The following are proposals for WA resolutions. Any WA member nation with at least two endorsements can make a proposal, but it will only become a resolution (to be voted on by the entire WA) if it is approved by at least 6% of WA Regional Delegates.
As the WA currently has 1,024 Regional Delegates, a proposal needs 62 approvals to achieve quorum.

Prosecutorial Discretion Act
A resolution to enact uniform standards that protect workers, consumers, and the general public.
The World Assembly,
Recognising the power that public prosecutors have to enforce (or not enforce) laws for the public as a whole as well as the importance of prioritising severe cases and allocating resources efficiently,
Concerned about abuse of this privilege, hereby enacts as follows.
Non-discrimination and recusal. No public prosecutor may bring or fail to bring charges, prioritise or deprioritise cases, or request changes to criminal sentences on the basis of the accused's race, ethnicity, gender, or other immutable characteristics, except when such characteristics are themselves directly necessary to establish, defeat, or change criminal liability.
Recusal requirements. A public prosecutor must disqualify himself from a case if there exists a material conflict of personal or financial interest, personal bias or prejudice for or against the accused, personal relationship with the accused, or previous involvement in the case.
Recusal enforcement. If there exist specific and articulable facts which would lead an impartial observer to believe it is more than likely that a public prosecutor has failed to disqualify himself under section 1(a) despite being required to do so, there must be an inquiry before one or more impartial magistrates learned in the law to be applied (hereinafter the finder). If the finder is satisfied that one or more of the conditions in section 1(a) applies, the finder shall issue a binding order disqualifying that prosecutor from the instant case.
Private right of action. A private civil right of action for compensatory and punitive damages, all legal immunity to the contrary notwithstanding, shall exist against any public prosecutor who, aware of the section 1(a) guidelines and their applicability to a case, knowingly elects not to disqualify himself in that case.
Anti-retaliation. No prosecutor may take or fail to take any action intended to retaliate against, punish, or deter a defendant from exercising any statutory, constitutional, or World Assembly right. Nor may any prosecutor bring charges in a way that would, to an impartial observer, appear likely to retaliate against, punish, or deter a defendant from exercising any such right.
Plea bargaining. No prosecutor may, in a plea bargain, threaten to bring more severe charges than those already brought at its start. However, subject to section 2, more severe charges may be brought after the plea bargain begins if the prosecutor becomes aware of evidence that would support those more severe charges.
Periodic review. Member nations must conduct cyclic and periodic reviews, of a random sample of prosecutions, before an impartial body learned in the law to assess prosecutors' compliance with this resolution. No prosecutorial case records may be destroyed until such time that a review cycle has elapsed such that the records to be destroyed would not be reviewed under this section. The report, the sample of case records, and the framework for compliance assessment must be transmitted to the Compliance Commission.

Repeal: “Sustainable Forest Management”
A resolution to repeal previously passed legislation.
General Assembly Resolution #291 “Sustainable Forest Management” (Category: Environmental; Industry Affected: Logging) shall be struck out and rendered null and void.
The World Assembly,
Maintaining its belief in the importance of the forestry and logging industries, and the damage that can be done when these industries are improperly handled, and
Celebrating this Assembly's current attempt at proper regulation through the means of GAR#291, "Sustainable Forest Management", which is well-meaning in its goals and proficient in the explanation of the environmental issues thereof, and
Believing that, despite the target's good intentions, there are several notable issues with the execution of its mission, which include the following:
The only binding clause in the resolution is the requirement that nations submit a proposal of any logging operations to the World Assembly Forest Commission (WAFC) for approval, which serves as an inefficient method of regulating the logging industry;
Within the mandate requiring that member nation's gain approval of the WAFC prior to commencing logging operations, there are no actual guidelines or requirements for the WAFC to adhere to in the approval of these proposals, allowing the committee to approve them in a potentially incoherent fashion, leaving member nations at the whims of a committee making decisions arbitrarily;
While the WAFC does have additional duties to carry out, there is nowhere in the resolution that binds or even urges member-nations to take into consideration the "guidelines for sustainable forest harvesting" or the "standards specific to each nation to limit the impact of forest harvesting processes", among other similar mandates;
The WAFC is given inappropriate financial powers over the World Assembly's coffers through the authorization for the WAFC to provide funds towards forest revitalization efforts, a power which should be limited to budgetary entities within the World Assembly, such as the General Accounting Office;
By requiring all nations to wait to receive approval from the WAFC before commencing logging operations, the World Assembly requires that member nations place potentially vital economic activities at the whim of a third-party entity responsible for approving all regular commercial logging opportunities in tens of thousands of nations, an approval process which has undoubtedly gotten backed up in the nearly ten years that the resolution has been extant, harming the economic and bureaucratic framework of many member nations;
Resolving to write a replacement resolution which shall not place such discretionary power in the hands of a third-party entity with little oversight or guidelines thereof, and which shall implement proper and effective regulations on the logging industry so as to properly balance economic prosperity with environmental wellbeing, therefore
Repeals GAR#291, "Sustainable Forest Management".

Repeal: “International Transport Safety”
A resolution to repeal previously passed legislation.
General Assembly Resolution #34 “International Transport Safety” (Category: Free Trade; Strength: Mild) shall be struck out and rendered null and void.
The World Assembly (WA),
Noting its long-standing interest in promoting free trade via resolutions that provide necessary regulations for various forms of transport, such as railways, seafaring and aircraft;
Frustrated that the target resolution, GAR 34 International Transport Safety, permits domestic transport not to comply with the regulations of the International Transport Safety Committee (ITSC, clause 6a), thereby allowing domestic carriers to adopt far more relaxed standards than those of the ITSC;
Flummoxed that the ITSC has been tasked with creating detailed regulations for shipping, aviation and railways in terms of safety, communications, accident investigation, et cetera, but that they concern only international traffic, leaving domestic traffic utterly unregulated by international law;
Anxious that, as a result of the domestic exemption:
WA states face severe difficulties when domestic transport of significantly lower standards shares the same space as international transport, whether over air traffic coordination in the same airspace, rail tracks shared by domestic and international rail engines, or international shipping sharing seas and rivers with domestic vessels; and
There is significant ambiguity as to the responsibility for investigating accidents involving multiple member states, such as when a domestic ship collides with an international ship in domestic waters, or when an international train collides with a domestic train on a WA states rail tracks;
Observing that there is a need for WA states to retain as much autonomy as practicable to tailor regulations for their own circumstances and needs, but that this must be balanced with the need for better coordination between member states, especially in this age of frequent international travel;
Looking forward to replacements for the target resolution that address these flaws, while preserving the good work of the target in establishing international regulations;
Hereby repeals the target resolution, "International Transport Safety".

Ban on Juvenile Life Sentences without Parole
A resolution to improve worldwide human and civil rights.
The World Assembly finds as follows:
It is unnecessarily cruel for member nations to sentence children to life imprisonment without parole.
Children have undeveloped brains which are not yet capable of adequately comprehending the long term effects of their actions, they cannot internalise the extremely long-term impacts of crime.
Children are capable of reforming with the right support, a fact which life imprisonment without parole implicitly denies.
It is broadly unjust to imprison people who have genuinely repented for their crimes and are extremely unlikely to commit them again.
The option of parole ought to be open to child offenders which meet such criteria.
The provision in section 4 of GA 299 "Legal Competence" which allows member nations to "set reasonable thresholds of maturity [or] mental capability for people to hold any other rights or responsibilities within their jurisdictions" does not contradict this proposal. It is not a right or responsibility to be subject to life imprisonment without parole; it would be the opposite of a right and, because being so subject would be a thing done to a person rather than something that person must do, not a responsibility.
Now, therefore, be it enacted as follows:
In this resolution, the term "life sentence" refers both to prison sentences issued for the period of a person's life as well as prison sentences issued, in total or otherwise, for a period equal to or exceeding the expected natural life of that person.
No member nation may sentence a person to a life sentence without parole, or possibility thereof, for crimes committed while that person is under the age of majority.
All sentences contravening this resolution, including those given prior to this resolution's enactment that would have been prohibited had this resolution been in force, must be commuted forthwith under procedures not inconsistent with World Assembly law.

Fair Work Visas Act
A resolution to enact uniform standards that protect workers, consumers, and the general public.
The World Assembly,
Believing that restrictions which tie work visas to the consent of a worker's current employer serve a profoundly anti-competitive effect by tying workers to the grace of their supervisors and
Concerned of the effect, both for domestic and foreign workers, this has on the ability for member nations to enforce workplace safety when possible whistleblowers are so dependent on their employers for legal status, therefore enacts as follows:
A "covered worker" is a worker in a member nation who is legally present and permitted to be employed due to a work visa.
Covered workers must be permitted to change employment and employers or otherwise leave that member nation, without regard to the approval of a current or previous employer.
No work visa may be revoked because a covered worker has a frictional break in employment. A break in employment is frictional when it is shorter than or equal to the time it would take a similarly situated native worker to find new and comparable employment in the same industry.
