazards, temperature hazards, chemical hazards, or ergonomic hazards).
3. The HSB shall report all member states and political subdivisions of member states whose governments fail to enforce those measures they have enacted to protect the health and safety of workers, including by failing to enforce compliance with Articles 1, 2 and 4 of this Act, to the WACC.
4. Each member state must disseminate accurate and informative publications to all of their businesses (including state-owned businesses) that describe the legal measures they have enacted to protect the health and safety of workers and explain how businesses can comply with these legal measures.

Security Council Resolution # 395
Repeal: “Condemn Reventus Koth”
A resolution to repeal previously passed legislation.
Security Council Resolution #225 “Condemn Reventus Koth” shall be struck out and rendered null and void.
The Security Council,
Reaffirming this chambers opposition to malefactors that subvert the multiverses sovereign governments, its unwavering support for the suffering natives dislodged from their homes, and its condemnation of region-wide destruction at the hands of the worlds worst villains,
Actualizing this conviction by correcting the record as it relates to SC 225, which makes an inconsiderable case attesting Reventus Koth to be one of the worst perpetrators of malicious acts and subterfuge,
Unconvinced by the target resolution's reliance on The Black Hawks's past censure from the Security Council as justification for the nominee's own condemnation, as it neglects to provide any examples of influence or impact the nation had on The Black Hawks operation beyond merely holding a title and unspecified wizardry,
Unimpressed by the target resolution highlighting Reventus Koths control of The Brotherhood of Malice's founder nation, despite neither mentioning nor demonstrating what specific role the nation had in that military's operations, with the scant details provided referencing only the collective actions carried out by the organization as a whole,
Disregarding SC 225's references to The Black Riders, an organization no longer permitted to occupy the planes of reality, which only pertain to the office and awards that Reventus Koth held in the group, lacking testimony of any feat accomplished outside a vague mention of "their efforts in Operation Typhoon,"
Puzzled by the target's insistence that the nominee's act of regime change in Osiris is somehow worthy of condemnation due to being "influenced by the Brotherhood of Malice," when the nominees development efforts laid the groundwork for subsequent leaders to form the modern day Osiris government, which is accepted by the regional community, considered legitimate by the world at large, and operates as would any other regional government,
Asserting that the nominees service as Pharaoh of Osiris is similarly not condemnable, as the nominee is recognized as a legitimate part of the regions community and there is no serious claim among its natives that its service in that role was an aberration or a blight on that regions history or culture,
Disputing the notion that co-founding Osiris' regional military, the Sekhmet Legion, is condemnable, as the organization lacks the extensive record of vile and destructive deeds that earned other militaries their condemnations by this body, and primarily serves the region of Osiris,
Dismissing the resolution's claim of incorporating older raider methods into present-day teaching and operations," provided without elaboration, implying the nominee recycled techniques developed by other nations and relied on other nations to carry them out, rather than present acts of malfeasance from the targets own hands,
Refusing to bestow infamy on any nation on the basis of association with notorious organizations alone, especially when no compelling case has been made for why that particular nation's misdeeds played any significant part in those organizations' condemnable behavior, and
Unwavering in its conviction that only those who truly stain the world with their wickedness ought to be so remembered,
Hereby repeals SC 225 "Condemn Reventus Koth".

Condemn Gholgoth
A resolution to express shock and dismay at a nation or region.
Article I: The Tale of Gholgoth
The tale of Gholgoth is a terrible one, the story of a region so stuck in its own complacency that it has failed numerous times to stop the festering immoralities within its own borders. A history doomed to repeat itself. A place of conflict, hatred, and death where a single spark can set off a fire that ravages the lives of billions. Even what good nations and people exist are drowned out and manipulated by those in power - who will never be good themselves.
Such evils have resided in Gholgoth from the very founding of the region in 2005 by Automagfreek, a nation that was - at the time - ruled by the iron hand of Damien Dreadfire, a man who committed numerous war crimes under the Gothic flag including the brutal murder of millions of innocent casualties as human sacrifices for the Freekish god of war and the blatant bullying and domination of small nations and alliances all across the multiverse. The seeds were planted with Dreadfire, but they would only get worse as the years passed on.
Soon came another loathsome nation, The Kraven Corporation (Kraven), a sadistic nation willing to subject their enemies - and even their own citizens - to unspeakable horrors in pursuit of totalitarian control over the entire realm of NationStates. As the story goes, Kraven was welcomed into the Gothic Alliance under the pretense that they were the only region that could contain such a vile presence, but for years they have stood idly by while Kraven's evil continues to grow in power...
These are unfortunately not unique examples. The Scandinvans, another Gothic nation, may be one of the most repulsive and terrifyingly powerful nations ever known to the multiverse. They are responsible for fire bombing entire cities, sponsoring foreign religious fanatics, collaborating with slaving cartels, and advocating for the end of all non-human intelligent life. Oh, and they also sport quite possibly the largest military known to man.
Even the so-called "good" nations of Gholgoth have their own disturbing pasts. The personality cult of Caesar Silvier Catherina Silvanus IV in Kylarnatia has reached such heights that it requires non-state religions to be permitted to practice by law - a direct opposition to religious freedom. The leader of the United Dominion (also known as LOVE DOG), Caesar Jason Scotus Lupus, is linked to abhorrent crimes such as ordering soldiers to purposely target medical civilians in warzones and personally decapitating the pope on a live camera feed. Zneyvind outpost (a puppet of the Zneyvind Federation), is a notoriously isolationist organization that refuses to do its part in combating Gothic threats.
The tension of so many opposing powers led to the battle of Hab Centre 006, a bloodbath sparked by Kravens quick and violent subjugation of Vetalia as a puppet state under their control. The ensuing conflict was one of the bloodiest battles in recent memory with anti-aircraft weapons and deadly traps being used to directly target troops from Ghant and Havensky as they evacuated civilians from the battle site.
In light of that battle, the region decided to take action. To their credit, modern Gothic peacemaking efforts have been prevalent; but alas the diplomatic meetings that occurred in response to the battle of Hab Centre 006 were almost entirely a sham, and the representatives involved were fooled into believing that peace could be in the cards for Gholgoth.
Another attempt at some form of peace was the formation of the Pax Gothica - a regional capital and neutral ground between the ever-warring nations of Gholgoth that also acts as an entrance point for inter-regional diplomacy - but whatever peace the Pax sought has been fully and terribly distorted. It features districts such as the aptly named "Sin" district, a place where widespread human sacrifice, gladiatorial arenas, cannibal courts, and nearly every other vice is performed on an unmentionable and unimaginable scale. At the center lives the Hall of Heroes, a monument to the many "heroes'' of Gholgoth, most of whom are ruthless and terrible warlords such as Damien Dreadfire.
Despite Gholgoth's best recent efforts, the region remains teetering on the edge of violent war. So many evils can only live in peace for so long.
Article II: A Declamation of Condemnation
For over a decade, this council has watched your region become complacent in its ways, unable to put an end to the great evils that dwell in your many nations. You have become a powderkeg with the fuze lit and the whole world dreads the day your evil finally begins its angry and terrible descent on the larger realm of NationStates.
Knowing you will never change, and fearing that you will one day corrupt our own august halls,
The Security Council hereby condemns Gholgoth.

General Assembly Resolution # 608
Repeal: “LEO Force Restrictions”
A resolution to repeal previously passed legislation.
General Assembly Resolution #590 “LEO Force Restrictions” (Category: Civil Rights; Strength: Significant) shall be struck out and rendered null and void.
Recognizing a disturbing history of excessive force exercised by law enforcement toward members of the public and the need for international attention toward police violence,
Determining that the language of the target resolution nevertheless paralyzes the capacity for law enforcement to detain suspects in its attempt to prevent excessive use of force,
Anticipating a more diligent approach to international regulation of the use of force by law enforcement entities,
The World Assembly hereby repeals General Assembly Resolution 590 "LEO Force Restrictions" for the following causes:
Section b.i criminalizes the use of force conditional on information not available to the detaining officer or officers. The methods they use to detain a suspect are rendered illegal after-the-fact, based on information that may only unveil itself weeks, months, or even years after the detention.
Section c.iii makes several radical assumptions which render its enforcement frustratingly difficult, circuitous, or even impossible for many member states.
It assumes the wide availability of miniature video cameras capable of capturing images of sufficient quality and film length to provide useful insight into the actions of an officer wearing it.
It assumes ubiquitous wireless technology, such that miniature video cameras attached to law enforcement officers can communicate with electronic vehicle equipment whenever "those vehicles' lights or sirens activate".
It assumes that all activation of law enforcement vehicles' emergency signals indicates a potential for use of excessive force by an officer, and that all potential for use of excessive force by an officer follows the activation of a law enforcement vehicle's emergency signals.
It assumes that every law enforcement officer has a designated vehicle to which their miniature video cameras can wirelessly connect, and that law enforcement officers do not patrol on vehicles without electronic components or on foot.
It assumes a universal signal for impending law enforcement interaction: "lights or sirens". This does not accommodate any other signal that a law enforcement vehicle may use.
Section d.ii requirements result in the criminalization of all homicides committed by a law enforcement officer, regardless of cause or danger presented toward the officer, for failure to ensure that the suspect receives "basic first aid necessary for their survival".
Section d.ii requires law enforcement to render life-preserving aid to all parties to which they cause "death or life-changing injury". It is, however, beyond an officer's ability to render life-preserving aid to an already dead person. Thus, the section e mandate renders murder every homicide committed by an officer.
Furthermore, d.ii requires law enforcement to render life-preserving aid even when doing so would put one or more officers at risk of injury or death, such as in the case of apprehending or neutralizing multiple suspects and causing life-threatening injury that neutralizes one but not all suspects.

Commend Electrum
A resolution to recognize outstanding contribution by a nation or region.
The Security Council,
Recognizing that many nations "kick butt" and that some such nations are worthy of our unalloyed praise, such as Electrum;
Praising the triumphs of collaboration of Electrums sporting administrators and historians over the years, something notable through their leadership of a variety of multiversal sporting federations including tennis, wherein they revived the series of tournaments known as the NationStates Tennis Tour, and ensured that international sporting history was collated and preserved for interested parties and for the sake of posterity;
Cheering the victories of Electrumite athletes in a variety of sports, most notably in:
World Cup 78, wherein the Electrumite national football team beat the team from Eura 3-1, an impressive historical feat for Electrumite football made possible through the hard work, sweat, and tears of Electrums captain Tyler Fernando and coach Jeffrey Clark,
The NationStates Tennis Tour, a series of tournaments whose doubles competitions were dominated by the pair of Sonya Gredello and Rosa Levinsky (known popularly by their nickname Ronya), Electrumite athletes who inspired the universe through their domination of Olympic tennis, the Grand Slams, and season-ending competition, and
The various sports that fall under the Olympics umbrella, as Electrumite athletes excelled in their disciplines and allowed their nation a point of pride in winning over six hundred medals over fifteen Games including the 10th Olympiad that Electrum co-hosted with Ceni and the 11th, 12th, and 13th Winter Olympiads that Electrum hosted by themself;
Acclaiming the impacts of Electrumite journalism, specifically in the fields of sports journalism -- where the Centralis Herald provides continuous coverage of all manner of activities on and off the pitch -- and news coverage, where the satirical newspaper The Turnip and their reporter Billiam Maskey keep audiences informed and bemused by their hatred of root vegetables not of the turnip variety;
Appreciating the contributions of Electrum's exceptionally talented programmers and graphic designers, collaborating with their colleagues in The Grearish Union to provide video games for the denizens of the multiverse to enjoy via the gaming company and storefront Dream Games;
Applauding the campy artistic talent of Electrumite recording artists, something evident through their top finishes in various WorldVision competitions including 1st place in the competition's 49th edition with an entry by Michael Street, 2nd place in the 50th edition, and 3rd place a further four times, including in their debut appearance in WorldVisions 35th edition with an entry by Eliza Nord;
Complimenting the slightly mischievous antics of Electrumite singer and athlete Gertrude Pullman who, among other achievements, performed at 24 editions of the WorldVision competition representing the Diplomatic Offices of Electrum while also finding time to develop sharp table tennis skills, winning 3 Olympic medals in the discipline;
Appraising that another jewel in the crown of Electrums accomplishments is the variety of problems Electrum's leaders have demonstrated to leaders of the other nations who erred in their previous decisions, compiling these issues in carefully prepared dossiers such as:
Dossier #1352 The Brains Behind Kuru, a dossier which pointed out the problems inherent in allowing any species of the multiverse to eat their own, something that led to an outbreak of a rare disease in affected states, and
Dossier #1353 The Birds and The Plan Bs, which investigated the natalist policies of nations that restricted access to a form of reproductive health care;
Applauding the perhaps lesser known contributions of the Electrumite World Assembly Delegation to recognizing their fellow nations who excelled, and continue to excel, in the realm of international athletics such as:
SC #306: Commend Audioslavia, a missive that celebrated Audisolavia for their stunning dominance of international football and auto racing competitions and leadership of the same sporting communities, and
SC #321: Commend Valanora, co-authored with Francois Isidore, a resolution that honored Valanora for their sporting achievements, primarily in football and hockey contests;
Prizing the glittering achievements of this grand nation and hoping that through this alchemy we too can "kick butt" and strike a vein of gold comparable to theirs;
