For a long time, our score was 0.
The citizens were free enough to to choose or create which culture they want.

But nowadays, with a score of 137, it seems they created something at national scale, above the
world average of 73.63.

In the end, we won't try too hard to create any national culture or enforce one by the government power,
but it's interesting to see it being born and evolve like that.
